SUBJECT: Approval for Travel Expenses Exceeding $500.00 for Code Compliance Officers Tovar and Gonzalez to attend the 202 5 California Association of Code Enforcement Officers (CACEO) Conference on October 2 8 – 30, 2025, in Sacramento, CA.
Recommendation:
Staff recommends the City Council:
1) Approve t he travel Expenses Exceeding $500.00 for Code Compliance officers Tovar and Gonzalez to attend the 2025 California Association of Code Enforcement Officers (CACEO) Conference on October 28 – 30, 2025, in Sacramento, CA.; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a gove rnmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
Each year the Code Compliance Budget includes funds for training and travel for both officers to attend the annual California Association of Code Enforcement Officers (CACEO). The conference is a good opportunity for our officers to network and learn about new legislation and best practices related to their field.
The cost of the conference, hotel fees, and food per diem will exceed the Expense and Use of Public Resources Policy limits established by City of Wasco Resolution No. 2006 -
STAFF REPORT

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Temporary Employment Agreement for a Summer IT Intern Through Kern Intern Connections (KIC), Subject to City Manager and City Attorney Review.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Temporary Employment Agreement for a Summer IT Intern Through Kern Intern Connections (KIC), Subject to City Manager and City Attorney Review; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 o f the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Background:
The City of Wasco Information Technology Department is planning to bring in a Summer IT Intern to help with basic tech support, equipment maintenance, software updates, and other technology projects. This internship will give a local student real hands -on experience working in public sector IT while also helping the City with its technology needs.
The intern will come through the Kern Intern Connections program, which is run by the Kern Economic Development Foundation. This program is focused on helping local employers find interns for STEM-based jobs and giving local students more opportunities to start their careers.
23 to 65
Candidates for the program are recent graduates from the Regional Occupational Center and the Career Technical Education Center. Students apply once and are matched with employers based on their resumes and answers to application questions.
Employers, including the City, determine how they want to interview and hire their intern by working directly with Kern Economic Development Foundation staff.
By participating in this program, the City is helping support local students, strengthen the future workforce, and build stronger connections with the community.
Discussion:
Bringing on a Summer IT Intern through the Kern Intern Connections program gives the City of Wasco a great opportunity to get extra help while keeping costs low. Thanks to the KIC program, the city will be reimbursed up to $5,280 toward the intern’s wages.
The intern will help the IT Department with implementing/keeping up with social media platforms for Police Activities League, everyday tasks like fixing computers, installing updates, helping with projects, and keeping track of equipment. Having this extra support means that the City’s full-time IT staff can focus on bigger projects and respond faster to technology needs without needing to hire a full-time employee. This will help the City stay on top of technology work and make sure everything keeps running smoothly.
This internship also gives a local student valuable real -world experience and helps the City support the future workforce in Kern County. By participating in this program, the City is investing not just in its own operations but also in the community by giving young people a chance to build their careers here at home.
The internship will last 8 to 10 weeks during the summer with a schedule that is flexible enough to meet the needs of both the City and the intern.
Fiscal Impact:
The total cost of hiring Summer IT Interns for 8 weeks is estimated to be around $5,280.00.
Under the Kern Intern Connections program, the City qualifies for Reimbursement Rate II and will receive up to $2,640 in reimbursement to help cover wages. After accounting for this reimbursement, the City’s actual expense for each intern will be approximately $2,640.
The City is requesting two interns for the summer. Therefore, staff is seeking approval for a budget allocation of approximately $5,280,00 for the IT department to cover the costs of both interns.

Section 570.5 of the California Code of Regulations (CCR) further clarified compensation earnable.
For purposes of determining the amount of “compensation earnable” pursuant to GC sections 20630, 20636, and 20636.1, payrate shall be limited to the amount listed on a pay schedule that meets all of the following requirements:
1. Has been duly approved and adopted by the employer’s governing body in accordance with the requirements of applicable public meetings laws;
2. Identifies the position title for every employee position;
3. Shows the payrate for each identified position, which may be stated as a single amount or as multiple amounts within a range;
4. Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually;
5. Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer’s internet website;
6. Indicates an effective date and date of any revisions;
7. Is retained by the employer and available for public inspection for not less than five years; and
8. Does not reference another document in lieu of disclosing the payrate.
All eight (8) requirements must be met in one salary schedule for each member’s pay, in order for CalPERS to approve the pay amount as payrate and reportable compensation earnable. All employers must comply with the compensation earnable provisions and corresponding regulations of the PERL.
Fiscal Impact:
Salary schedule ranges incorporated into 2024- 2025 Fiscal Year budget. No budget action is required with approval of this item.

TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
DATE: May 6, 2025
SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Professional Services Agreement with SuperC AI Inc. (BeWith) to Launch a Community Engagement Platform for the City of Wasco at a Cost of $9,720 Per Year, Subject to City Manager and City Attorney Review.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Professional Services Agreement with SuperC AI Inc. (BeWith) for the Launch of a New Community Engagement Platform, Subject to City Manager and City Attorney Review; and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
Staff reviewed this project and found that it does not meet the definition of a "Project" under Section 15378 of the State CEQA Guidelines. Since it is an administrative activity and does not cause any physical change to the environment, it is not subject to CEQA review under Section 15060(c)(3).
Background:
BeWith is a cloud -based platform that helps cities manage and promote local events and activities all in one place. Through a "Communit y Hub" webpage, residents will be able to easily find information about city events, programs, and services without having to search across different websites or flyers. The Community Hub will be made available to other, established local groups to submit information on their events and activities.
This new tool will make it easier for the City to share important information with the community. It will also make it easier for residents to stay informed and connected to what is happening around town. The Community Hub includes a custom webpage and easy-to-use tools that city staff can update as needed. The platform also includes

interfaces to the City’s existing CivicPlus website calendar, and our social media pages.
This enables more efficient posting of various events by avoiding duplication of effort.
Having everything in one place will help make Wasco a more connected, welcoming place for everyone who lives and works here.
Discussion:
Right now, it can be hard for residents to know about all the events, programs, and activities the City offers. BeWith will make a big difference by putting everything into one easy-to-use website.
This means:
• Residents will have a simple way to find out what is going on. • More people will be able to take part in city programs and activities. • Local businesses and groups will get more support by being listed in one public place. The City will simply review the submitted event notice, then post it to the shared calendar.
• City staff can send quick updates and alerts by email and text. • The City can use real information and data to see what events and programs people are most interested in.
• Staff will also be able to better coordinate events with other local groups, like the schools and Wasco Recreation & Parks District, so that City events do not overlap or conflict with other important community activities.
• Notices can be simultaneously posted to the BeWith calendar AND other City social media accounts.
In short, BeWith will help bring the community together, make communication easier, and help residents feel more involved in what is happening around them.
It will also make it easier for staff to plan and organize events while collaborating with our local partners.
This investment will help improve communication with residents, support local events, and help staff better coordinate activities across different community groups. Bringing this platform to Wasco is another step toward making sure our city is open, connected, and moving forward.
Fiscal Impact:
The annual cost for the BeWith platform is $9,720. Staff will use Economic Development Funds within the Adopted FY 2024-2025 Operating Budget for this expense. No budget action is required with approval of this item.

TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
DATE: May 6, 2025
SUBJECT: Adopt a Resolution Authorizing the City Manager or designee to finalize and endorse a Site Lease Agreement with the California Department of Technology for the location of a Fiber Optic Network Telecommunications Hut.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or designee to finalize and endorse a Site Lease Agreement with the California Department of Technology for the location of a Fiber Optic Network Telecommunications Hut; and
2) Find that this action is not a project defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Background:
The State of California, through the California Department of Technology, has created the Middle Mile Broadband Initiative (MMBI) with the goal of adding more than 10,000- miles of fiber optic network throughout the state. The Middle Mile Broadband network has been developed in partnership with communities across the state with the goal of bringing broadband infrastructure within reach of all corners of the state.
It creates faster access to the Internet by building a statewide network that includes loops that will bring the internet closer to communities so that homes and businesses can connect with last mile projects. These looped routes are in areas where the internet exists today, not to serve the affluent but to reach those historically disadvantaged.
STAFF REPORT
City of Wasco
44 to 65
To implement the MMBI, the siting and development of telecommunicati ons facilities, typically prefabricated enclosures or “huts”, is required. The California Department of Technology (“CDT”) has determined that the subject City -owned parcel (APN 487-010- 79) is a preferred location for one such Hut.
Discussion:
The proposed location is a vacant parcel, adjacent to the site of City Well #12, lying south of the former ROW of McCombs Ave. The C ity has no immediate plans for the site, and the CDT facility proposed will not interfere with City well operations.
The City and CDT earlier executed a Right -of-Entry agreement (attached), allowing the State’s site locator, Tilson Technology, to conduct a detailed site analysis. In parallel, draft lease terms (attached) were developed between the parties. The terms include an annual fee of $24,000 for an initial term of twenty (20) years with an option for two, five (5) year extensions.
The agreement is being reviewed by CDT and the C ity's legal counsel. Certain agreement clauses, unrelated to the financial terms, may be finalized before execution.
Staff believes the lease agreement is beneficial not only to provide an ongoing revenue source, but also to help move the MMBI project forward to benefit many underserved areas of the state. Staff is seeking authorization to finalize and endorse this agreement.
Fiscal Impact:
If approved, the proposed terms will result in annual revenues of $24,000 for the anticipated 30-year term of the agreement. Nominal , one-time legal expenses related to the drafting and review of the agreements are covered by the existing Legal Services budget in the Adopted FY 2024- 2025 Operating Budget. No budget expense action is required with approval of this item. A revenue account will be created to capture lease payments going forward.
