1) CALL TO ORDER:
Mayor Garcia called the meeting to order at 3:05 p.m.
2) ROLL CALL: Mayor Garcia, Mayor Pro Tem Medina, Council Members: Martinez, Reyna, Saldaña
PRESENT: Mayor Garcia, Mayor Pro Tem Medina, Council Members: Martinez, Reyna, Saldaña
STAFF PRESENT: City Manager Hurlbert, Chief of Police Fivecoat, Assistant City Manager Lara, City Clerk Martinez, Deputy City Clerk Flores, Finance Director Perez-Hernandez, Human Resource Manager Vera, Community Development Director Cobb, Public Works Director Villa, Chief of Police Fivecoat
3) FLAG SALUTE: led by the Mayor Garcia
4) NEW BUSINESS:
a. Review and Direction to Staff regarding the Preliminary Proposed Annual Operating General Funds, Enterprise Funds, Special Revenue Funds Budget, and New Capital Improvement Projects for the Fiscal Year of 2024-2025, and Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c) (3), no environmental review is required.

Mayor Garcia recessed the meeting for a five-minute break at 4:34 p.m.
Mayor Garcia reconvened the meeting at 4:49 p.m.
Staff will have a detailed list of the line items captured for the water discount subsidy program, the veterans banner program, and any other questions or budget items to present to the council when the final draft of the budget is presented in a regular council meeting at the end of Ju ne so that questions can be noted and discussed on the record.
