11) CONSENT CALENDAR:
The Consent Calendar consists of items that are routine and noncontroversial, in the staff's opinion. These items are appr oved in one motion unless a Council Member or member of the public requests the removal of a particular item.
a. Receive and File department payments totaling $842,786.16
b. Approval of Minutes for September 3, 2024, Regular Meeting.
c. Approval for Travel Expenses Exceeding $500.00 for Code Compliance Officers to attend the 2024 California Association of Code Enforcement Officers Conference from November 11, 2024, to November 14, 2024, in Long Beach, CA., and Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
d. Adopt A Resolution Authorizing the Submission of An Application for The Beverage Container Recycling City/County Payment Program Fiscal Year 2024-2025 And Related Authorizations from The California Department of Resources Recycling and Recovery (CalRecycle), and Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Adopt a Resolution Accepting Regional Early Action Planning (REAP) 2.0 funds in the amount of $705,882 and authorizing the City Manager or designee to execute a Memorandum of Understanding Between the Kern Council of Governments and City of Wasco and amending the City’s CIP Budget to transfer $44,118 from CIP Project No. 20215 to CIP Project No. 24011, an d Find the subject activity is not a project within the meaning of CEQA Guidelines Section 15060 (c)(3) and is, therefore, not subject to review under CEQA.
