He had started a conversation with Supervisor Couch and Executive Director Ahron Hakimi several months back to find a way to improve the roads that connect to the county and the portion that the city owns that connects to those roads. It was proposed that the county do the work and the city pay for it. It was reported the last time that it did not work out because the county staff had too many things to do. Director Hakimi proposed that Kern Cog can take on some of the projects and was authorized to do so. Director Hakimi and Supervisor Couch think it can be done. Council Member Reyna proposed that the Veterans Banner Program give sponsors the option to display their information on the LED display board or remain anonymous and give priority to local veterans if space on the light poles is limited and can honor the employee veterans who are not local through the display, and to place the banners underneath the light on the light pole ; for those employees who have existing banners for those banners not to be removed, and to replace the banners if they become old.

TO: Honorable Mayor and Council Members

DATE: December 3, 2024
SUBJECT: Rejection of Bids Received on November 14, 2024, for the Well 14 Transit Gate Project and Re-Issue of the Project for Bid
____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Reject bids received on November 14, 2024, for the Well 14 Transit Gate Project and Re-Issue the Project for Bid; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
Staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Background:
Along with the new EV chargers located at the Well 14 site, additional funding has been allocated to the Project , allowing for automated gates to be installed at the property.
This project was designed in-house and advertised in mid-October for bid.
Discussion:
A Request for Qualifications was published, inviting sealed bids from qualified Contractors. The bid opening took place on November 14, 2024. Five bids were received during the bid opening. Of the five bids received, two were considered non -responsive due to errors and/or omissions in their bid documentation.
STAFF REPORT
City of Wasco
29 of 128
Of the other three bids received , the lowest pr ice was $73,500.00, which is well above what Staff had estimated for the two-vehicle gates and one-man gate.
After reviewing the bid documentation and bids received , Staff believes that the bid documents can be simplified, and the project should be re-bid in an effort to bring costs down to a more reasonable level. As such, Staff recommends rejecting all bids received on November 14, 2024, and re-advertising the project again for re-bid.
Fiscal Impact:
The City will incur additional advertising costs of +/- $1200.

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Approve a Purchase Order with Loop Electric in an Amount not to Exceed $40,000 to Install E lectrical Infrastructure for L ighting along California State Route Highway 43.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing The City Manager or designee to approve a purchase order with Loop Electric in an amount not to exceed $40,000 to install electrical infrastructure for lighting along California State Route Highway 43; and
2) Find that this Project is classified as categorically exempt pursuant to CEQA Section 15332. No environmental review is required.
Environmental Review:
Staff has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that the Project is categorically exempt pursuant to CEQA Section 15332 as it is characterized as in -fill development meeting the conditions described in this section. Thus, no environmental review is required.
Discussion:
On February 6, 2024, the city council approved the purchase of twenty-six (26) arms and fixtures to convert the lighting along Highway 43 coming into town from the South from Solar-Powered to hard-wire-powered lights. This all stemmed from the cost of replacing the batteries in the existing lights.
Staff has since received the lights and is now ready to install them.
In an effort to save time due to safety concerns of the currently non-functional lights, Staff is proposing to work alongside Loop Electric, who will work on a Time and Materials basis to bore in the electrical infrastructure required to run a wire from PG&E meter locations
STAFF REPORT
City of Wasco

to the lights. The plan is that City Staff would perform all potholing and concrete removal required for Loop Electric to bore the conduit as directed to power the new light heads.
After the conduit is installed, Loop Electric would then provide manpower and support to install the new light heads and arms.
The $40,000 being requested would be utilized to perform an initial phase of work on six (6) of the light poles on the East side of Highway 43, North of 16th Street. After completion of these six (6) lights, Staff will have a better idea of the actual cost and will report back to the Council on a plan and cost for the remaining lights in the area.
Fiscal Impact:
The 2023/2024 FY budget (Project # 20214) allocated an additional $550,000.00 for the implementation of street lighting installations City -Wide. The account currently has ~$1,000,000.00 remaining. This Project would be well within the budg et constraints of these funds.

SUBJECT: Adopt a Resolution Authorizing t he City Manager or designee to Endorse and Enter into an Agreement with Griffith Construction for the Central Avenue Rehabilitation Project in the amount of $ 620,567.00 and Allowing the City Manager to Execute Contract Change Orders in an amount not to Exceed an Aggregate of $100,000.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing The City Manager or designee to Endorse and enter into an Agreement with Griffith Construction for the Central Avenue Rehabilitation Project in the amount of $620,567.00 and allowing the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $100,000; and

Thus, no environmental review is required.
Discussion:
The Central Avenue Rehabilitation Project has two funding components. The first funding component comes from the Regional Surface Transportation Program (RSTP) grant. The second funding source is local (TDA) as RSTP funds require an 11.47% match.
The City received this RSTP grant after submitting an application to improve the existing asphalt condition on Central Avenue Between Filburn and Highway 46. The work will consist of Asphalt Paving, Slurry seals, striping, and signage.
STAFF REPORT
City of Wasco
40 of 128
The City advertised for bids on August 25th and opened bids on October 2, 2024, at 2:00 PM.
Staff received two (2) bids from Contractors as follows:
Contractor Cost
Griffith Company $ 620,567.00
Westrock LLC $ 621,621.00
Since this Project received fewer than three (3) bids, Staff submitted a P ublic Interest Finding (PIF) to the funding oversight agency (Caltrans), which reviewed and subsequently approved it. The PIF has been attached for review.
After reviewing the provided quotes and supplied bid documents, Staff has determined that Griffith Company is the most cost-effective, qualified contractor. As such, Staff recommends awarding the Project to Griffith Company.
Fiscal Impact:
In the City Capital Improvement Project budget, this is Project # 23021 which has a Council approved CIP construction budget of $872,000. With the low bid coming in at $620,567.00 this leaves us with a comfortable $251,433.00 remaining for construction management and contingencies.

Please note that these Executive Orders apply to covered contracts entered into by the federal government that are subject to the Davis-Bacon Act itself, but do not apply to contracts subject only to the Davis-Bacon Related Acts, including these set forth at 29 CFR 5.l(a)(l).
If the contract is entered
into on or after January 30,
2022, or the contract is

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or ether health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has ether health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at
https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters ether than ""SU'"' or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of 82 of 128
the union which prevailed in the survey for this
classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average
calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for these
classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010
08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
83 of 128
State Adopted Rate Identifiers
Classifications listed under the ""SA"" identifier indicate that the prevailing wage rate set by astate (or local) government was adopted under 29 C.F.R ♦1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 01/03/2024 reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.

FROM: M. Sco tt Hurlbert, City Manager
Isarel Perez-Hernandez, Finance Director
DATE: December 3, 2024
SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Appropriate the use of Coronavirus State and Local Fiscal Recovery Funds Under the American Rescue Plan Act of 2021 (ARPA) f or Water , Sewer Infrastructure, Essential Premium Pay , Public Safety, Professional Services, Professional Development, and Education.
Recommendation:
Staff recommends that the City Council:
1) Adopt a resolution authorizing the City Manager or Designee to Appropriate the use of Coronavirus State a nd Local Fiscal Recovery Funds Under t he American Rescue Plan Act of 2021 (ARPA) for Water, Sewer Infrastructure, Essential Premium Pay, Public Safety, Professional Services, Professional Development and Education; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Background:
The American Rescue Plan Act of 2021 (ARPA) appropriated Coronavirus State and Local Fiscal Recovery Funds for allocation by the U.S. Department of the Treasury to states, counties, metropolitan cities, and small cities with populations under 50,000 (referred to as 86 of 128
non-entitlement units of local government). Award amounts are based on each entity's share of the population within each group. The California Department of Finance received notification of the funds available and the list of non-entitlement units of local government and their respective populations via Treasury guidance issued on May 24, 2021. Based on this guidance, the state was required to allocate $1,218,261,277 to 291 small cities and towns in California, Wasco received $6.8 million.
Discussion:
Over the past three years, and particularly in the past several months as we approach the end of the ARPA funding period, City staff have exhibited exceptional diligence and strategic foresight in managing these one -time resources. Recognizing the unique opportunity provided by ARPA funds, we have focused on maximizing their impact through investments that are not only aligned with the City’s long -term priorities but also designed to ensure sustainable community benefits. As we near the final stages of allocation, our approach remains rooted in fiscal prudence and accountability, avoiding the common pitfall experienced by other agencies that used these temporary funds for ongoing operational expense decisions that have now led to structural budget deficits for these municipalities.
This careful stewardship underscores our commitment to leveraging ARPA funds as a catalyst for transformative improvements, such as infrastructure investments, workforce development, and public safety enhancements, rather than temporary fixes. By taking this thoughtful and strategic approach, we ensure that every dollar is spent with an eye toward lasting value for our residents. This is not merely a compliance exercise; it is an opportunity to demonstrate how strategic planning and fiscal responsibility can safeguard the City’s financial health while delivering meaningful, tangible outcomes for our community.
ARPA Fiscal Recovery Funds
From a policy perspective the Fiscal Recovery Funds are intended to:
• Support urgent COVI D-19 response efforts to continue to decrease spread of the virus and bring the pandemic under control.
• Replace lost revenue for eligible state, local, territorial, and Tribal governments. • To strengthen support for vital public services and help retain jobs. • Support economic stabilization for households and businesses. • Address systemic public health and economic challenges.
From an operational standpoint, funds may be used:
• To respond to the public health emergency or its negative economic impacts, including professional services and development focused on building a skilled workforce in addressing negative economic impacts as well as policy and program implementation.
• To respond to workers performing essential work during the COVID -19 public health emergency by providing premium pay to eligible workers and retaining jobs. 87 of 128
• For the provision of government services to the extent of the reduction in revenue due to the COVID-19 public health emergency.
• To make necessary investments in public safety, water, sewer, broadband infrastructure, and workforce development.
The Coronavirus State and Local Fiscal Recovery Funds provides flexibility for each government to meet l ocal needs -including support for households, small businesses, impacted industries, essential workers, and the communities hardest hit by the crisis. These funds can also be used to make necessary investments in water, sewer, broadband infrastructure, professional services, and education.

Fiscal Impact:
The appropriation of ARPA Fiscal Recovery Funds will not negatively affect existing City funds, operations, or budgeted programs and projects. Instead, these funds will greatly enhance the City’s capacity to advance strategic policy priorities, invest in critical infrastructure improvements, procure essential professional services, and support workforce professional development. This thoughtful allocation underscores the City’s commitment to making long -lasting, impactful investments that benefit the residents of Wasco for years to come.
From a cash flow standpoint, the use of these one -time funds ensures the City remains financially stable while addressing immediate community needs and long-term goals. STAFF REPORT
City of Wasco
TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
DATE: December 3, 2024
SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Professional Services Agreement with Axon Enterprise, Inc. for the Deployment of Fleet 3 In -Car Video Systems, Subject to City Manager and City Attorney Review.
_____________________________________________________________________________________ Recommendation:
Staff recommend the City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Professional Services Agreement with Axon Enterprise, Inc. for the Deployment of Fleet 3 In -Car Video Systems, Subject to City Manager and City Attorney Review; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 150 60(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Background:
Axon’s Fleet 3 in -car video system is designed to elevate the capabilities of the Wasco Police Department while directly benefiting the community. This advanced technology features high -definition video recording, automated license plate recognition (ALPR), and real -time video streaming, all integrated with secure cloud -based evidence management. For residents, this means greater transparency, faster response times, and improved public safety. By adopting Fleet 3, the Wasco Police Department is taking a significant step toward modernizing operations and reinforcing trust with the community.
The benefits of Fleet 3 go beyond j ust technology—they directly impact the people of Wasco. ALPR allows officers to quickly identify stolen vehicles or those tied to crimes, 91 of 128
improving public safety in real -time. Real -time video streaming enables better coordination during emergencies, helpi ng officers respond more effectively when it matters most. High -quality video recordings bring accountability to law enforcement interactions, ensuring fair treatment for everyone. Plus, by automating evidence management, Fleet 3 reduces administrative work, allowing officers to spend more time addressing community concerns and building relationships with residents. This investment represents a commitment to a safer, more transparent, and connected Wasco for all.
Discussion:
The Wasco Police Department’s adoption of Axon’s Fleet 3 in-car video system is a critical investment in public safety, transparency, and operational efficiency that directly benefits our community. Fleet 3 empowers officers to respond more effectively to emergencies, locate vehicles tied to crimes or Amber Alerts, and document interactions accurately. These tools not only enhance safety and security but also ensure fairness and accountability in law enforcement, fostering greater trust between the police department and the residents of Wasco.
This system will also modernize the department’s operations, reducing administrative burdens through automated evidence management and freeing up officers to focus on proactive policing and community engagement. The secure cloud -based storage of Fleet 3 integrates seamlessly with investigations and court processes, ensuring data is managed efficiently and meets compliance requirements. For residents, this means faster response times, improved crime-solving capabilities, and a stronger connection with the officers who serve them. Approving this purchase is an investment in a safer, more transparent, and more connected Wasco —where public safety and community trust remain top priorities.
Fiscal Impact:
The total cost of implementing Axon Fleet 3 in five patrol vehicles is approximately $78,005.61 for a 5-year term, using ARPA funds. Without a 5-year commitment, the annual cost would be $19,327.72, resulting in a total of $96,638.60 over five years. By committing to a 5-year contract, the City saves $18,633.00.

FROM: M. Scott Hurlbert, City Manager
Keri Cobb, Community Development Director
Isarel Perez Hernandez, Finance Director
Nancy Vera, Human Resources Manager
DATE: December 3, 2024
SUBJECT: Adopt a Resolution Approving the Amended Salary Schedule for the Fiscal Year 2024-2025 in Compliance with the California Public Employees’ Retirement System (CalPERS) Requirement for Publicly Available Pay Schedules.
Recommendation:
Staff recommends the City Council:
1) Staff recommends the City Council approve a Resolution Approving the Amended Salary Schedule for the Fiscal Year 202 4-2025 in Compliance with the California Public Employees’ Retirement System (CalPERS) Requirement for Publicly Available Pay Schedules, and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
As Community Development Department Staff grows and expands in their job duties , skills, and responsibilities, t here is a need to adjust the salary schedule and position classifications accordingly. Staff is proposing the addition of a Lead Code Compliance Officer Position at a Range of 45 and a change in the Associate Planner Range from 44 to 45, as shown in the table below.

45 Background:
The City Council annual ly approves the Salary Schedule for the given Fiscal Year as outlined by the Public Employees’ Retirement Law (PERL) Government Code (GC) sections 20636 and 20636.1, which define compensation earnable for State, School, and Public Agency members. Section 570.5 of the California Code of Regulations (CCR) further clarifies compensation earnable.
For purposes of determining the amount of “compensation earnable” pursuant to GC sections 20630, 20636, and 20636.1, payrate shall be limited to the amount listed on a pay schedule that meets all of the following requirements:
1. Has been duly approved and adopted by the employer’s governing body in accordance with requirements of applicable public meetings laws;
2. Identifies the position title for every employee position;
3. Shows the payrate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
4. Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually;
5. Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer’s internet website;
6. Indicates an effective date and date of any revisions;
7. Is retained by the employer and available for public inspection for not less than five years; and
8. Does not reference another document in lieu of disclosing the payrate.
All eight (8) requirements must be met in one salary schedule for each member’s pay in order for CalPERS to approve the pay amount as payrate and reportable compensation earnable. All employers must comply with the compensation earnable provisions and corresponding regulations of the PERL.
Fiscal Impact:
Salary schedule ranges are incorporated into the Adopted 2024-2025 Fiscal Year budget.
No budget action is required with the approval of this item.

SUBJECT: Adopt a Resolution to Authorize the City Manager or D esignee to Finalize and Approve a P urchase Order for a S ubscription to a U tility Rate Management Service with Waterworth Innovations Inc.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a resolution to authorize the City Manager or designee to finalize and approve a purchase order for a subscription to a utility rate management service with Waterworth Innovations Inc.; and
2) Find that this Project is classified as categorically exempt pursuant to CEQA Section 15332.
Background:
Traditionally, the C ity of Wasco has depended on utility rate consultants to manage updates for water, sewer, and refuse rates. This process typically occurs every five years through the Prop 218 process, resulting in a five -year rate schedule. However, this approach has several flaws and vulnerabilities. Rate studies can be static and often fail to account for ongoing changes such as high inflation, fluctuating interest rates, and the repricing or reshuffling of projects.
To address these challenges, staff aims to enhance c ontrol over these variables while ensuring clear communication among city officials and the council. We have explored the possibility of implementing a continuous rate management program that would facilitate full cost recovery and stabilize utility rates.

Discussion:
Staff has had several discussions with Waterworth Innovations Inc. to assess whether their unique software can meet the city’s needs. Waterworth is the only integrated multi - tenant Software-as-a-Service (SaaS) solution specifically designed for Continuous Utility Rate Management for local governments. Its multi -tenant architecture reduces costs, enhances scalability, simplifies updates, increases resource efficiency, and allows for the comparison of Key Performance Indicators with other similar communities. Waterworth is trusted by over 250 municipalities across North America and provides superior rate stabilization compared to the current five -year rate schedule process. Below are some key advantages of their solution.
• Prepare to support growth by increasing capacity and storage. • Proactively renew and replace aging infrastructure.
• Assess the impacts on water, sewer, and sanitation rates. • Engage in long -range planning to ensure full -cost recovery and stabilize utility rates.
• Ensure that servi ces remain affordable for the community and are equitably priced across different customer classes.
• Rebuild cash reserves and maintain a strategic financial plan that optimally combines cash, debt, and federal or state funding.
• Integrate planning processes and facilitate easy data transfer between departments.
• Communicate funding plans effectively and present data- driven recommendations.
• Maintain open communication between staff, elected officials, and the community.
Due to changes and instability in the economy, as well as fluctuations in grant funding, particularly related to the SRF grant. City staff believe it is more important than ever to maintain full control over our utility rates. Waterworth can assist us in achieving this goal by providing profes sional support, training our staff on how to use their software, and helping us achieve full cost recovery for water, sewer, and solid waste rates.

RE: Waterworth Sole Source Justification
Dear City of Wasco,
By partnering with Waterworth — the leader in continuous utility rate management solutions for municipal government — the organization will gain access to the only Software -as-a-Service solution designed specifically for municipal utility managers. Waterworth’s long term financial model, asset replacement schedule, cost of service analysis and rate design workflow deliver the industry’s most advanced decision and planning platform.
Using data to drive better utility rate setting leads to smarter decisions made more efficiently.
Based on the Sole Source requirements outlined by the National Association of State Procurement Officials (NASPO), the Single/Sole Source Procurement our clients have referenced include:
1. Unique & Proprietary Technology
2. Highly-Specialized Purpose-Built
3. Compatibility with Existing Systems
4. Quick Implementation & Training
5. Professional Advice & Coaching
1. Unique & Proprietary Technology
Waterworth is a specialized, purpose -built cloud -based, multi -tenant application, designed for local governments, to manage rates in a way that is maximally sensitive to the needs of the communities they serve. This section lists the specific proprietary intellectual property of Waterworth software:
1. Government User Focus : Our users are extremely busy, prioritizing quick results and function. This drives our UX design philosophy of Extreme Usability over Aesthetics. This philosophy is reflected in the core product workflow, visualization design and progressive model evolution. and reasoning.
2. Visualization: Our customers use the software not as an end unto itself (like say, accounting software), but as a carefully crafted set of story elements leading to better conversations between city and elect ed officials. This means our visualizations have been developed to align with the story -telling imperative using techniques like layering and juxtaposition.
3. Scenario Management: To fulfill our promise of Continuous Rate Management, we must support the ongoing rapid evolution of model scenarios. This has engineering implications on identification, inheritance, adaptation, roll-backs and versioning. The underlying technical complexity is abstracted by a user experience that is extremely simple.
4. Advanced Finan cial Modelling : the heart of the Waterworth engine is trusted math implemented to facilitate dynamic analysis with drill -downs, zoom -outs and extrapolation. The core model has been developed with a pure functional implementation that allows us to continue to develop and incorporate advanced math functionality with zero side effects.
5. Model Integrity: The product is relied upon by communities of tens of thousands of people with long - term financial implications. To maximize integrity, we employ rigorous pre -compute and post -compute protocols, model introspection and software built-in integrity self-tests (BIST). 109 of 128

6. Specialized functionality : This is an ever -increasing set of features delivering rate design, comprehensive cost of service analysis, and affordabilit y. This necessitates discrete class management, advanced data ingestion, domain-specialized input validation, data separation, and functional synthesis.
7. Collaboration Fabric: Governments across America have notional similarities in structure and personnel job titles. These translate into vastly different real contexts based on tenure, skill sets, working relationships and priorities. To manage this, we use amorphous organizational modeling, and flexible role mapping to make user collaboration simple and intuitive.
8. Latency Optimization : America is a vast country with municipalities geographically distributed. To achieve our proven minimal latency and maximal responsiveness, we evolved a simple cloud -based architecture rooted in origin server to one with a sig nificant rich client element requiring significant proprietary innovations in fractionalization of data sets, data streaming, adaptive caching, cache coherence management, with advanced locality of reference optimization.
9. Multi-dimensional Data Matrix : Bil ling data sets can be quite large and typically have many relevant parameters: facility, function, billing type, customer class, time -of-day, metered consumption, meter size, billing equivalents, equivalent domestic units, or some other multipliers. A mult i-dimensional data matrix combined with functional programming allows for compression, organizing, optimized search and computation without losing any data fidelity.
Every one of the deep technical aspects outlined above represents original innovation and novel user archetyping, use -case development, interface design, data pipelines, data science techniques, algorithm design and deployment patterns.
But the breakthrough intellectual property benefits for customers come from extremely tight integration of all of these discrete innovations into a cohesive user experience. Taken as a whole, the resulting application at this time is a highly polished, purpose -built, tightly integrated technology without any competitive peer whether as a standalone specialized software, model developed in a general -purpose tool or delivered as a human-mediated service.
2. Highly Specialized Purpose Built
Waterworth is not a generalized forecasting tool. It was built specifically for utility rates management and includes specialized features. The following attributes set Waterworth apart from other vendors of more generalized software.
1. M1 Compliance: The American Water Works Association (AWWA) has released many editions of its M1 Manual – The Principles of Water Rates, Fees and Charges. Waterworth complies with the methods and techniques detailed in M1 and integrates together into one model revenue requirements, cost of services analysis and rate design.
2. Billing Data Onboarding Templates : Billing data can be onboarded into Waterw orth for analysis and rate design.

3. Separately model fixed v. variable revenues : most utilities have a rate structure that includes both a fixed and a variable component.
4. Model Base Use Decline: Water demand is decreasing on a per capita basis due to the natural uptake of water efficient devices and appliances.
5. Customizable cost -of-service model : There are many different approaches to utility cost -of-service analysis. Waterworth lets you customize an approach that works for you.
6. Develop rate cards in minutes: Our powerful rate designer can model any type of rate structure.
7. Automatic rate scheduler: Automatically connects your financial forecast to a schedule of rates that can go out as far as you want: 5 years? 20 years?
8. Detailed billing data integrity analysis: If there are issues in your billing data, Waterworth will find them so you can fix them in your billing software. Sometimes this leads to more revenue.
9. Billing impact analysis : Water BIA tools shows impacts on aggregate or detailed account -by-account basis so you can see how a proposed rate structure will impact different customers.
10. Mid-year rate increases : Rates are not always updated at the start of a fiscal year. Waterworth can adjust the forecast calculations if a rate increase is adopted mid-year.
11. Water affordability: Waterworth helps you not only understand whether there may be a cost burden to certain customers, but you can also use Waterworth to recalibrate rates to shift the cost burden to higher users.
3. Compatibility with Existing Systems
Waterworth is data compatible with many billing and asset management software systems. This means that you can export data from your other systems into a format that is nearly readily ingestible by Waterworth.
Current development efforts are underway to support full API integration with other software platforms.
4. Quick Implementation & Training
Waterworth allows you to accomplish more with less with the industry’s most user -friendly training and unlimited support and advising. While some software systems lik e ERP or budgeting software can take months and sometimes years to implement, Waterworth implementation is very fast. First, the Waterworth support team assists with onboarding data and user training. Second, the capabilities of Waterworth make it very user-friendly, intuitive, and therefore quick to learn and to achieve results.
User-Friendly Design
Waterworth has many characteristics of Microsoft Excel making it immediately intuitive to use. For example, like Excel you can copy-paste numbers around or enter numbers manually. You can select blocks of numbers and like Excel, Waterworth will give you the sum, average and count of those numbers. Waterworth also augments the MS Excel experience by removing the troublesome brittleness: you can’t break Waterwo rth, and you can trust sharing it with someone else knowing they can’t break it either. The in -App navigation promotes a logical workflow and lets you easily find things.
Easy Collaboration

waterworth.net
As a cloud -based and multi -tenant platform, Waterworth is accessi ble anywhere via browser and internet.
This facilitates sharing with others and makes collaboration easy. Each user can protect their own scenarios, while also sharing them with others. Powerful visual scenario comparison tools including side -by-side, difference, and overlay modes, enable efficient team, committee, board, and council conversations.
Cross Service Area Scenarios
Model your several funds independent of each other, then recombine those models into one rolled -up summary for the organization. And project-based capital planning across multiple service areas makes it easy to distribute the costs of a project across different departments or funds.
Effortless, Real-time decision-making
By staying on top of the modelling, that is, making updates when th ings change, the model is always ready to answer questions. By presenting the model frequently to decision -makers, they become accustomed to the model and this familiarity leads to trust and easier decision-making.
5. Professional Advice and Coaching
We’re ma thematicians with financial forecasting and rates modelling expertise. We’re also experts in communicating difficult concepts, facilitating efficient conversations, and exploring scenarios to arrive at smart decisions. Think of us as a fractional sustainabi lity analyst, a 0.1 FTE with an office down the hall:
when you have some questions or need support, just come knocking, we’re there and we’ve got your back.
We’re excited to have the opportunity that you might join the growing number of communities practicing Continuous Rates Management to the betterment and long-term resilience of the important infrastructure- based services delivered to the public.
Sincerely,
Grange Gordon

SUBJECT: Adopt a R esolution Authorizing the City Manager or D esignee to F inalize, Sign and Endorse a contract change order with Hartzell Engineering for the Water Tank Storage Expansion of Well 13, for an amount not to exceed $3.8 million.
____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a resolution authorizing the City Manager or designee to finalize, sign and endorse a contract change order with Hartzell Engineering for the water tank storage expansion of Well 13, for an amount not to exceed $3.8 million; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.
Background:
Following discussions and approval at the council meeting on November 5, 2024, staff received authorization to pursue pricing for a 1.5-million-gallon water tank to expand the Well 13 site. In accordance with the plans and specifications created by Dee Jasper and Associates, the City’s water engineering consultant, Hartzell, sought pricing from various tank and supply manufacturers to obtain the best po ssible price for the tank's construction.
STAFF REPORT
City of Wasco
116 of 128
Discussion:
The contract change order was received for a total of $3,486,490.00 for the tank construction, which is lower than anticipated. This amount includes all necessary appurtenances, except for the connection to the city’s SCADA system. The city will hire a contractor to complete this specific work. Since unforeseen expenses may arise, staff is requesting an approximate 9% contingency and approval for payment of this change order, not to exceed $3.8 million, to ensure the project is completed.
The tank features a welded construction instead of bolted joints, which extends its lifespan and decreases the need for cleaning and maintenance. Additionally, it is equipped with three booster pumps, each capable of pumping up to 2,250 gallons per minute. This significantly reduces strain on the water system during peak demand hours when water is most needed. As a result, the city can ensure adequate fire protection and maintain a reserve water supply during extended power outages.
Fiscal Impact: This change order will be funded by the water enterprise reserve fund and will not exceed $3.8 million.

As directed by City of Wasco (City), Hartzell General Engineering Contractor, Inc. (HGEC) has prepared a cost proposal to perform the additional work as detailed in the November 8, 2024 drawings.
This change included the following activities:
- Perform work as per the schedule or work items included here-in and in accordance with the provided specifications/drawings.
This work specifically excludes the following activities:
- Programmable Logic Control (PLC) programming is to be completed by others Please carefully review the information here-in. If everything is in order, please issue a Contract Change Order in the amount of $3,486,490.00 to accommodate these changes.
As material deliveries are unknown, time is of the essence for reviewing the information provided so that the materials can be ordered. It is estimated that the proposed additional variable frequency drives (VFD’s) have a long lead time once the order is released. Should any additional time be required due to any unknown and/or unforeseen delays that occur from this change, a separate Contract time extension will be issued at a later date.
Should you have any question regarding this proposal, please feel free to contact me at the earliest convenience.
Sincerely,
HARTZELL GENERAL ENGINEERING CONTRACTOR, INC.
Charles Hartzell
