Council Member Reyna requested clarification on the following:
x Requested clarification on the retenti on plan and the $216,000.00 allocation mentioned in the staff report.
x If the community engagement in social media for $55,000.00 is for a new position.
x What is the deadline for the ARPA funds if they are not used? x Once the funds of $1,316,670.54 are spent, have we spent the six million dollars received?
x The $50,000.00 requested to be sp ent on the COVID vaccination engagement, not all cards were used, and a balance was left. Requested that staff provide information on the balance and further use of the gift cards.
City Manager Hurlbert responded as follows:
x As staff has done in the past, if there is an opportunity to make one-time off- schedule payments, the $216,000.00 funds are available. The funds will cover the extra employees who have been hired and require separate city council approval to move forward.
x The dollar amount of $55,000.00 was previously approved and was moved out of funding from the general fund and used with ARPA, as well as an expense for software and other pieces of social media software. x The deadline to spend or encumber ARPA funding is December 31, 2024. x After spending the remaining $1,316,670.54, at that point, we would have spent the entire amount plus or minus any interest that has accrued while holding the funds.
x The money has been spent for the purchase of the gift cards; it would be an internal decision of what they would be used for. There is no danger of losing that fund. Staff will report out on the balance and where they’ve gone.

17) REPORTS FROM THE CITY MANAGER:
City Manager Hurlbert updated the city council on the following:
x The finance department will implement and upgrade the accounting system, and the department will be closed on December 12, 2024, all day during that system upgrade—and coupling with the records retention process. Payments will still be accepted at Fiesta Supermarket, and permit payments can be submitted via MyGov. Still, no other online paym ents or in-person methods of payment for utilities will be available that day. We will send out notifications and post that information in various places.
x Community Breakfast will be tomorrow, December 4, 2024, at 7:00 a.m. at the Old Courthouse.
x The joint meeting with the Wasco Recreation and Parks District Board is still up in the air.
x The National Night Out event was a su ccess, with good food vendors and activities for the kids.
x The League of California Cities Mayors and Council Members Academy in Sacramento on January 21-24, 2024.
x League of California Cities City Managers Conference in February 2025. x The Wasco Christmas Festival and Parade this Saturday, December 7, 2024. x The Tour of Lights will be at the Wasco Recreation and Parks District on December 18 and 19, 2024.
x Cloudy water update: none of the tests shown before, during, or after the reports of cloudy water showed contamination. Staff strongly believe it is related to the maintenance of Well 12. It was flushed for several days, and it's very possible that opening and closing the isolation valves dislodged some sediment; the well ran for two days and was quickly taken offline as soon as there was the first call. We've had no calls on that topic since last Tu esday, so a full week with no further report. It is running and flushing intermittently to make sure we don't have any further sediment that's going to break loose.
x There is $7800.00 in remaining gift cards.
