TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Charlie Fivecoat, Chief of Police

DATE: May 20, 2025

SUBJECT: Approval of Travel and Training Expenses Exceeding $500.00 for a Police Officer to attend the CA POST Field Training Officer Course scheduled for June 2-6, 2025, in Fresno, CA.

Recommendation:

Staff recommends the City Council:

1. Approval of Travel and Training Expenses Exceeding $500.00 for a Police Officer to attend the CA POST Field Training Officer Course scheduled for June 2 -6, 2025, in Fresno, CA., and

2. Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Discussion:

It is recommended that Police Officer Rocha enroll in the California POST Field Training Officer (FTO) Course. This program aims to provide officers with the essential skills required to effectively train and mentor new recruits, ensuring they are well- prepared for solo patrol duties.

Police Officer Rocha has consistently demonstrated a strong commitment to professional development and has shown exceptional aptitude in leadership and training roles. By participating in the FTO Course, Officer Rocha will gain valuable insights into teaching methodologies, evaluation techniques, and the responsibilities of a Field Training Officer.

City of Wasco Police Department anticipates the recruitment of new officers soon, and

STAFF REPORT
City of Wasco

16 of 71
we will need a new Field Training Officer to minimize the use of Sergeants as Training Officers. This will allow them to focus on their primary role as shift watch commanders.

Fiscal Impact:

The cost of travel and training is estimated to exceed $1,000. The adopted FY 2024-2025 Operating Budget contains sufficient funding to cover this expense; no budget action is required. The travel and per-dem expenses are POST reimbursable.

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA). It has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Discussion:

The City of Wasco is undertaking a project to update its Dial-a-Ride operating policies to ensure compliance with the Americans with Disabilities Act(ADA). This initiative includes the creation of a Rider’s Guide, a Dial-a-Ride application, and an update to the Driver’s Manual. ADA Guru, led by Jess Segovia IV, has been selected to execute this project due to his extensive experience in public transit and ADA compliance.

The project aims to enhance the accessibility and quality of transportation services for riders with disabilities. Key components include:

STAFF REPORT
City of Wasco

21 of 71
• Review and Update ADA-Related Operating Policies: Comprehensive review and update of existing policies to ensure compliance with ADA requirements. • Create a Dial-a-Ride Rider’s Guide: Development of a guide to help passengers understand and set realistic expectations for the services provided. • Update Driver Manual: Revision of the Driver’s Manual to ensure drivers are trained to proficiency in ADA requirements.
• Create Dial-a-Ride Application: Development of an application for new service users, focusing on collecting vital information about riders with disabilities.

Updating ADA-related operating policies is an important tool for transit organizations as it provides direction to staff on how to deliver transportation services to riders with disabilities safely. It also ensures that the drivers meet the ADA's requirements in providing accessible services.

It is recommended that the City Council adopt the resolution authorizing the City Manager or designee to enter into a Professional Services Agreement with ADA Guru.

Fiscal Impact:

The anticipated cost of services provided is estimated at $14,850, which falls within the Adopted FY 2024- 2025 Operations Budget. No budget action is required with the approval of this item.

DATE: May 20, 2025

SUBJECT: Adopt a Resolution to Authorize the City Manager or Designee to Execute a Contribution to CV SALTS – Central Valley Salinity Alternatives for Long - Term Sustainability in an amount not to exceed $15,000.00.

Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution to Authorize the City Manager or Designee to Execute a Contribution to CV SALTS – Central Valley Salinity Alternatives for Long- Term Sustainability in an amount not to exceed $15,000.00., and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

Staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not resul t in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Background:

Similar to the Nitrate Control Program presented to the council earlier this year, CV-SALTS is an initiative that was introduced to the council in 2021 to monitor waste discharges. The Salt Control Program was created through the collaborative efforts of the CV -SALTS Program and integrated into the Central Valley Water Quality Control Plans (often referred to as Basin Plans) to address the longstanding issue of salt accumulation in the Valley. The program recognizes that salt accumulation and water use vary significantly across the Valley. Its strategy aims to protect beneficial uses by maintaining water quality that meets established objectives, permitting some salt accumulation in areas where it

STAFF REPORT

can be stored without impairing the beneficial uses of the water, and restoring water quality through long-term management when it is reasonable, feasible, and practicable.

Discussion:

As part of the salt control program, a notice to comply was issued to the city by the Central Valley Regional Water Quality Control Board, which is included in the attachment to the staff report. Similar to the nitrate control program, the permittees were given two pathways, and the path chosen at the time was pathway B – to join a lead entity and provide contributions to the Prioritization and Optimization study, developing, pl anning, and implementing solutions for managing and controlling salt accumulation in the Valley.

The contributions are calculated annually, and this year, a $ 12,789.19 Base P&O fee was issued to the City of Wasco to ensure compliance. This route remains the most feasible option for maintaining compliance, as pathway A would require independent studies, along with potential permit and treatment modifications that would be cost-prohibitive.

Fiscal Impact:

The contributions would not exceed $15,000.00 for this year, which would be paid out of wastewater professional services.

1) Approval of the acceptance of the Historic Downtown Business District Transformation Project and authorize the City Clerk to file the Notice of Completion; and

2) Find that this action is not a project as defined under the California Environmental Quality A ct State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

This Project started in January of 2024 and was substantially completed by December 31, 2024. The Project was put on hold a few times due to issues procuring the encroachment permit from Caltrans to conduct work at the intersection of HWY 43 and 7 th Street.

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director

DATE: May 20, 2025

SUBJECT: A dopt a Resolution Authorizing the City Manager or Designee to Sign and Execute a Purchase order with CONFAB, LLC, a subdivision of Wastequip, in the amount not to exceed $ 12,000.00 to purchase 10 - 3yd metal bins with steel lids, and lock bars, via Sourcewell Contract.

Recommendation:

Staff recommends the City Council:
1) Adopt a resolution authorizing the city manager or designee to sign and execute a purchase order with CONFAB, LLC a subdivision of Wastequip, in the amount not to exceed $12,000.00; and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c) (3), no environmental review is required.

Discussion:

The City is replacing its aging 3yd metal bins from Wasco State Prison. Many metal bins have been refurbished at least once during their 30+ year lifespan , and depending on the severity , certain bins cannot be refurbished a second time. Staff notes that th e turnaround time between order and delivery is approximately 4 to 6 weeks. To ensure proper and timely replacement of aging metal bins. Staff suggest increasing their stock of metal bins at this time.

STAFF REPORT
City of Wasco

54 of 71
City staff have reviewed alternative purchasing options and identified that CONFAB currently has an active agreement with Sourcewell . In accordance with the City’s municipal code, the City may utilize joint powers agreements for procurement.

Sourcewell is a national joint power agreement that allows the City to make purchases without further competitive bidding . The City will purchase the metal bins utilizing the Sourcewell contract.

After approval of the Contract, the timeline for delivery of the 3-yard metal bins will be four to six weeks.

The City also strives to be environmentally conscious whenever possible. Any metal bin that is no longer in service will be recycled as scrap metal . This will be reported on our annual report to CalRecycle and will help to meet our jurisdictional recycled product procurement responsibilities.

Fiscal Impact:

The purchase of refuse bins will be funded from the Sanitation Department's Materials and Supplies budget.

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager

DATE: May 20, 2025

SUBJECT: Conduct a Public Hearing and Adopt a Resolution Ordering the Creation of Underground Utility District No. 2025-01 Property between 8th Street & 9th Street dividing APN 030-081-02 & APN 030-081-01(approximately 600 feet).

Recommendation:

Staff Recommends the City Council:
1) Conduct a Public Hearing; and Adopt Resolution of the City Council of the City of Wasco Ordering the Creation of Underground Utility District No. 2025 -01 property between 8th Street & 9th Street, dividing APN 030-081-02 & APN 030-081- 01(approximately 600 feet).

2) Find that this proposed activity is not a project pursuant to CEQA Section 15 378 (b)(5);

Environmental Review:

Staff has reviewed the proposed activity , and it is not subject to the Califo rnia Environmental Quality Act (CEQA)because it is not defined as a "Project" pursuant to Section 15378(b)(5) of the CEQA Guidelines.

Background:

Chapter 13.04 (Underground Utility Districts) of the Wasco Municipal Code and California Public Utilities Commission (CPUC) Rule 204 establishes procedures for the creation of Underground utility districts. Underground projects would address poles, overhead wires, associated overhead structures, and the underground installation of cables and facilities for supplying electric, communication, or similar associated services in any such district.

Discussion:

This proposed district would underground existing overhead electrical and communication utilities running North/South mid-block between 8 th Street and 9th Street,
dividing APN 030- 081-02 and APN 030- 081-01(approximately 600 feet). This project is estimated to cost $750,000.00. Currently, the City has approximately $1.3 million in Pacific Gas & Electric (PG&E) Rule 20A funds available to be utilized for this project.

STAFF REPORT
City of Wasco

60 of 71
The use of undergrounding funds (Rule 20A) is collected and administered by PG& E for the underground conversion projects of residential and business properties along major arterial streets. PG&E assumes responsibility for these underground service conversion projects, which include the provision of trench, conduit, secondary cable, a nd meter changes, as well as the installation of joint trench/conduit for communications facilities.

A public hearing is the initial step in determining whether public health, safety, or welfare, as well as the general public interest, necessitate the removal of existing overhead utility systems. Specifically, the City Council must determine that: (1) that undergrounding will avoid or eliminate a hefty concentration of overhead electric facilities; (2) that the street or road or right-of-way is extensively used by the general public and carries a heavy volume of pedestrian or vehicular traffic; (3) that the street or road or right-of-way adjoins or passes through a civic area or public recreation area or an area of unusual scenic interest to the general pub lic, and /or (4) that the street or road or right -of-way is considered an arterial street or major collector as defined in the Governor's Office of Planning and Research General Plan Guidelines. In the case of the area between 8th and 9th Streets N/S and F and G Streets E/W, the City has procured the property and is in the planning stages of constructing a civic center, police station, and new City Hall, which will have an abundance of overhead electrical facilities. Such a public hearing has been scheduled for tonight's Council meeting. Property owners located within the proposed district have received a mailed notice regarding tonight's hearing, included with this staff report.

A public hearing notice regarding this project was also published in the Wasco Tribune.

After the public hearing, the Council should consider adopting a resolution to approve the underground utility district and permit PG&E to commence the undergrounding project. The entire process will take years to complete, but staff will receive and share updates as they become available.

Fiscal Impact:

There is no fiscal impact with the recommended action. Adopting the proposed underground utility district enables Pacific Gas & Electric to initiate the engineering and planning for the undergrounding project . Once the project scope of work has been finalized, staff will present fiscal impacts and budget recommendations at a future meeting to approve construction agreements and fund the local share of the projec t, if any local share is required.
