SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Approve a Purchase order for a Volute Casing for One of the I nfluent Pumps at the Wastewater Treatment Facility from Xylem Water Solutions in an amount not to exceed $16,000.00.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution authorizing the City Manager to approve the purchase order for a volute casing for one of the influent pumps at the wastewater treatment facility from Xylem Water Solutions, in an amount not to exceed $16,000.00.; and
2) Find that this Project is classified as categorically exempt pursuant to CEQA Section 15332; no environmental review is required.
Environmental Review:
Staff has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that the Project is categorically exempt pursuant to CEQA Section 15332 as it is characterized as in -fill development meeting the conditions described in this section. Thus, no environmental review is required.
Background:
An influent pump station is crucial for collecting and distributing wastewater for treatment at the facility. The city’s wastewater treatment facility’s influent pump station is equipped with four pumps. Due to the harsh and corrosive environment, these submersible pumps experience regular wear and tear.
Discussion:
An influent pump is made up of several internal components that can fail and may require replacement over time. Flygt Pumps manufactures the pumps used at the treatment facility. Xylem Water Solutions is the authorized distributor of Flygt parts in the region, as stated in the attached sole source letter. This request seeks authorization to

purchase a new volute casing for one of the influent pumps that have failed. Replacing the casing with a new one will significantly extend the lifespan of this pump.
Fiscal Impact:
The procurement of the volute casing will be funded by the Wastewater Equipment Repair Account #30400-50530.

SUBJECT: Approval of Travel Expenses Exceeding $500.00 per trip f or the League of California Cities City Manager Conference on February 5-7, 2025, in Rancho Mirage, CA.
Recommendation:
Staff recommends the City Council:
1) Approval of Travel Expenses Exceeding $500.00 per trip for the City Manager and Assistant City Manager to attend the League of California Cities City Manager Conference on February 5-9, 2025, in Rancho Mirage, CA; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
This request is for the approval of the City Manager and Assistant City Manager to attend the League of California Cities City Manager Conference on February 5-7 , 202 5, in Rancho Mirage, CA.
The League of California Cities City Manager Conference is designed for City Managers and Assistant City Managers. It provides city officials with the essential information and updates needed to run their cities effectively . This year's topics include homelessness, relationships with council members, mental health, financials, public safety, and more.
STAFF REPORT

The cost of the training, hotel fees, and food per diems will exceed the Expense and Use of Public Resources Policy Limits established by City of Wasco Resolution No. 2006 -2327, limiting expenses to $500.00 per trip.
As a result, the City Council must approve the travel request for the City Manager as the expenses for the cost of the trip will exceed $500.00.
Fiscal Impact:
It is estimated the cost of the League of California Cities City Manager Conference will not exceed $2,000. The Adopted FY 2024/2025 Operating Budget contains sufficient funds to cover this expense. No budget action is required with the approval of this item.

The Wasco City Council will go dark for their regular scheduled meetings on January 7th, 2025 50 of 55

TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
DATE: November 19
th, 2024
SUBJECT: Adopt a Resolution Authorizing the City Manager to Finalize and Implement the Veteran’s Banner Program and Budget.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager to Finalize and Implement the Veteran’s Banner Program and Budget; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.
Background:
The City of Wasco has an established Veteran’s Banner program whereby family and friends of local Veterans can honor their Vet through a personalized banner, flown on downtown light posts during portions of the year. The banners are durable, but eventually may fade of suffer damage and require repair or replacement. There is also a nominal cost for creation of the banners, which may pose a financial barrier for some citizens wishing to participate in the program.
The City has also recently installed a video screen at the new Veteran’s Memorial at 7 th
Street & F Street (SR-43). This screen is capable of displaying the image, name and other information contained on the physical banners electronically. This capability creates an additional or substitute option to the physical banner.
Discussion:
STAFF REPORT
City of Wasco
At the April 16, 2024 City Council meeting, (9:33-35:32) and through subsequent discussion, Council directed the City Manager to update the Veteran’s Banner program to address a number of issues. The proposed expansion and changes to the program are as follows:
1) Establishment, from General Funds, of an annual budget line item in the City Council budget (Fund Program Budget) for creation, repair, and replacement of damaged Banners. This f und would initially appropriate $5,000.00 from General Funds for FY 2024/2025. Unspent monies in this budget line item could roll -over to the following year budget, with Council approval.
2) Creation of a Banner Sponsorship Fund whereby donors could contribute monies to cover the cost of new banners where the friends and family faced a financial barrier. The Banner Sponsorship Fund donations shall be either general or specific to a particular Veteran. A donor could also specify their donation be used to supplement the City budget for repair and replacement of banners . Unspent monies in this Fund would roll-over to the following year Banner Sponsorship Fund balance.
3) Modify the Veteran’s Banner Application form and process to inform applicants of:
a. The existence of the Banner Sponsorship Fund and availability of donated funds.
b. Option for the applicant to request full or partial subsidy of the banner cost. i. Financial need is on an honor system. Funds from the Banner Sponsorship Fund or regular Banner Program budget would be used for this subsidy.
c. Option to use only the Digital Video display, only the Physical Banner, or both. The Digital-only option would have no cost.
d. Specify if the original applicant wishes to be contacted when their banner needs repair or replacement at any time. This option would require collecting durable contact information since the period of time could exceed 5-years or more.
e. Specify if the original applicant authorizes renewal of an aged-out banner through the Banner Program Budget or Banner Sponsorship Fund when they cannot be contacted.
f. Include an option for the applicant to indicate they would like to receive the physical banner when it has “aged -out”. This option would require collecting durable contact information since the period of time could exceed 5-years or more.
4) Expand eligibility for banners to specifically include City of Wasco employees and waive the Wasco residency requirement for those employees. The actual cost of the banner for employees will be covered by the Fund Program budget.
Other aspects of the Veteran’s Banner Program will remain the same including the banner open application period. Staff recommends Council authorize the City Manager or Designee to create and update the Banner Program Policy parameters as needed to accommodate changes in pricing or expansion of options.
Fiscal Impact:
Initially the recommended $5,000 annual Veteran’s Banner Program budget will be appropriated from General Funds. Future funding levels will be approved and included in future adopted Operating Budgets.
