TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director
DATE: December 17, 2024
SUBJECT: Adopt a Resolution to Authorize the City Manager or D esignee to finalize, enter into and endorse an agreement with BSK Associates for water quality analytical services.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution to authorize the City Manager or D esignee to finalize, enter into and endorse an agreement with BSK Associates for water quality analytical services.
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Background:
The city contracts a third -party service to conduct necessary analyses to comply with California's water quality monitoring regula tions for drinking water and wastewater systems. These tests help identify specific constituents that could be harmful to human health and the environment, ensuring that we remain within the permissible limits established by the state.

STAFF REPORT
City of Wasco
11 of 153
An invitation to bid was published in the Bakersfield Californian and the Wasco Tribune to select a qualified contractor for water quality testing in the C ity of Wasco. The advertisement appeared on October 17, 2024, and the bid opening took place on November 20, 2024. The city received two sealed bids: one from BSK Associates and another from Dellavelle Laboratory, located in Fresno.
BSK Associates submitted the apparent lowest bid of $11 4,763.75, as detailed in the attached Bid Results document. During review, a mistabulation involving courier pickup service fees was discovered. After resolving the issue with the bidder the corrected bid totaled $119,360.65, still the lowest bid by a substantial margin. The second lowest bid was submitted by Dellavelle La boratory Inc., totaling $157,317.00 for the requested testing services. The City will exercise its right to waive minor irregularities with bids and accept the corrected bid from BSK Associates.
BSK Associates has built a strong reputation for customer s atisfaction and has provided services to the City of Wasco for many years. Staff recommends entering into an agreement with BSK Associates to conduct essential work starting on January 1, 2025, and continuing through June 30, 2027. This agreement will cover all water quality testing for the City of Wasco's drinking water and wastewater systems. By using the same laboratory for all testing, the agreement will streamline the city's operations and allow for monthly invoicing of the services performed.
Fiscal Impact:
The water and wastewater enterprise's operating budget will cover these service costs.
While the total contract amount may change based on state testing requirements, the unit price will remain valid for the entire contract duration. No budget Attachments:

SUBJECT: Approval of a L etter of support for revised K ern County Subbasin Groundwater Sustainability Plan (GSP)
Recommendation:
1) Approval of a Letter of support for the revised Kern County Subbasin Groundwater Sustainability Plan (GSP); and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Discussion:
The Kern Groundwater Autho rity (KGA) was established as part of ongoing discussions regarding the Sustainable Groundwater Management Act (SGMA). Its primary responsibility is to develop and implement a Groundwater Sustainability Plan (GSP) for a specific region within Kern County, which includes the city of Wasco. The SGMA mandates that every area in California must have a comprehensive GSP by the year 2040 to promote sustainable groundwater management practices, ensuring responsible use and preservation of water resources for future generations.
In 2020, the KGA submitted its initial GSP alongside several others for different areas within Kern County. Unfortunately, state authorities deemed these plans incomplete, necessitating significant revisions. After considerable effort, revised GSPs were submitted in 2022, but they were again found inadequate in 2023, highlighting ongoing challenges in meeting regulatory standards.
STAFF REPORT
City of Wasco
46 of 153
The KGA is diligently working to finalize its Groundwater Sustainability Plans (GSPs) before the state places i t on probation under the Sustainable Groundwater Management Act (SGMA). These plans are set for submission this month, and city staff believe they address all deficiencies while considering the best interests of both agricultural and drinking water systems. The City of Wasco has sent a letter to the state expressing support for the recent updates to the GSPs and emphasizing the importance of their approval. The city has highlighted that being placed on probation could have severe consequences for Wasco and surrounding communities.
A public hearing is scheduled for February 20, 2025, during which authorities will discuss the potential designation of the Kern County subbasin as a probationary basin under SGMA. This hearing represents a crucial opportunity for stakeholders and community members to express their concerns and support for sustainable groundwater practices.
Fiscal Impact:
Currently, there is no fiscal impact.

Subject: 2024 Amended Kern County Subbasin Groundwater Sustainability Plan
Dear Board Members,
The City of Wasco, situated in the Kern County Subbasin, fully supports the 2024 Amended Kern County Subbasin Groundwater Sustainability Plan (GSP). As a disadvantaged community, we have actively participated in the development of this plan through numerous meetings and workshops.
We have ensured that it addresses our community's needs, focusing on both agricultural and public water systems, with an emphasis on water quality and sustainable groundwater levels.
Water is essential for our residents , services, and businesses. Wasco has a strong history of successful collaboration with neighboring Groundwater Sustainability Agencies (GSAs), including the Shafter-Wasco Irrigation District GSA and the North Kern Water Storage District GSA. Since we do not have a surface water supply, we rely heavily on imported water from these neighboring districts to maintain a healthy aquifer. The GSAs have worked alongside us to ensure continued access to water now and in the future.
We believe that the 2024 Amended Kern County Subbasin Groundwater Sustainability Plan is a well-coordinated document based on the best available science, aimed at ensuring our communities have access to safe and affordable water. No city wells will be dewatered, the quality of the water will be preserved, and any potentially affected wells will be managed through a comprehensive basin- wide well mitigation program. We urge the State Water Resources Control Board (SWRCB) to approve and support the implementation of this plan, as it addresse s the deficiencies noted by the Department of Water Resources and the SWRCB Draft Staff Report from July 2024.
Thank you for your consideration.
Sincerely,
Valentin Medina

SUBJECT: Adopt a Resolution for an Acceptance of Irrevocable Offers of Dedication along Filburn Avenue.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution for an Acceptance of Irrevocable Offers of Dedication along Filburn Avenue; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
Staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which doe s not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
Three projects in the 24 -25 approve d Capital Improvement Program along Filburn Avenue will involve improvements along Filburn Avenue all the way from Central Avenue to G Street. Two projects involve shoulder improvements such as sidewalks, curb and gutter, bike lanes, and signage on the South side of Filburn. One of the shoulder Projects is from Central to Palm , and the other is from Griffith to G Street. (The third project is an asphalt rehabilitation from Central to G Street).
Filburn is classified as an arterial roadway, so the City requires 110 feet of right-of-way to complete improvements. Currently, the City does not have enough right-of-way width to allow for these improvements.
STAFF REPORT
City of Wasco
49 of 153
Staff was able to reach out to all landowners on the South side of Filburn within the limits noted above, and they were willing to provide offers of dedication for the impacted segments of their land abutting the City right of way.
The city has received five irrevocable offers of dedication from landowners along the Project Limits.
All the offers have been filed with the County, but now the City needs to formally accept them to bring these areas into the City right of way. If approved, the attached resolution will allow Staff to contact the County Recorder's office to accept the dedication offers formally.
Fiscal Impact:
Maintenance of additional right of way will be paid from the Streets budget. Recording costs associated with acceptance will be paid from the Engineering/Planning Department Professional Services Budget.

Discussion:
APN(s) 490- 020-23 & 490 -020-22 are located at the SE corner of Filburn Avenue and Central Avenue and were previously purchased by the City. With planned improvements on Filburn Avenue that will widen out the road past the current right of way limits, the City needs to file Irrevocable Offers of Dedication with the County Recorder’s Office to give itself the right of way necessary for these improvements.
Attachment I depicts the area to be offered. If approved, Staff will take the next step to file this offer with the County Recorder’s Office and after will return to the Council to request acceptance of the Irrevocable Offer of Dedication.

The Oil Changers project was approved on May 21, 2024. The project consists of a 1,243 square foot Oil Changers store on a 16,383 square foot lot at the northeast corner of Highway 46 and N Poplar Avenue. As the project is nearing the construction phase, the
STAFF REPORT

developer has requested a deferral of the impact fees that would normally be paid before a building permit is issued.
Discussion:
The requested fees for deferral are water connection, sewer connection, traffic impact, and sanitation.
Government Code 66007 and the City of Wasco Municipal Code, Chapter 13.24, Traffic Impact Fee Ordinance, Chapter 13.10, Water Impact Fee Ordinance, Chapter 13.16, Sewer Connection Charges Ordinance, and Chapter 13.06.050 allow for the deferral of payment of impact fees. Chapter 13.24.100 of the Wasco Municipal Code requires the City Council to make certain findings for deferral.
These findings include the following:
1. That the current state of the city is such that the deferment of the impact fees required by Chapter 13.24 will stimulate the economy and enhance the provision of jobs; and
2. That the deferment of the impact fees required by Chapter 13.24 will not materially affect the ability of the city to deliver its capital improvement program.
Staff believes these findings can be made for the project given the c ity's desire to stimulate the local economy and be business -friendly. In addition, the water and sewer connection fees will only be deferred until the developer requests an encroachment permit for connection to these systems , and the traffic and sanitation fees will only be deferred to the final inspection and issuance of a Certificate of Occupancy for each building, so this deferral will not materially affect the City's ability to implement its capital improvement program.
Fiscal Impact:
The deferred fees will still be available for use in implementing programmed traffic, water, sewer, and sanitation improvements; they are simply delayed until the connections are made or the building is completed. Upon development of the property, the city may enjoy future property and sales tax revenue.

Investing in professional development and education for our city's workforce holds a twofold benefit: not only does it enhance the city's capabilities, but it also equips our employees with the essential skills to elevate their own expertise. By committing to the growth of our workforce, we infuse our workplace with renewed energy and proficiency.
Training opportunities not only provide avenues for learning but also facilitate the creation of valuable professional networks. When we invest in the development of even a few employees, the positive impact ripples throughout the entire department. Let's take our Finance team as an illustration: their close collaboration ensures that the knowledge gained from these trainings cascades across the team, fostering a d omino effect of increased efficiency and prosperity.
Th
e cost of the proposed travel and training will exceed the Expense and Use of Public Resources Policy Limits established by City of Wasco Resolution No. 2006 -2327 limiting expenses to $500.00 per trip. As a result, the City Council must approve the travel request.

Staff recommends that the City Council:

vironmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines becaus e the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Ba
ckground:
The City of Wasco’s Finance Department continuously seeks to align its internal operations with the City Council’s broader objectives, particularly those focused on upgrading infrastructure, delivering top -tier customer service, and strategically managing resources to ensure long-term fiscal health. Currently, issuing final utility bills for customers discontinuing services involves manual, time-consuming procedures. This can delay the billing process and, in turn, revenue collection for our enterprise utilities.
Moreover, it limits staff’s ability to engage in higher -value tasks that align with the Council’s goals of professional growth and improved resident interactions.
STAFF REPORT
City of Wasco
113 of 153
Discussion:
By implementing the Tyler Cashiering module, the Finance Department will be able to issue final utility bills at the time of service disconnection—while the customer is still at the counter. This significant operational improvement accelerates the billing cycle, enhances customer satisfaction, and ensures prompt revenue recognition. Moving away from manual and paper-based processes frees staff to focus on more strategic activities, better serving our residents and reinforcing the City’s commitment to delivering modern, efficient public services.
Th
is improvement aligns directly with the City Council’s vision for increased organizational effectiveness and professional development. With the new module in place, our Billing and Collections Specialists and Billing and Collections II staff can refine their skills, better manage their workflows, and serve as champions of this initiative. The end result is a workforce empowered to focus on complex issues, collaborate more effectively, and provide a superior level of service—goals that the Council has consistently encouraged and supported.
Fu
rthermore, investing in technology that refines our internal processes and enhances external service delivery is not simply an expense, but a strategic investment in the City’s future. The total cost of this project is $ 26,347.00, which includes a one -time cost of $22,198.00 and an annual recurring cost of $ 4,149.00. In return, the City anticipates qualitative benefits that extend f ar beyond immediate financial gains. These include stronger community trust in our billing processes, improved staff satisfaction and retention due to more meaningful work, and sustained alignment with the Council’s vision of a transparent, efficient, and continually improving local government.
Fi
scal Impact:
The implementation of the Tyler Cashiering module will not affect the General Fund or Enterprise Funds. This project will be fully funded by American Rescue Plan Act (ARPA) dollars, ensuring that the City’s core fund balances remain intact. By leveraging federal relief funds, we advance the Council’s priority of responsible resource management, safeguarding the City’s long-term fiscal sustainability.

DATE: December 17, 2024
SUBJECT: Adopt A R esolution Declaring Certain Property Surplus Land and Finding that Such Declaration is Exempt from Environmental Review Under the California Environmental Quality Act.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution declaring certain property surplus land; and
2) Finding that such declaration is exempt from Environmental Review under the California Environmental Quality Act
Environmental Review:
This action has been reviewed with respect to the applicability of the California Environmental Quality Act (CEQA) and the State CEQA Guidelines . It has been determined that the adoption of this Resolution will not have a significant environmental impact and is exempt from CEQA pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations. It can be seen with certainty that there is no possibility that the declaration of property as surplus may have a significant effect on the environment, as no development is authorized by this resolution, and any future disposition will require separate environmental analysis if and when the details of such disposition are known.
Background:
Assembly Bill (AB) 1486 (Statutes of 2019, Chapter 664) and AB 1255 (Statutes of 2019, Chapter 661) made changes to the Surplus Land Act found in Government Code, Title 5, Division 2, Part 1, Chapter 5, Article 8. Surplus Land. Generally, the purpose of the amendments is to promote affordable housing development on surplus land throughout the state to respond to the existing affordable housing crisis. The amendments to the SLA adopted with AB 1486 and AB 1255 clarify and strengthen reporting and enforcement provisions of the SLA to promote increased compliance with the SLA.
STAFF REPORT
City of Wasco
121 of 153
AB 1486 took effect on January 1, 2020. As of that date, the State Department of Housing and Community Development (HCD) began reviewing notices that local agencies are required to send by email or certified mail pursuant to Government Code section 54222(a)(1) and examining complaints and other information received or requested to confirm compliance with the SLA pursuant to Government Code section 65585.1.
In order to dispose of surplus land (including entering into lease agreements longer than 15 years), a local agency must follow the requirements set out in the Surplus Land Act generally summarized below:
• Pro
vide NOAs of surplus land for lease or purchase to local public entities and housing sponsors as required by Government Code section 54222 • Where applicable, receive notices of interest from entities desiring to purchase or lease surplus land and negotiate with entities in good faith; • Provide HCD with descriptions of the NOAs sent, proof of sending the NOA to the CalHFA-certified housing sponsor list and local public entities within whose jurisdiction the surplus land is located, and a description of negotiations conducted with any responding entities regarding the disposal of the surplus land; • Forward to HCD a copy of any restrictions recorded or to be recorded against the surplus land pursuant to Government Code section 54233 or 54233.5, whichever is applicable;
• If the local agency is a city or county, beginning April 1, 2021, the local agency must report annually information about all locally owned surplus land sites pursuant to Government Code section 54230.
Di
scussion:
The City has five surplus properties in two locations that it is ready to dispose of as described and shown in Exhibit A of the attached resolution. Four of the five parcels make up the entirety of the old labor camp property, which is zoned Heavy Industrial, and the fifth is the surplus parcel between the new well, animal control and public works yard site, and the adjacent residentially zoned property . The fifth parcel , which is zoned Public Facilities, was intended to act as a buffer parcel between the public facility uses and the adjacent residentially zoned property.
The first step in following the Surplus Land Act requirements is for the City Council to declare these properties “surplus land” and direct the City Manager / City Staff to take the next steps . Staff recommends that the City Council adopt the attached resolution declaring these properties surplus land pursuant to the Surplus Land Act and directing the City Manager / City Staff to carry out the necessary steps to meet the requirements of the Act.
Fiscal Impact:
The deferred fees will still be available for use in implementing programmed traffic, water, sewer, and sanitation improvements; they are simply delayed until the connections are made or the building is completed. Upon development of the property, the city may enjoy future property and sales tax revenue.

Recommendation:
Staff recommends the City Council:
1) Adopt A Resolution Authorizing The City Manager or Designee to Appropriate The Use Of Coronavirus State And Local Fiscal Recovery Funds Under The American Rescue Plan Act of 2021 (ARPA) f or a one-time, non-recurring, gross payment of $2,000.00 for full -time, a nd $1,000.00 for part -time, current City of Wasco employees; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State C EQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Background:
The American Rescue Plan Act of 2021 (ARPA) appropriated Coronavirus State and Local Fiscal Recovery Funds for allocation by the U.S. Department of the Treasury to states, counties, metropolitan cities, and small cities with populations under 50,000 (refer red to as non -entitlement units of local government). Award amounts are based on each

entity's share of the population within each group. ARPA funds, from an operational standpoint, may be used to respond to workers performing essential work and for job retention. The City of Wasco has remaining ARPA funds available for eligible use.
Discussion:
To recognize the essential work performed by City of Wasco employees , and help mitigate ongoing food and energy inflationary pressure, Council is requested to consider and approve a one-time payment. All current, full-time employees would receive a one- time non -recurring gross payment of $ 2,000. All current, part-time employees would receive a one-time non-recurring gross payment of $ 1,000. This action will reinforce the City’s ongoing retention and staff development efforts, ensuring continued, high-quality services for our citizens.
Fiscal Impact:
The appropriation of approximately $2 19,907 of ARPA Fiscal Recovery Funds will not negatively affect existing City funds, operations, or budgeted programs and projects.
Approval will authorize appropriation and use of ARPA funds only.

Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution authorizing the City Manager to finalize and execute the Proposed Memorandum of Understanding Agreement covering July 1, 2024, through June 30, 2026, between SEIU Local 521 and the City of Wasco, and extend matching wage and benefit provisions to employees outside of the bargain ing unit; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Background:
Service Employees International Union (“SEIU”) Local 521 represents certain non-exempt City of Wasco employees through a Memorandum of Understanding (“MOU”). A previous MOU ratified in 2021 expired June 30, 2024 , so the parties operated month -to- month under the terms of the expired MOU while negotiating a new agreement.
STAFF REPORT
City of Wasco
135 of 153
Negotiations were initiated March 21, 2024 and concluded with membership ratification of the new MOU terms on December 10, 2024.
Discussion:
Pursuant to Section 4 (“Renewal”) of the MOU, SEIU and the City of Wasco have met and conferred with regard to changes that either party desired to make to the MOU. SEIU and the City agreed to enter into a two-year contract effective July 1, 2024, through June 30, 2026. The final draft MOU is attached to this report and includes the following notable terms:
• Cost of Living Adjustment: A 4% increase to base wages in each of two contract years. The first-year increase is retroactive to July 1, 2024 , and the second -year increase effective July 1, 2025.
• Inflation Protection: If the published Consumer Price Index rate In May of 2025 is higher than 4%, the City will provide a one -time, off-schedule payment equal to the percentage above 4% times the annual base pay rate for covered employees.
• Updates to various incentives and stipends.
• Updates to certain operating protocols for compliance with legislative requirements of AB 119 will be implemented through a side letter to be finalized in January 2025.
Although not included in the terms of this MOU, a City -wide one -time, off -schedule payment of $2,000.00 to all full-time City employees is also proposed, for separate Council consideration.
Through the City’s wage and benefits matching practice, staff also request that the Council approve extending negotiated terms to staff outside the SEIU bargaining unit.
Fiscal Impact:
The total fisc al cost of the proposed Memorandum of Understanding Agreement is accounted for in the adopted fiscal year 2024–2025 Operating Budget. With approval of this item, no budget action is required.

For purposes of determining the amount of “compensation earnable” pursuant to GC sections 20630, 20636, and 20636.1, payrate shall be limited to the amount listed on a pay schedule that meets all of the following requirements:
1. Has been duly approved and adopted by the employer’s governing body in accordance with requirements of applicable public meetings laws;
2. Identifies the position title for every employee position;
3. Shows the payrate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
4. Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually;
5. Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer’s internet website;
6. Indicates an effective date and date of any revisions;
7. Is retained by the employer and available for public inspection for not less than five years; and
8. Does not reference another document in lieu of disclosing the payrate.
All eight (8) requirements must be met in one salary schedule for each member’s pay, in order for CalPERS to approve the pay amount as payrate and reportable compensation earnable. All employers must comply with the compensation earnable provisions and corresponding regulations of the PERL.
Discussion:
The Salary Schedule for Fiscal Year 2024 –2025 was approved and adopted by the City Council during the regular scheduled meeting on June 18 th, 2024 and subsequently
amended in response to new positions and r ange adjustment . The Salary Schedule presented for Council review tonight contains updates for the following:
• With the approval of the MOU between SEIU and the City of Wasco, covered staff members will receive a COLA increase of 4% of employee’s base wages effective July 1st, 2024 . The proposed Salary Schedule reflects this increase for covered classifications.
• The schedule also recognizes the City practice of matching wage terms to unrepresented employees outside the WPOA and SEIU bargaining units. Therefore the COLA increase of 4% has been applied to those job classifications. • The Contract/Director classification ranges within the Salary Schedule have also been adjusted to accommodate the COLA increase and pending and anticipated contract renewals.
Specifically:
Position Previous Range: Proposed Range:
City Manager $191,065 $200,618.25
Deputy Public Works Director $94,053.44 - $120,038.66 $97,815.58 - $136,844.07 City Engineer $100,000.00 - $130,000.00 $104,000.00 - $148,200.00 Assistant City Manager $94,053.44 - $120,038.66 $108,756.64 - $152,150.64 Finance Director $104,573.69 - $133,465.47 $108,756.64 - $152,150.64 Community Development Dir $104,573.69 - $133,465.47 $108,756.64 - $152,150.64 Public Works Director $104,573.69 - $133,465.47 $108,756.64 - $152,150.64 Police Lieutenant $104,573.69 - $133,465.47 $108,756.64 - $152,150.64 Chief of Police $133,465.47 - $162,347.25 $138,804.09 - $185,075.87

The gift cards originated from the City’s allocation of American Rescue Plan Act (ARPA) funds. Initially, these cards were intended as incentives to encourage residents to receive COVID-19 vaccinations during the height of the pandemic. With the vaccination program concluded, the remaining gift cards , valued at $7,800 total, now present an opportunity for the City to redirect these resources toward pressing community needs. A number of opti ons were considered with the following determined to be the most impactful and feasible.

Discussion:
Tr
ansit Card Giveaways (Estimated Approximately 23%)
As we enter the holiday season, our two transit drivers have identified an increasing need among seniors living on fixed incomes and other riders who struggle to afford the Dial-A- Ride service. These gift cards will be used to distribute transit passes, ensuring that community members especially during this December period can continue to access essential services like medical appointments, grocery shopping, and holiday gatherings.
By easing their financial burden, the City not only supports their basic transportation needs but also helps foster a sense of inclusion and community well-being at a time when it matters most.
Ut
ility Assistance (Estimated Approximately 38.5%)
Setting aside funds for utility credits helps alleviate financial burdens for households that struggle to keep up with monthly bills. By offering this assistance, we can help ensure that vulnerable families maintain access to essential services and remain safe and comfortable in their homes. The criteria to qualify will be determined by providing proof of being enrolled in the CARE program. The CARE (California Alternate Rates for Energy) program is a state -approved initiative offered by PG&E (Pacific Gas and Electric Company) that provides eligible low -income households with significant discounts on their monthly gas and electric bills. To qualify, participants must meet specific inco me limits set by the program, ensuring that assistance reaches those who need it most. Using CARE enrollment as a qualification criterion for the ARPA -funded utility assistance helps the City confidently target support to households already verified as fin ancially vulnerable, ensuring that limited resources are directed toward those struggling the most with essential living costs.
Amt
rak Travel Assistance (Estimated Approximately 38.5%)
During the holiday season, the need for travel assistance becomes even more pronounced. Some individuals find themselves stranded in Wasco, unable to reach family due to financial constraints. Others are displaced “stowaways” removed from the train for not having a ticket, while attempting to reunite with loved ones. By providing Amtrak travel assistance, the City acknowledges their hardship, especially during the holidays, and offers a means for them to reconnect with family and support systems.
As
leaders committed to fiscal responsibility and ethical stewardship of public funds, we have carefully structured this allocation strategy to ensure that every dollar maximizes community impact. By leveraging the ARPA-funded gift cards in a balanced manner, we address urgent areas of need: transportation, utilities, and family reunification especially during the holiday season, when financial burdens and emotional stressors are often at their peak.
Th
ese proposed allocations emphasize the City’s dedication to thoughtful, data -driven solutions that prioritize vulnerable populations. Through responsible resource management, we aim to foster a sense of stability, compassion, and opportunity for all residents. By taking these steps today, we set a precedent for tar geted assistance and thoughtful investment in our community’s future well-being. 152 of 153
Note that the distribution of assistance is approximated above. At this time it is difficult to estimate the relative demand amongst the initiatives outlined above, or the ti me necessary to fully dispense the remaining cards. In the event there is an imbalance in demand, Staff will adjust the ratios to ensure full use. Staff will also prepare a summary report for Council once all cards have been distributed and used.
Fis
cal Impact:
No a
ction needed. The implementation of the ARPA Gift Card will not affect the General Fund or Enterprise Funds. This project will be fully funded by American Rescue Plan Act (ARPA) dollars, ensuring that the City’s core fund balances remain intact. By leveraging federal relief funds, we advance the Council’s pri ority of responsible resource management, safeguarding the City’s long-term fiscal sustainability. 153 of 153
