S
TATEMENT ON THE SUBJECT: Vista Fire Rescue recommends a new contract with Sharp Performance for firefighter coaching and training.

The S
harp Performance (Sharp) Mobile App is a cognitive performance platform that combines preventative coaching, training, and customized resource management in a single application for firefighters and other high-risk professionals. The platform’s specialized training protocols were developed in conjunction with the U.S. Military’s Special Operations teams. Sharp also builds a customized resource directory for each agency that consolidates existing health and wellness resources, including internal mental health services, chaplains, health incentives, and national hotlines, alongside commercial partnerships exclusive to Sharp.

The confidentiality features and user-friendly design of the application encourage greater willingness among personnel to engage with the platform regularly.

The
Mobile App is owned solely by Sharp. Its content and methodologies are copyrighted and are not available in any other product on the market. Vista Fire Rescue contracted with Sharp Performance on a pilot project beginning in 2024, and Department personnel have used the platform consistently since it was introduced. It has become an established part of the Department’s health and wellness program and a resource for the peer support team. The current contract expires on September 25, 2026.

W
hen the commodity or service can be obtained from only one vendor, the City of Vista is authorized under Vista Municipal Code Section 3.08.150.N to waive the competitive bid requirements. The City is further authorized under Section 3.08.150.P to waive those requirements when the City Manager, after consultation with the City Attorney, determines in writing that special circumstances would cause the implementation of the informal or formal bidding process infeasible, impractical, or otherwise not in the best interest of the City.
