ST
ATEMENT ON THE SUBJECT: On August 25, 2026, the City Council directed staff to revise City Council Policy 200-06, Appointments to City Boards, Committees and Commissions , to establish a procedure that transfers the responsibility of making a recommendation of appointment to another member of the City Council if a recommendation has not been made within a designated period of time. Based on direction provided by the City Council, staff is proposing the following process:
“If
the City Council Member making the recommendation of appointment fails to provide a recommendation to the City Clerk within 45 days of the closing of the posting seeking applicants, the member of the City Council with the highest rank (i.e. Mayor, Deput y Mayor, most senior Council Member, etc.) shall be transferred the responsibility to make a recommendation of appointment. Upon transfer of the appointment responsibility, the Council Member with the original responsibility for appointment will no longer be able to appoint for that open position. The City Clerk shall provide the qualified applicant list and notify the City Council member next in succession that they have 30 days to make a recommendation of appointment for the respective position. If a recommendation is not received by the City Clerk within that 30 day period the member of the City Council with the next highest rank or seniority will then be designated by the City Clerk the authority to make a recommendation of appointment. When a successive City Council member is notified by the City Clerk that they are responsible for an appointment, concurrently, the prior City Council member shall lose the right if appointment.” AGENDA
