(Chicago, Illinois)--Government Finance Officers Association is pleased to announce that City of Wasco, California, has received GFOA's Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as:
& a policy document
& a financial plan
& an operations guide
& a communications device
Budget documents must be rated "proficient" in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for Budget Presentation is also presented to the individual(s) or department designated as being primarily responsible for having achieved the award. This has been presented to Isarel Perez-Hernandez, Finance Director.
There are over 1,700 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted quarterly on GFOA's website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
Government Finance Officers Association (GFOA) advances excellence in government finance by providing best practices, professional development, resources and practical research for more than 21,000 members and the communities they serve .

SUBJECT: Approval of the Notice of Acceptance of the Highway Safety Improvement Program ( HSIP) Cycle 9 Project and Authorize the City Clerk to file the Notice of Completion.
Recommendation:
Staff recommends the City Council to approve the Notice of Acceptance and authorize the City Clerk to file the Notice of Completion of the HSIP Cycle 9 Project.
Background:
On December 07, 2021, the City Council approved the award of this Project to J.L. Plank, Inc. (Cen-Cal) in the amount of $49,200.00.
Utilizing information from the 2017 City Of Wasco Roadway Safety Signs Audit, City Staff identified and had plans and specifications completed to improve various locations around the City in order to create a safer vehicle and pedestrian access. This study identified unsafe parking, signage, and ADA access, which were addressed with this project.
The Project utilized striping, signage, and ADA ramp modifications to increase safety for vehicles and Pedestrians.
Discussion:
Cen-Cal Construction has completed the work outlined in the plans and specifications of the Project, thus prompting the closeout of the Project.
Fiscal Impact:
The City originally budgeted $114,023.00 in the 2018 - 19 budget. The construction cost was $49,200.00, which fell within the budget.

DATE: February 15, 2022
SUBJECT: Approval of the Notice of Acceptance of the 2021 City Annex Building Re- Roof Project and Authorize the City Clerk to file the Notice of Completion.
Recommendation:
Staff recommends the City Council to approve the Notice of Acceptance and authorize the City Clerk to file the Notice of Completion for the 2021 City Annex Building Re -Roof Project.
Background:
On April 06, 2021, the City Council approved the award of this Project to Midstate Sheetmetal, Inc. in the amount of $87,799.00.
The roof at the Annex building has experienced multiple leaks over the past few years. In 2020 a significant leak took place that caused quite a bit of water to get into the break room of the building. Upon repair of the leak, it was discovered that there were 3 existing layers of roofing material on the building , all of which were in bad condition. On a roof of this slope, it is against building code to have more than 2 layers of roof.
In order to repair the roof properly, all 3 layers of existing roofing had to be removed. A new roof with proper drainage was installed in addition to the roofing material being replaced to avoid future issues. All of the existing exterior ventilation ducts needed to be removed prior to roof repairs. New ductwork was reinstalled after all repairs were completed.
Discussion:
Midstate Sheetmetal , Inc. has completed the work outlined in the plans and specifications of the Project, thus prompting the closeout of the Project.
Fiscal Impact:
The City originally budgeted $67,493.43 in the 2020 - 21 budget for roofing repairs at the City Annex Building. Council previously approved a budget amendment to add additional funding of $20,305.57 from the General Fund in order to cover the remaining balance.

DATE: February 15, 2022
SUBJECT: Adopt a Resolution Authorizing the City Manager To Sign and Execute Agreement with Berchtold Equipment in the amount of $41,681.82 to purchase a Kubota Tractor for the wastewater treatment plant.
Recommendation:
Staff recommends City Council adopt a resolution authorizing the City Manager to sign and execute an agreement with Berchtold Equipment to purchase a Tractor for the wastewater treatment plant.
Discussion:
This Tractor will be replacing the current old, worn -out John Deere that staff is currently using. This new tractor will be more efficient and reliable, allowing staff to spend less time working on the old equipment and more time maintaining the facility.
The attachments that the City already owns for the existing tractor are compatible with the new Kubota tractor. In addition, the quote for the new tractor includes a backhoe attachment and fork attachments. The backhoe attachment will allow staff at the plant to dig when necessary without having to transfer equipment from the public works yard to the plant. The new fork attachment will allow staff to lift pallets, motors, etc. , in areas that the forklift may not be able to access.
In accordance with the City’s municipal code, the City may utilize joint powers agreements to procure equipment. The City is a member of Sourcewell. Sourcewell is a national joint power agreement that allows the City to make equipment purchases without further competitive bidding. The City will be obtaining the Tractor using Sourcewell Contract No. 040319-CEC
Fiscal Impact:
The City budgeted $50,000.00 in the Capital Outlay to purchase a Tractor. The purchase of this Kubota Tractor ($41,682.82) falls within budget so no budget action is necessary.

DATE: February 15, 2022
SUBJECT: Adopt a Resolution A uthorizing the City Manager or his/her Designee to submit and Execute a Grant Application and any Amendments thereto for funding from California State Transportation Agency 2022 Transit and Intercity Rail Capital Program.
Recommendation:
Staff recommends the City Council adopt a Resolution Authorizing the City Manager or his/her designee to submit and Execute a Grant Application and any Amendments thereto for funding from California State Transportation Agency 2022 Transit and Intercity Rail Capital Program.
Discussion:
The Transit and Intercity Rail Program (TIRP), administered by the California State Transportation Agency (CalSTA) and is a competitive statewide program created to fund transformative capital improvements that will modernize California’s intercity, commuter, and urban rail systems, and bus and ferry transit systems, to significantly reduce emissions of greenhouse gases, vehicle miles traveled, and congestion.
City is pursuing approximately one million dollars ($1,000,000) to purchase three (3) electric transit buses AND implement a universal GTFS travel information system and contactless open payments (such as through Cal -ITP) to modernize transit system, improve riders experi ence, air quality, and comply with the California Air Resources Board’s requirements for public transit agencies to transition to 100% zero-emission fleets by 2040, Wasco is working to achieve this important goal by 2026.
The project application deadline is March 3, 2022, and the CalSTA award announcement is to be in June 2022.
Fiscal Impact:
CIP Project No. 20205- ZERO Emission Bus. If grant funds are secured, the project will have a direct financial impact (savings) on the transit department.

RESOLUTION NO. 2022 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO AUTHORIZING THE CITY
MANAGER OR HIS/HER DESIGNEE TO SUBMIT AN APPLICATION FOR FUNDING AND THE
EXECUTION OF A GRANT AGREEMENT AND ANY AMENDMENTS THERETO FROM THE TRANSIT
AND INTERCITY RAIL PROGRAM OF THE CALIFORNIA STATE TRANSPORTATION AGENCY (CalSTA)
WHEREAS, the City of Wasco wishes to apply for and receive an allocation of funds through the 2022 Transit and Intercity Rail Program; and
WHEREAS, the California State Transportation Agency, herein referred to as “CalSTA,” has issued a Notice of Funding Availability (NOFA) for the 2022 Transit and Intercity Rail Program (TIRP), created by Senate Bill (SB) 862 (Chapter 36, Statutes of 2014) and modified by SB 9 (Chapter 710, Statutes of 2015) to provide grants from the Greenhouse Gas Reduction Fund (GGRF) to fund transformative capital improvements that will modernize California’s intercity, commuter, and urban rail systems, and bus and ferry transit systems, to significantly reduce emissions of greenhouse gases, vehicle miles traveled, and congestion; and
WHEREAS, the legislation of these bills is codified in Sections 75220 through 75225 of the Public Resources Code (PRC). Assembly Bill (AB) 398 (Chapter 135, Statutes of 2017) extended the Cap-and-Trade Program that supports the TIRCP from 2020 through 2030. SB 1 (Chapter 5, Statutes of 2017) continues to provide a historic funding increase for transportation with funds directed to the TIRCP from the Public Transportation Account for new programming in this cycle. Pursuant to the statute, CalSTA is authorized to approve funding allocations for the program, subject to the terms and conditions of the NOFA and program application forms.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Wasco authorizes the submittal of application(s) to CALSTA for Transit and Intercity Rail Program for which the city is eligible.
BE IT FURTHER RESOLVED that the City Manager or his/her designee is hereby authorized and empowered to execute in the name of the City of Wasco all grant documents, including but not limited to applications, agreements, amendments, reports, and requests for payment, necessary to secure grant funds and implement the approved grant project; and
BE IT FURTHER RESOLVED that these authorizations are effective for five (5) years from the date of adoption of this resolution.

DATE: February 15, 2022
SUBJECT: Approval of Travel and Training Expens es Exceeding $500.00 per trip, for one-half of City Attorney Thomas F. Schroeter's registration fee s and one night's hotel stay to attend the League of California Cities City Attorney 's Spring Conference on May 4 – 6, 2022, in Carlsbad , California , not to exceed $541.50.
Recommendation:
Staff recommends the City Council approve the travel expenses exceeding $500.00 per trip, one-half of the City Attorney 's travel expenses for the registration , and one night 's hotel stay totaling $541.50.
Discussion:
The City Attorney requests approval to attend the League of California Cities Attorney's Conference on May 4-6, 2022. There will be three days of presentations devoted to legal issues facing cities and updates on cases recently decided during the conference. This is a critical learning session for City Attorney's and reduces the time and effort needed by the City Attorney to research these matters independently. The city splits these costs with the City of Tehachapi, making the City of Wasco's proportional share $541.50.
The cost of the training and hotel fees will exceed the Expense and Use of Public Resources Policy limits established by City of Wasco Resolution No. 2006 -2327, limiting expenses to $500.00 per trip.
As a result, the City Council will need to approve the travel requested by City Attorney Schroeter, as the expenses for the cost of the trip will exceed $500.00.
Fiscal Impact:
The City of Wasco's portion for the City Attorney to attend the League of California Cities Attorney's s Conference is $ 541.50. The adopted FY 2021 -22 Budget contains sufficient funding in the City Attorney account to cover this expense, no budget action is required.

Conference content covers a wide array of topics affecting local government. This format permits session time allotments range from 15 minutes to 60 minutes of an engaging presentation and discussion. The time allotted for each session may be shared by more than one speaker.
The City Attorneys Department Officers reserve the right to adjust the time allotted for each session in order to place each session within the program time limits.

Additional speakers not included in the original proposal are not permitted to be added without prior review and approval by the Officers and the League of California Cities.

Presentation - Each presenter must prepare a PowerPoint presentation to accompany his or her presentation.
Please note: the City Attorneys Department Officers reserve the right to modify accepted proposal session titles, descriptions, presenters or other elements as necessary to ensure balance, quality, and enhance marketability.

Presentation Guidelines and Submission
Our goal is to provide exceptional educational experiences, networking opportunities, and innovative tools that will make attendees and their cities more successful. Studies show that adults learn best when they are actively involved in the process rather than passively listening or watching. Most conference attendees are knowledgeable about the subject, and therefore are interested in hearing what others know and what their experiences have been.
Accordingly, we urge you to plan your presentation with these suggestions in mind.
The most common complaints on session evaluations from prior seminars are:
"The presentation was a 'sales' pitch for a particular product or service." "I couldn't read the slides."
"One speaker took so much time that the others were not able to give their full presentations."
"I'd like more practical knowledge."
Please consider the following as you prepare for your presentation:
Relevant content for experienced audiences that stretches thinking and provides new approaches.

Examples and case studies of real success (and successful failures).
Try to add stories, anecdotes, testimonials, or demonstrations that emphasize your point. We all remember a good story, and thus more easily the lesson with it.
Provide tools and information that the audience can implement.
If there are other speakers in your session, coordinate with them in advance to decide your speaking order and ensure that all presentations fit into the assigned time allotment. If you do not have the contact information for your co-presenters, please contact us at [email protected] (mailto:[email protected]) .

TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Work Director
DATE: February 15, 2022
SUBJECT: Approval of the Notice Acceptance of the 2021 City Hall Re -Roof Project and Authorize the City Clerk to file the Notice of Completion.
Recommendation:
Staff recommends the City Council approve the Notice of Completion and authorize the City Clerk to file the Notice of Completion for the 2021 City Hall Re-Roof Project.
Background:
On September 07, 2021, the City Council approved the award of this Project to Graham Prewett, Inc. in the amount of $81,800.00.
Due to various leaks and ongoing repairs, staff deemed that the roof at the City Hall and Sheriff Department buildings needed to be repaired before the next rainy season. Taking action alleviated the risk for leaks and additional water damage this rainy season.
Discussion:
Graham Prewett, Inc. has completed the work outlined in the plans and specifications of the Project, thus prompting the closeout of the Project.
Fiscal Impact:
The City originally budgeted $130,000.00 in the 2021-22 budget. The construction cost was $81,800.00, which fell within the budget. No budget action is required.
