TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director
DATE: May 7, 2024
SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Authorize a Purchase Order with Statewide Traffic Safety & Signs to purchase 12 Flashing Stop Signs for a price not to exceed $21,100.00
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or designee to authorize a purchase order with Statewide Traffic Safety & Signs to purchase 12 Flashing Stop Signs for a price not to exceed $21,100.00; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the C alifornia Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
Project #24010 in the Adopted FY 2023/2024 Capital Improvement Program provided funding for traffic safety improvements Citywide. This purchase of twelve (12) flashing stop signs will be a forward step in improving traffic safety on the outskirts of town with the intention of reducing collisions and increasing stop sign visibility for drivers during both the day and night.
The signs proposed are of standard size (30” diameter) but have (8) red LEDs mounted at each corner of the sign to alert drivers of an upcoming stop. The signs are equipped with
STAFF REPORT

a 20-Watt solar panel and 15 Amp Hour Battery, which would allow the signs to run up to 4 days without sunlight.
The proposed signs would be installed by City -Crews in an effort to reduce costs and allow the budget to be stretched further into other future improvements,
Staff procured three quotes for signs which came in as follows:
Statewide Traffic & Safety $1,575.00 (EA)
Grainger $1,784.04 (EA)
Emedco $1,757.59 (EA)
The most cost -effective option from the quotes would be Statewide Traffic Safety and Signs. As such, Staff proposes that we purchase the signs from them.
Fiscal Impact:
The 2023- 2024 FY Budget set aside $100,000.00 to be utilized for traffic safety improvements Citywide. This purchase of $21,100.00 would leave $78,900.00 remaining.

SUBJECT: Adopt a Resolution Authorizing the City Manager or designee to authorize a purchase order with Farm Pump and Irrigation in an amount not to exceed $ 21,000.00 for emergency repairs of the Wastewater Treatment Facility’s Domestic Water Well.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution a uthorizing the City Manager or designee to authorize a purchase order with Farm Pump and Irrigation in an amount not to exceed $21,000.00 for emergency repairs of the Wastewater Treatment Facility’s Domestic Water Well; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
The city's wastewater treatment facility has its own well, which provides potable water to the facility as well as animal control. Unfortunately, the well has been experiencing reduced water production lately and is struggling to meet the demand of the facility. To investigate this issue further, staff hired Farm Pump and Irrigation to pull the well column pipe and submersible pump. After performing a visual inspection of the tubes and pump, staff recommends replacing 11 tubes and the pump to restore well productivity.
STAFF REPORT
City of Wasco
19 of 56
Farm Pump and Irrigation (FPI) was authorized to perform urgent repairs to restore water supply to two facilities. The repairs involved purchasing a new pump and replacing 11 column tubes.
During the previous council meeting, the council approved a purchase order for an amount not to exceed $16,000.00. However, the final invoice, which included additional repairs, came in at over $20,447.44. The well is now fully functional , and water has been restored to both the wastewater treatment plant and the animal control facilities.
Fiscal Impact:
The cost of these repairs will be charged to the Wastewater Operating Budget equipment repair account without requiring a budget transfer.

STAFF REPORT
City of Wasco

Discussion:
On December 28, 2022, the City received an executed agreement from the Housing and Community Development Department (HCD) approving an amendment of funds totaling $511,964.00. Out of these funds, $184.869.44 was used to assist local residents impacted by COVID -19 with rent, mo rtgage, and utility bills. This left the City with $327,094.56, which was originally budgeted for $378,240 from the CIP Budget Book under Project #23030 to rehabilitate the Wasco Sheriff Activities League (SAL) Youth Center, now the Police Activities League (PAL). Staff anticipated that costs for the construction phase could come in higher than the remaining balance and requested additional funds from HCD. That request is still processing, but early feedback is encouraging.
This rehabilitation project cons ists of three phases. Phase 1 involve d tearing down the interior walls and insulation to allow Staff and Engineers to see the building's current condition. Phase 2 involved the engineering design for the remodel work. Phase 3 will involve major construction to complete the renovation per the plans and specifications defined during Phase 2.
Currently, the building has gone through phases 1 & 2 , and now it is ready for phase 3, the construction phase.
Staff sent out a request for proposal (RFP) for this project , and on April 17, 2024, we received two bids; they are as follows:
Contractor Cost
Crosswhite Construction Inc., $ 498,684.00
McDaniels Construction Inc., $ 646,662.30
The staff has ensured that the HCD's procurement processes were followed throughout this process. This procurement was performed under the sealed bid procedures section of their procurement guidelines.
After reviewing the bids, the staff has determined that Crosswhite Construction Inc. is the most cost-effective qualified contractor. As such, staff recommends awarding Crosswhite Construction Inc. the construction phase.
Fiscal Impact:
The City will utilize funding from HUD totaling $498,684.00 including, and subject to, approval of the requested additional funding.

Recommendation:
1) Staff recommends adopting a Resolution Authorizing the City Manager or designee to finalize and complete the purchase of two additional Police Department vehicles.
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursu ant to State Guidelines Section 15060(c)(3), no environmental review is required
Environmental Review:
The staff has reviewed the proposed activity to ensure compliance with the California Environmental Quality Act (CEQA). It has been determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because it consists of a governmental fiscal/administrative activity that does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
As directed by the City Coun cil, Staff established the City of Wasco Police Department and assumed law enforcement responsibility for the City on April 18, 2024. The City Council initially approved a comprehensive start -up budget that provided for the recruitment and hiring of start-up staff and the acquisition of vehicles and equipment.
The Police Department is now fully operational. The City has an opportunity to purchase two (2) planned additional police interceptor vehicles of the same model year before an anticipated price increase takes effect. The vendor, Phil Long Ford, has agreed to match pricing from our previous order, including discounts as indicated in the attached quote. The quote does not include sales taxes or other registration fees. Upfitting of the new vehicles will also be price-matched by the vendor, AEP California.
