ADOPTION OF RESOLUTION AMENDING THE FISCAL YEAR 2027 BUDGET Every two years, the City Council adopts a biennial operating budget that establishes the City’s spending plan. On May 19, 2026, the City Council adopted amendments to the FY27 Adopted Budget, effective July 1, 2026. This report presents the next phase of the FY27 budget amendments. As directed by the City Council on March 3, 2026, staff deferred certain budget balancing actions until completion of the comprehensive citywide fee study to incorporate the proposed fee updates and better understand their budgetary impacts. With the fee study now complete, staff is bringing forward the planned budget amendments, including adjustments to the vacancy rate assumption, to address the projected FY27 sales tax revenue shortfall while maintaining a balanced General Fund budget.
