1) CALL TO ORDER:
Mayor Reyna called the meeting to order at 6:01 pm.
2) ROLL CALL:
Present: Mayor Reyna, Mayor Pro Tem Pallares, Council Members: Garcia, Lynch Late: Council Member Martinez arrived at 6:33 pm.
Staff Present: City Manager Hurlbert, City Attorney Schroeter, Deputy Clerk Flores, Deputy Clerk Garcia, Public Works Director Villa, Finance Director Perez -Hernandez, Assistant City Manager Lara.

5) NEW BUSINESS:
a. Adopt a Resolution Authorizing the Deferral of Development Impact Fees for Popular Place Family Apartment Project for the construction of a new multi -family development consisting of 36 units as Approved in Site Plan Review (SPR) 21-000424, Assessor’s Parcel Number 487 -040-59 as Provided for Under Title 13 of the Wasco Municipal Code and Government Code Section 66007. b. Adopt a Resolution Authorizing the City Manager to Sign a Letter Authorizing the County of Kern as the Lead Agency to Submit to the California Department of Resources Recycling and Recovery (CalRecycle) a Regional Application for the Household Hazardous Waste (HHW) Grant Program on its behalf.

Mayor Reyna adjourned for a 5-minute recess at 7:22 PM
Mayor Reyna adjourned back from recess at 7:28 pm
The consensus of the City Council is to stay with the single rate option.
f. Adopt a Resolution Approving the final map for Phase 2 of Tract 7373. Accepting for Public Use all Dedications for the Purpose for which they are offered, Authorizing the City Manager or designee and the City Clerk to sign the Subdivision Agreement, and Authorizing the City Clerk to Endorse the Map. (Villa)
