TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Maria O. Martinez, City Clerk

DATE: October 4 , 2022

SUBJECT: Approval of Travel Expenses Exceeding $500.00 for the City Clerk to attend the New Law & Election Seminar Annual Conference on December 6 – 9 , 2022, in Monterey, CA.

Recommendation:

Staff recommends the City Council approve the travel expenses.

Discussion:

This request is for approval of staff to attend the New Law & Election Seminar Annual Conference on December 6 – 9, 2022, in Monterey, CA.

This training will update the City Clerk on elections, new laws, and Fair Political Practices.

The training will expand Staff knowledge on a wide range of topics relevant to their roles within the city.

The cost of the conference, hotel fees, and food per diems will exceed the Expense and Use of Public Resources Policy limits established by City of Wasco Resolution No. 2006 - 2327, limiting expenses to $500.00 per trip. As a result, the City Council must approve the travel request as the expenses for the cost of the trip will exceed $500.00.

Fiscal Impact:

It is estimated that the cost of th is training will not exceed $2,000.00, including the conference and travel expenses. The training cost is contained in the adopted FY 2021- 2022 Budget; no budget action is required.

Do You Speak My Language? Language Inclusivity and

Belonging in my Community
Nearly 45% of Californians speak a language other than English at home. In order to effectively and authentically engage with your diverse communities on pressing issues like housing, water, air quality, and public health, local
governments need to understand
who is in their community, how to reach them and in what language, and the legal requirements to do so. One key piece of this puzzle is understanding how to utilize tools and resources to provide language access for inclusive and equitable community
engagement. In this session, hear from experts who will share legal parameters and public participation best practices on language access so you can better include all segments of your community.

1:30–3:00 p.m.

When an agency receives a public records request, a statutory set of wheels are put in motion. During this session, participants will learn best practices for each step of this process, starting with how to encourage requesters to narrow the subject of their request.

Additionally, attendees will get familiar with Electronically Stored Information (ESI) and will learn how to search for, review, and produce ESI – including e-mails, text messages, video and audio files – in response to PRA requests

Calling all Residents, Please Apply!
3:30–5:00 p.m.

From recruitment to onboarding, the boards and commissions technical process can be a tedious one. Changing an existing appointment process, outreaching for diverse candidates, establishing or disbanding a group, or even assigning resources to boards and commissions, can be a challenging situation fraught with personality and political conflicts. Come learn from three very different cities about their boards and commissions processes and how they are managing organizational change to the function while encouraging their elected officials and residents to engage.

It’s that time of year again. In this session, we will recap the general happenings of the previous legislative session, review new bills related to elections, records, Brown Act, etc., and review new FPPC rules, regulations, filing requirements, etc. In addition, we will take time together to identify which department programs and practices currently work, which do not, and what legislative solutions may be the answer to future expected challenges to the profession, especially as it relates to meetings, records, elections and voting.

Sudden Council Member Vacancy! What Do I Do Now?
1:30–3:00 p.m.

Hear stories from city clerks on how to deal with the sudden vacancy of a council member. What happens if a council member dies, gets arrested, suddenly resigns, is involved in a scandal, violated the Brown Act, etc.? What do you do next? Vacancies often
happen at a
moment’s notice without any warning. Examples from three different cities on how to navigate the appointment process or call for a special election, and the politics behind all the decision making, will be shared in this session.

Media Engagement In Tumultuous Times: Building Trust Through Transparency and Powerful Storytelling
3:30 –5:00 p.m.

Cities have been faced with extraordinary challenges over the past couple of years including the pandemic, civil unrest, and wildfires.

These challenges have resulted in a surge in media requests for information and increased pressures on city departments. In this session, hear from a city communications director and city clerk about lessons learned from communicating during an emergency, a journalist about what reporters need and what cities can do better to provide information under deadline pressures, and from a crisis communications expert on essential tools and best practices to build trust with the media and ensure your city story is told in a way that resonates authentically with both reporters and the public.

Presentation Guidelines and Submission 
Our goal is to provide exceptional educational experiences, networking opportunities, and innovative tools that will make attendees and their cities more successful. Studies show that adults learn best when they are actively involved in the process rather than passively listening or watching. Most attendees are knowledgeable about the subject, and therefore are interested in hearing what others know and what their experiences have been.

Accordingly, we urge you to plan your presentation with these suggestions in mind.

"The presentation was a 'sales' pitch for a particular product or service." "I couldn't read the slides."
"One speaker took so much time that the others were not able to give their full presentations."
"I'd like more practical knowledge."
Please consider the following as you prepare for your presentation:

Relevant content for experienced audiences that stretches thinking and provides new approaches.

Content that is delivered in an engaging way and draws on the experience of the attendees.

Examples and case studies of real success (and successful failures).

Try to add stories, anecdotes, testimonials, or demonstrations that emphasize your point. We all remember a good story, and thus more easily the lesson with it.

Provide tools and information that the audience can implement.

If there are other speakers in your session, coordinate with them in advance to decide your speaking order and ensure that all presentations fit into the assigned time allotment. If you do not have the contact information for your co-presenters, please contact us at [email protected] (mailto:[email protected]) .

Selling from the podium creates conflict of interest problems. Cal Cities educational sessions should never be an advertisement. Therefore, presentations may not include any commercialism for specific products or consulting services.

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Keri Cobb, Community Development Director

DATE: October 4, 2022

SUBJECT: Approval of Travel Expenses Exceeding $500.00 for the Chief Building Official to attend the California Building Officials (CALBO) Training Institute Education Week October 10 – October 13, 2022, in Ontario CA.

Recommendation:

Staff recommends the City Council approve travel expenses.

Discussion:

This request is for the approval of the Chief Building Official , Martin Ledezma, to attend the California Building Officials Training Institute Education Week , October 10 – October 13, 2022, in Ontario, CA.

This training is designed for California Building Officials to stay current with the latest building code updates and best practices for plan checks and field inspections. The conference program is attached.

The cost of the training, hotel fees, and food per diems will exceed the Expense and Use of Public Resources Policy Limits established by City of Wasco Resolution No. 2006 -2327, limiting expenses to $500.00 per trip. As a result, the City Council will approve the travel request for the Chief Building Official as the expenses for the cost of the trip will exceed $500.00.

Fiscal Impact:

It is estimated that the cost of the CALBO Training Conference will not exceed $2,100.

CALBO TRAINING INSTITUTE
2022-2023 ANNUAL TRAINING CATALOG
48of 102
Colleagues, Partners, and Friends of CALBO,
We have another great year of training available as we prepare for the new code cycle.

The triennial cycle is upon us, with 2022 codes released this summer. The CALBO Training Institute (CTI) is working on various informative, topical and interesting technical offerings for your training needs. We are here to provide a year of valued educational experiences, whether through virtual or in-person attendance at the upcoming Education Weeks or online live webinars. All courses are created to provide practical applications and interpretations, bringing California building departments the finest building-safety training available.

CTI strives to provide all of your staff members with the most robust training programs available, especially this Fall during the Education Weeks, which are outlined in the pages ahead. In collaboration with the CALBO Board, CTI is hosting two hybrid Education Weeks with in-person and virtual attendance options in San Ramon from September 19-22 and Ontario from October 10-13. Over a dozen new courses will be offered by our expert instructors. Special attention has been given to re-vamping permit technician training and developing new 2022 code update courses, including Building Code, Residential Code, Plumbing Code, Mechanical Code, Energy Code, Electrical Code, Accessibility Chapters 11A and 11B, and much more. Such new course development efforts benefit seasoned building-safety department personnel and newly recruited industry members. Please take the time to review the courses listed in this catalog to become familiar with the subjects available to meet your training needs.

Please keep a lookout for additional trainings listed as webinars this Spring and Summer, which will be offered virtually. CTI hopes that virtual offerings provide flexibility for departments and industry to allow staff several options to receive the greatest success throughout the entire year. Thank you for your support through attendance and feedback as we continue to expand and enhance valuable online training opportunities.

CTI continues to be the leader in quality education as an International Code Council Preferred Provider. All CTI offerings, whether in-person or online, have been approved and can be used toward the CEU requirements for renewing your certifications.

I would like to thank you, the CALBO members, associated professionals and industry representatives, for your support of all CTI endeavors, especially the hybrid Education Weeks. Thank you to the CTI Commissioners, course developers and instructors, who volunteer their time and expertise to create essential and meaningful programs. Without each of you, CTI would not be able to provide the premier quality education you deserve.

If you have any questions regarding the CTI training curriculum, please do not hesitate to reach out to CALBO staff, myself or the CTI Commission.

We look forward to coming together for training and professional development this year! Sincerely,
Bob Latz, CBO

Permit Technician Career Advancement:

The Core Essentials - New Course
ICC PP Course No. 31998 (0.6 CEUs) - In Person
ICC PP Course No. 31999 (0.6 CEUs) - Virtual
This course provides the core essentials that all permit technicians should know for their daily work duties. Attendees learn what to understand for permit requirements, how to maintain records, how to collect permit fees, how to support the inspection process, and how to receive and screen plans and related documents to assist the review process and the public. Attendees are provided with a high-level overview of code administration, history and customer service. The instructor highlights common information covered in the ICC Permit Technician certification exam throughout the course. Attendees also receive a checklist to use daily when receiving plans from the public at the permit center.

Today’s wildfire environment has changed, allowing for longer fire seasons with more intense and destructive wildfires. Climate change, land use, fire suppression, population growth, and other factors have contributed to putting millions of homes and hundreds of communities at extreme risk of wildfire. During this course, CAL FIRE personnel will present the latest in wildfire science and research, statutes, and codes, and best management practices for living and building in wildfire-prone areas. The 2022 California Building Code: Chapter 7A requirements for exterior protection of structures and the 2022 California Fire Code: Chapter 49 defensible space requirements intended to mitigate wildfire hazards are also discussed. Building and enforcement professionals interested in gaining knowledge on identifying your community’s wildfire hazards, risks, and mitigation strategies are encouraged to attend.

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director

DATE: October 4, 2022

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to approve a purchase order in the amount of $ 196,757.49 for the purchase of four (4) electric vehicle chargers to be utilized by the Transit Department with Chargepoint Inc.

Recommendation:

Staff recommends adopting a Resolution authorizing the City Manager or designee to approve a purchase order in the amount of $ 196,757.49 for the purchase of four (4) electric vehicle chargers to be utilized by the Transit Department with Chargepoint Inc.

Discussion:

On August 2, 2022 , the City Council adopted a resolution authorizing the City Manager to approve a purchase order in the amount of $186,674.50 with Chargepoint Inc for the purchase of (4) electric vehicle chargers to be utilized by the Transit Department for their incoming EV fleet. The cost proposal submitted by Chargepoint at the time was unintentionally missing the cost for sales tax. This was discovered in September when Chargepoint Inc. sent over a revised invoice which included the sales tax totaling $10,082.99. To date, the City Manager has not approved a purchase order for Chargepoint Inc. for the originally authorized amount of $186,674.50.

The Charging Stations referenced can be found in the 2022 -2023 Capital Improvement Plan as Project No. 2 1034 and involves two level 3 DC fast chargers and two level 2 chargers to be installed in the well 14 yards located at the NW corner of 8 th Street and G
Street just East of the Council Chambers and City Hall. These chargers will not be open for public access and instead will only be utilized by the Transit Department to charge their incoming fleet of electric buses . The purpose of two level 3 DC fast chargers and two slower level 2 chargers is to allow for Staff to do faster charging during daytime hours such as lunchtime and also have the ability to leave the bus plugged in overnight to the slower level 2 chargers which is better on the batteries.

The first step in moving toward Project implementation is the purchase of the charging stations. The City has obtained the revised quote from Chargepoint Inc. and , as such, is recommending approval of this purchase via purchase order. In addition to the charging

STAFF REPORT

systems, the quote includes 5 years of monitoring and maintenance services from Chargepoint, Inc.

In accordance with the City’s municipal code, the City may utilize joint powers agreements to procure equipment. The City is a member of Sourcewell. Sourcewell is a national joint powers agreement that allows the City to make purchases without further competitive bidding. The City will be procuring the charging stations using Sourcwell Contract No. 042221-CPI.

Fiscal Impact:

The budget for these charging stations is $313,943.12 . This purchase amount of $196,757.49, coupled with the engineering cost of $5,580.00, will leave $111,605.63 for the installation of underground conduit and some misc. improvements of the parking area and gates, which Staff finds to be sufficient.

COMMISSIONING
This service includes both the
Installation and Commissioning
of the Express CPE250
charging station. Customers
must work with their contractor
to perform all construction
(the ‘make ready’) up to
the point where stations
can be bolted down and
connected. ChargePoint
will then perform the on-site
validation of electrical capacity,
transformers, panels, breakers,
wiring, cellular coverage so
that they meet all ChargePoint
and local code requirements,
then install and commission the
station. Before installation can
begin, ChargePoint requires
the customer’s ‘make ready’
contractor to submit evidence
of adherence to ChargePoint’s
standards and specifications.

In addition to verifying and
testing the installation,
Commissioning also ensures
the station is connected to
the ChargePoint network,
completing software updates
and pairing configuration if
applicable. In parallel, the
ChargePoint Activations team
will configure the station and
apply policies according to the
customer’s specifications. A
final Commissioning Report will
be provided to the customer.

Note that if Commissioning
cannot be performed due to
site or installation deficiencies
for which ChargePoint is not
responsible, the customer will
incur a rescheduling fee to
cover redeployment costs.

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director

DATE: October 4, 2022

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to approve a purchase order in the amount of $12,524.23 with Farm Pump and Irrigation to rebuild one Trickling Filter Pump.

Recommendation:

Staff recommends City Council adopt a resolution authorizing the City Manager or his designee to approve a purchase order in the amount of $ 12,524.23 with Farm Pump and Irrigation to rebuild one trickling filter pump.

Discussion:

Trickling filters are used to remove co lloidal solids ( small particl es that are not captured in primary sedimentation) from the wastewater. This process is a biological treatment system that utilizes microorganisms attached to a medi a to decompose the organic matter. An increase in development and population throughout the years has accelerated the need to rehabilit ate the trickling filter pumps more frequently. The trickling filter pump station is a critical part of the wastewater treatment facility, and maintenance is required in order to maintain compliance with the regional quality control board.

Fiscal Impact:

The City budgeted $ 45,000.00 in the 202 2-23 budget Capital Improvement Program for trickling filter pump station maintenance out of the Wastewater Capital outlay fund. This Purchase order is well within budget and leaves us with $32,475.77 for any unforeseen expenses required for this pump station.

FROM: M. Scott Hurlbert, City Manager
Maria Lara, Assistant City Manager

DATE: October 4, 2022

SUBJECT: A dopt a Resolution to A mend the 2020 Community Development Block Grant Program - Coronavirus Response Subsistence Program Agreement (20-CDBG-CV2-3-000010)

Recommendation:

Staff recommends to adopt a resolution to amend the City of Wasco’s CDBG -CV Subsistence Program Agreement (20 -CDBG-CV2-3-000010) and authorizing the City Manager to execute all necessary HCD documents.

Discussion:

On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act in response to the impacts of the COVID- 19 pandemic. The State Department of Housing and Community Development (HCD) published a Notice of Funding Availability (NOFA) for Community Development Block Grant Coronavirus Aid, Relief, and Economic Security (CDBG -CV2 and CV3) funds. Eligible cities and counties were able to submit applications for CDBG -CV funds under the prescribed NOFA. It was estimated that The City of Wasco was eligible to receive funds based on a formula allocation provided by HCD. The State received $113,263,490 in CDBG -CV2 funds and $18,031,478 in CDBG-CV3 funds.

On February 23, 2021, the city submitted an application for the 2020 CDBG CV2 -3 Grant in the amount of $511,964 to assist local residents impacted by COVID -19 with rent, mortgage, and utility payments. On June 16, 2021, the city received authorization to incur costs and commenced assistance. As of August 31, 2022, the City and Self-Help have been able to provide rent, mortgage, and/or utility assistance to 38 households in Wasco, expending $98,100.70 of funds awarded . City staff has been working with Self - Help to promote the program to the community; however, it continues to be undersubscribed and not expected to be fully utilized within the community . This proposal recommends amending the Grant to ensure the entire remaining funds are used to benefit the City of Wasco. Given the approaching deadline, Self -Help is in support of this amendment to ensure funds are fully utilized.
