TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager

DATE: June 7, 2022

SUBJECT: Consider Adoption of A Resolution Authorizing the City Manager or his Designee to use The American Rescue Plan Act of 2021 ( ARPA) Funds for the Promotion of COVID -19 Vaccination Event(s) to Incentivize Community Participation.

Recommendation:

Staff recommends the City Council discuss and approve the promotion of one or more COVID-19 vaccination events and the use of The American Rescue Plan Act of 2021 ( ARPA) funds to incentivize community participation, provide guidance to Staff and, if approved, Adopt a Resolution authorizing such promotion, budget action, and expenditure.

Background:

Like other communities in Kern County and across the nation, the City of Wasco has endured significant challenges over the past two years, brought on by Covid-

19. County-wide data concerning Covid cases, recoveries , and death rates are maintained by Kern County Public Health and available here:
https://phweb.kerncounty.com/Html5Viewer/index.html?viewer=COVID19Info, summarized by Zip Code. Although Zip Code boundaries and City Limit boundaries do not match, a comparison of Covid effects between communities can be effectively made using this data.

The following table shows that Wasco leads the County in Case Rate at 41% (and also Recovery Rate), but it also shows that our Covid death rate of 0.56% is well below the County average of 0.66%. At least three smaller, isolated communities experienced death rates above 1.00%, and three had zero.

Vaccination Rate data is also collected and show s a relationship between vaccination rates, case rates , and severity of cases. According to one source, Wasco’s current vaccination rates are: 56.32% with one or more vaccination doses and 50.04% fully vaccinated.

STAFF REPORT
City of Wasco

439 of 443

Note: This Table displays select communities and does not contain data for some smaller communities and other unincorporated areas, so it will not sum to County Totals. Data downloaded May 31, 2022.

A number of vaccination events have been held in Wasco, and our vaccination rates closely track County rates. To date, many of the events have been organized by local Churches and Non-Profits with support from the City and from Kern County Public Health. The County pr ovides a mobile vaccination vehicle and staff and has event dates available this Summer.

Discussion:

In order to increase vaccination rates and drive down case rates, other communities have directly engaged the public by offering incentives (such as gift cards for local businesses) for citizens to receive vaccinations. A number of these programs have been successful but are not without controversy. In one case, gift cards were offered primarily for local restaurants and grocery businesses. Owners of other (non- food) businesses were critical because they were excluded from the program, while others simply questioned the use of public funds to promote a vaccination program which is still controversial for some.

Use of generic cards (i.e. , “Visa” gift card s) eliminates the problem with vendor selection; however, it also allows the incentive to be spent outside Wasco and not with local vendors. A local vendor program is preferred for this reason. However, organization and management of a local vendor program, or even a vendor match program, could involve significant Staff resources.

The Council is encouraged to discuss the proposed incentive program and provide guidance to Staff as to the amount and type of each incentive, the total budget for the program, and a method for selection of vendors to participate. Adopted, the two cost factors and selection criteria determined above will be integrated in the DRAFT Resolution included with this Staff Report.

Fiscal Impact:

Expenses for promotion, support , and incentives related to a Vaccination Program can be funded with ARPA funds , so there is no General Fund impact. If approved, a Budget allocation of ARPA funds will be needed based upon the level of incentives chosen by Council.
