DATE: March 18, 2025

SUBJECT: Approval of Travel Expenses Exceeding $500.00 for the City Manager , Community Development Director, Mayor Medina and Council Member Reyna to attend the ICSC Conference scheduled for May 18-20, 2025 in Las Vegas, Nevada.

Recommendation:

Staff recommends the City Council:
1) Approval of Travel Expenses Exceeding $500.00 for the City Manager, Community Development Director, Mayor Medina and Council Member Reyna to attend the ICSC Conference scheduled for May 18-20, 2025 in Las Vegas, Nevada, and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.

Environmental Review:

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not resul t in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Discussion:

The ICSC Conference provides networking opportunities with retailer representatives and developers, invaluable resources, new connections, and industry insights. It also actively collaborates to shape public policy. Membership also entitles enrolled staff to significant (currently 50%) discounts on the cost of regional ICSC conferences and marketing events.

The requested membership and travel, in conjunction with the City’s recent professional services contract with Retail Strategies, aim s to introduce the City of Wasco as a viable candidate for additional national and regional food and shopping retailers.

STAFF REPORT
City of Wasco

14 of 42
The cost of the training, hotel fees, and food per diems will exceed the Expense and Use of Public Resources Policy Limits established by City of Wasco Resolution No. 2006 -2327, limiting expenses to $500.00 per trip.

Fiscal Impact:

The cost of travel and training for the ICSC Conference is estimated to be under $3,000.00. The adopted FY 202 4-2025 Operating Budget contains sufficient funding to cover this expense; no budget action is required.

DATE: March 18, 2025

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to approve a purchase order for three Bus Shelters with Tolar Manufacturing Company, Inc for a total amount not to exceed $35,000.00
_____________________________________________________________________________________ Recommendation:

Staff Recommends The City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to approve a purchase order for three Bus Shelters with Tolar Manufacturing Company, Inc for a total amount not to exceed $35,000.00

2) Find that this project is exempt Pursuant to State CEQA Guidelines Section 15301 (Existing Facilities) . T he proposed transit improvements, such as installing bus shelters on existing public facilities and in public right- of-way, will not create additional automobile lanes.

Background:

The City Council adopted a Resolution at its April 18, 2023 meeting approving the use of LCTOP funds to purchase Transit Bus Shelters for Capital Improvement Project No. 24012 on existing public right-of-way.

Discussion:

The City of Wasco is a member of the California Association for Coordinated Transportation (CALACT) and can purchase a variety of Transit amenities from the CALACT/MBTA Purchasing Cooperative Agreement. The Cooperative provides a federal and California state-compliant purchasing solution that allows Wasco to select from various vendors that best fits its needs without an RFP/bidding process.

The City is utilizing the following CALACT/MBTA Purchasing Cooperative Request for Proposal No 21-01-2024 pricing (Attached here as Attachment 2) to purchase three(3) bus shelters. The City requested quotes from only one approved CALACT vendor:

Staff evaluated the potential locations where the bus shelters would be installed. The staff came to a determination of installing the bus shelters in the following potential locations (attached here as attachment 1):

1. Northeast Corner 7th and E Streets

2. Rite Aid

3. Fiesta Market

Staff recommends the Council adopt the Resolution approving the purchase order for three bus shelters with Tolar Manufacturing Company Inc.
