RECOMMENDATION:
1. Approve the installation of two speed humps on Brookhaven Pass between Mountain Pass Circl e and S
ycamore Avenue.
2. Adopt City Council Resolution No. 2026- , amending the Capital Project Budget for Fiscal Years 2026/27 and 2027/28.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On September 9, 2025, adopted City Council Resolution No. 2025 -170, amending City Council Policy 600-07, Criteria and Procedures for Installation of Speed Humps (Vote: 5-0).

RIOR TRAFFIC COMMISSION ACTION: On August 5, 2026, approved the installation of two speed humps on Brookhaven Pass between Mountain Pass Circle and Sycamore Avenue (Vote: 5-2, Albright and Frazier Opposed).
STATEMENT ON THE SUBJECT: The City received a request to evaluate Brookhaven Pass between Mountain Pass Circle and Sycamore Avenue for speed humps as a traffic calming measure. Staff conducted an evaluation of the road segment using the criteria outlined in City Council Policy 600 -07, Criteria and Procedures for Installation of Speed Humps . Please see Exhibit 3 for the speed hump evaluation. Staff determined that Brookhaven Pass meets the criteria for the installation of speed humps.

s required in City Council Policy 600- 07, the residents of this street segment submitted a petition for the installation of speed humps. Exhibits 4 and 5 are the petition and petition verification map, which show that a majority of nearby residents are in support of speed humps on this segment.

taff collected data that showed the prevailing speeds on Brookhaven Pass south of Mountain Pass Circle to be around 27 miles per hour. The speed study is attached as Exhibit 6.
