SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Purchase Agreement with Axon Enterprises, Inc. for body camera and Taser equipment for the Wasco Police Department.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Purchase Agreement with Axon Enterprises, Inc. for the Officer Safety Plan 10 Plus which includes twenty -three (23) body worn cameras, twenty -three (23) Taser model 10 Conducted Energy Devices (CED), on-site training, multi bay docking charging stations, replacement cartridges, and software and licensing.
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; th erefore, pursuant to State Guidelines Section 15060(c) (3), no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Background:
Body cameras are a crucial component to ensure accountability and full transparency of our policing effort. Tasers have also become a recognized method for officers to de - escalate dangerous situations using non-lethal technology. Although there are multiple vendors for this equipment, Axon Enterprise, Inc. offers a fully integrated package not offered by others.

Discussion:
The Axon body camera solution is currently used by most law enforcement agencies in California and throughout the United States. The cameras are designed to integrate with the RIMS Computer Aided Dispatch (CAD) and records management system selected by the Wasco Police Department. Axon is also fully integrated with the FLOCK Safety Falcon cameras, soon to be used by the City. The Axon solution is the only Body Worn Camera (BWC) system that allows integration with other systems used by the Police Department.
Axon is also recognized as having the industry standard for Conducted Energy Devices (CED) also known as Tasers. The Taser 10 model, included in the purchase agreement, is the latest upgrade in the technology and increases the effective range of the device to forty-five (45) feet and features ten (10) individually targeted probes which greatly enhances the effectiveness of the device. Specifically, the new Taser 10 creates more distance for officers to de-escalate and resolve conflicts. The multiple individually targeted probes allow quick deployment of an additional probe if initial targeting fails.
Axon Body Worn Cameras (BWC) are used throughout Kern County and provide a single platform for data exchange with the Kern County District Attorney’s Office for case filings where BWC images are subject to discovery and needed as evidence for court proceedings.
Fiscal Impact:
Fiscal Impact is $382,904.82, to be paid over sixty months at an annual cost of $77,155. first year and $76,437.82 for the remaining four years. The City of Wasco was recently awarded a $30,000 Body Worn Camera Grant to help offset the total cost of the agreement. The Grant will more than cover the first-year costs. Additional costs will be included in future adopted Operating Budgets. No budget action is required with approval of this item.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO AUTHORIZING
THE CITY MANAGER OR DESIGNEE TO FINALIZE AND EXECUTE A PURCHASE ORDER WITH AXON ENTERPRISE, INC. FOR POLICE DEPARTMENT BODY WORN CAMERA AND TASER
EQUIPMENT
WHEREAS, The City of Wasco is pursuing the formation of a local Police Department, including the establishment of dispatch and case management functions; and WHEREAS, The City of Wasco Police Department will require body worn camera equipment and integrated Taser Conducted Energy Devices (CED) to provide accountability and transparency of policing activities and investigations in the City of Wasco; and
WHEREAS, Axon Enterprises, Inc. body worn camera and Taser equipment is used and recognized as a reliable standard in law enforcement and criminal court proceedings; and WHEREAS, Axon Enterprises, Inc. proposes to provide body worn camera equipment and Taser Conducted Energy Devices to the City of Wasco pursuant to the provided quotation and subject to final approval of the City Manager and City Attorney.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Wasco as follows:
SECTION 1: Authorizes the City Man ager or designee to finalize and execute a purchase order and associated agreements pursuant to the quotation attached hereto as Exhibit “A” with Axon Enterprises Inc. to purchase body worn camera and Taser equipment, subject to the final approval of the City Manager and City Attorney.
