• The city is exploring alternative financing options for water infrastructure improvements, specifically automated reader installations. Under this approach, private companies would cover upfront costs and get paid back by the city through water savings , reduced meter reading cost, and more accurate water metering. This would allow the city to implement projects sooner rather than waiting for future funding.

• The costs of the CIP Facilities projects (Police Department, City Hall, Public Works) are rising. The city is exploring financing options with private companies to allow them to start projects sooner, rather than waiting years to save up. This approach could be more affordable and flexible than traditional bonding.

STAFF REPORT
City of Wasco

18 of 143
The cost of the training, hotel fees, and food per diems will exceed the Expense and Use of Public Resources Policy Limits established by City of Wasco Resolution No. 2006-2327, limiting expenses to $500.00 per trip.

However, this course falls under the CalOES Annual Training Allotment for State Fiscal Year 2024-2025 & provides reimbursement for lodging, course fees, and per diem.

Fiscal Impact:

The National Emergency Number Association Conference & Expo's travel and training costs are estimated to be under $1,000 per person. The adopted FY 2024/25 Operating Budget contains sufficient funding to cover this expense; no budget action is required.

STAFF REPORT

CITY OF WASCO

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Maria Lara, Assistant City Manager
Maria Martinez, City Clerk/Administrative Manager

DATE: June 3, 2025

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Submit an Application for Fiscal Year 2025-2026 Federal Funding Under Section 5311 (49 U.S.C. Section 5311) and the Execution of a Standard Agreement with the California Department of Transportation (CALTRANS), Division of Rail and Mass Transportation.
_____________________________________________________________________________________ Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution authorizing the City Manager or designee to submit an application for federal funding under FTA Section 5311 (49 U.S.C. Section 5311) and the execution of a standard agreement with the California Department of Transportation (CALTRANS), Division of Rail and Mass Transportation; and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

This action is not a project within the meaning of CEQA Guidelines Section 15378 and is, therefore, not subject to CEQA since it does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the City to a definite course of action concerning a project , since the action authorized herein may lead to the negotiation of a grant agreement. This proposed activity is, therefore, not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.

Background:

FTA Section 5311 provides supplemental funding for public transit in non- urbanized areas with fewer than 50,000 residents. Funds are apportioned based on the population size and will be used to fund Transit Operations such as labor, supplies, fuel, etc.

For the Fiscal Year 202 5-2026, the City of Wasco FTA Section 5311 apportionment is $167,624.00 in funds. To comply with FTA 5311 requirements, the funding must be split between a 44.67% local share and a 55.33% federal share. The City of Wasco plans to use 29 of 143
5311 for Transit Operating Assistance. The estimated local share of $872,564.00 will be met using TDA, LCTOP, and STAF fund s. The Net Operating Transit Cost is estimated at $1,040,188.00 for the FY 2025-26.

This resolution authorizes the receipt of federal funds and execution of a standard agreement for Fiscal Year 2025-2026. The FTA 5311 applications are due back to Caltrans via the BlackCat program no later than June 10, 2025, at 2 p.m.

Fiscal Impact:

FTA Section 5311 apportionment will fund Transit Operations for Fiscal Year 2025-2026, and the local share requirement will be covered by the Transportation Development Act (TDA), Low Carbon Transit Operations Program (LCTOP), and State Transit Assistance (STAF) funds.

SUBJECT: Adopt a Resolution Approving an Application for Funding and Authorizing the City Manager or D esignee to E xecute the Grant A greement and any amendments thereto from the FY202 5 COPS Hiring Program (CHP) of the U.S. Department of Justice, Office of Community Oriented Policing Services.

Recommendation:

Staff recommends the City Council:
1) Staff recommends that the City Council adopt a Resolution approving an application for funding and authorizing the City Manager or designee to execute the grant agreement and any amendments thereto from the FY202 5 COPS Hiring Program (CHP) of the U.S. Department of Justice, Office of Community Oriented Policing Services, and

Discussion:

The U.S. Department of Justice, Office of Community Oriented Policing Services ( COPS) provides funding through the COPS Hiring Program (CHP) to hire and/or rehire full -time

career law enforcement officers to increase community policing capacity and crime prevention efforts.

FY 2025 CHP awards will cover up to 75 percent of the entry- level salary and fringe benefits for each approved officer position, up to a maximum of $125,000 total for each position over three years. Unless a waiver is approved, a minimum 25 percent local cash match (cost share) requirement applies.

The maximum federal share per officer position is $125,000 over the three-year period (not $125,00 per year) unless a local match waiver is approved. The recipient agency will be responsible for any additional costs for higher-than-entry-level salaries and fringe benefits.

Grant recipients must retain the CHP -funded officer for at least 12 months after the 36 months of federal funding have ended.

Applicants may request up to 2 percent of the federal award amount for direct costs associated with administering the award.

The estimated total program funding for FY2025 is $ 156.5 million , the award ceiling is $6,250,000, and 250 awards are expected. The application deadline is July 1, 2025.

The City of Wasco is considering applying for funding to hire two new police officers who would focus on violent crime and employ common- sense policing strategies to address various violent crime issues in Wasco, including the enforcement of gun laws, criminal gangs, drug manufacturing, dealing, trafficking, and dismantling gangs.

Fiscal Impact:

A minimum local cash match (cost share) requirement of 25 percent is necessary unless a waiver is approved; this funding will come from the General Fund. The maximum federal reimbursement is $125,000 for the three-year period (not $125,00 per year) for each Police Officer.

After the building inspector completed his inspection, he observed that the east and south walls had too much rot to remain in place and required replacement. Rafters also needed to be replaced, and titan anchor bolts were missing around the perimeter walls. The roof valley above the structural beam needed to be repaired, along with a sagging beam over the garage doors. The front office's door and window also needed to be reframed, as they needed to be moved.

After receiving additional funds, the city decided to have the contractor install a 6-foot wrought-iron fence around the building. This included a rolling gate, one man gate, and a 1-foot security spike on top of the fence. The existing fence was removed as part of this change order. The alternative included an extra man gate and privacy screening between the south neighbor. These changes were made to improve the building's security.

After receiving additional funding, the city decided to restore the HVAC system. This time, it included a mini-split unit that conditions the front office, restrooms, break room, and office. This system has proven to be more efficient and lowers electricity usage. The gym also received a swamp cooler.

The city crew needed to access the walls and attic to add network cable to the front office. Since over half of the drywall from the ceiling had water damage, which caused mold to grow, it was decided to have the contractor demo the drywall and install can lights. The Classroom was not initially included in the bid.

Initially, the plan was to retain the framing along with the roof; however, after inspections revealed mold and rot, the During the demo phase, the electrical conduit leading to the classroom was cut and removed. This conduit was not originally included in the scope of work when it was bid. The contractor had to install wiring from the classroom to the front office to provide power and cover the wall with drywall. At this time, a city crew started to install the network cable to the building, granting a time extension to the contractor while the process was completed.

After the contractor ran his camera to confirm the direction of the sewer, it was discovered that the sewer only extended to the north end of the property, leaving the kitchen about 60 feet away from the sewer line. The original design included the sewer going to the south end by the kitchen. The contractor had to saw cut and demolish approximately 60 square feet of concrete to run the sewer line to the kitchen and then pour back about 60 square feet of concrete.

At the start of the contract, this item was removed from the bid schedule to remain within budget.

Decrease in Contract Price
Due to budget constraints, Staff removed this item form the Contractors scope of work. This change was documented in the Notice to Proceed Letter.

After receiving additional funds, the city incorporated alternative 1 from the original contract to grind and polish the concrete floors.

After demoing the drywall from the walls and ceiling, the classroom needed to be re-drywalled. This change order also includes the acrylic finish for the exterior walls and eves to ensure a uniform appearance for the building. This work was not part of the original scope of work.

After receiving extra funds, the city decided to repair the broken concrete in front of the building, which posed potential trip hazards. By replacing the concrete, it also addressed poor drainage and alleviated the ponding water around the building.

The plans had incorrect dimensions, which caused the beams to be too short and require replacement. Additionally, the

plans specified 1x6, which failed the inspection but was called out in the plans. They needed to be replaced with 2x6 bracing. The perimeter framework requires titan bolts, as per the inspector, which were not specified in the plans. Rafter tails needed replacing, and carpenter trusses were not structurally sound and needed to be addressed, resulting in extra work for the framers.

The Classroomwas not originally included in the bid. This change order was added so that the contractor could paint the interior of the office using professional equipment to ensure that the paint job matches the appearance of the rest of the building, rather than having the city paint it themselves, which would result in a different texture from the rest of the structure building.

Increase in Contract Price
According to the plans, only the exterior door leading to the Classroomwas indicated to have an ADA ramp. The second entrance, which leads to the recreation room, also requires an ADA ramp. However, this ramp was not included in the plans, causing a change order.

Increase in Contract Price
After the funds were removed from item 11, the vinyl flooring, the contract required funding for the ADA showers, which were originally covered by the vinyl flooring item. This change order restored funding to this item, which was part of the bathrooms and ADA shower.

Increase in Contract Price
The plans did not include a fiber-reinforced polymer (FRP) for the bathroom walls, shower, and mop bucket area. This change order was added at the city's request. This FRP will greatly help keep the walls clean for many years.

After realizing that the power rollup garage doors would not fit above the opening, they were replaced with sectional, manually operated doors. Because the power openers were removed to lower the total cost, extra hardware was needed to make the garage doors functional, which only slightly decreased the price. 3 44 of 143

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager

DATE: June 3, 2025

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Approve Change Orders to the City Security System Project in the amount not to exceed $116,240.00 to address Police Department technology requirements, funded through the Police Department Technology Equipment Program Grant, in addition to the Professional Services Agreement with American Business Machines approved on July 18, 2023.

Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to Approve Change Orders to the City Security System Project in the amount not to exceed $116,240.00 to address Police Department technology requirements, funded through the Police Department Technology Equipment Program Grant, in addition to the Professional Services Agreement with American Business Machines approved on July 18, 2023; and

2) Find that this action is not a project under the California Environmental Quality Act Guidelines; therefore, pursuant to Section 15061(b)(3), no environmental review is required.

Environmental Review:

Staff has reviewed the proposed for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Background:

On July 18, 2023, the City Council approved a Professional Services Agreement with American Business Machines (ABM) for the City Security System Project in the amount of $367,385.89, with an authorized contingency of $37,000. The purpose of this Project was to modernize and replace the City’s outdated video management system (VMS) and surveillance camera infrastructure.

STAFF REPORT
City of Wasco

52 of 143

Since that time, the operational needs of the newly established Wasco Police Department have evolved significantly, requiring the addition of critical security infrastructure that was not foreseen during the initial project planning.

With the Police Department’s critical role in protecting the community, it’s important that their facilities have up- to-date, reliable, and secure surveillance and access control systems. As the Department continues to grow, these additional systems are needed to support its daily operations and help ensure the safety of its officers, its equipment, and the residents it serves.

The proposed Change Orders are in addition to the Professional Services Agreement with ABM, approved on July 18, 2023, and address solely the Police Department's specific needs using dedicated grant funds.

Discussion:

Since the project began, Staff has issued four (4 ) Change Orders directly relat ed to the Police Department facility needs. These Change Orders, summarized below, include the installation of additional cameras, expanded access control, and system enhancements necessary for the Police Department’s operations.

These changes will be fully funded by the Police Department Technology Equipment Program Grant, with costs not to exceed $116,240. This grant was not part of the original project budget and allows the Police Department's upgrades to move forward without using the City’s previously allocated capital improvement funds.

Change Order(s) Summary:

Change
Order # Description Amount
CO #1 Installation of 7 access control badge readers for the Wasco Police Department, including device licensing,
hardware, and labor for setup and configuration.
$26,013.20
CO #2 Purchase of 1 security camera, device license, and labor for installation and setup at the Courthouse for use by PD staff.
$2,042.74
CO #3 Purchase of 7 security cameras, long-range network radio, conduit mast, and labor for installation and configuration at the Police Activities League (PAL) building.
$4,055.11
CO #4 Install 1 CAT6 cable from the IDF to a door controller and camera, with surface raceway. Provide labor to install and integrate a door control unit into the City’s security system, and install and configure 1 CCTV camera into the existing video management system.
$7,313.00
Total $39,424.05

These additions were not part of the original project scope, but they are important to support the safety, security, and day -to-day operations of the Police Department’s facilities. Approving this change order will allow the work to move forward using the 53 of 143
dedicated grant funds, without impacting the City’s previously approved capital improvement budgets.

Fiscal Impact:

Funding for these PD-specific additions in the amount not to exceed $116,240.00 will be fully funded through the Police Department Technology Equipment Program Grant. This grant was not included in the original project funding plan and will cover all additional costs associated with these change orders. Appropriate adjustments to the existing Capital Improvement Project budgets (20225, 20226, 23016, and 23025) Funding Sources are required with approval of this item.

3. PURPOSE
The current Citysurveillance system is over 10 years old. The software and cameras are no longer supported by the manufacturer. Several cameras have experienced issues and are on borrowed time. The current camera system operates and stores video footage on physical servers that are also obsolete. This has resulted in difficulties reviewing and downloading footage when necessary. An updated Video Management System ( VMS) will provide a more secure and full-featured foundation for the City’s surveillance infrastructure. Many existing cameras will simply be reassigned to the new VMS which will also allow significant expansion over time.

The Cityof Wasco is seeking proposals from qualified and experienced Proposer in designing, implementing, and supporting an integrated Centralized Video Management System with Access Control, integration of existing City Cameras, and installation of new cameras for the City’s buildings, properties, and transit vehicles.

This RFPincludes a Base Proposal and a number of Itemized Additional Installations. The final Inclusion or exclusion of Base and Itemized items are subject to CityCouncil approval and budget constraints.

The Base Proposal includes:

AVideo Management System (VMS) that can be controlled through one centralized online platform, with local server storage or cloud storage options for up to 30 days with the ability to save desired footage for up to a year, and to export video when needed for evidence, training or other permanent retention. Storage capability must be flexible to allow future expansion of the camera system and changes in retention policies and practices.;
VMSshall support a unified web client (UWC) for access control and video.

Support for automatic license plate recognition ( ALPR) either integrated or external is desired.

Support for analytics capabilities, either integrated or add-on is desired.

Implementation of Access Control features at City Hall (2-external, 2-internal) including door strike installation;
Integration of existing, and installation of additional Surveillance cameras at six (7) City buildings within the current network, including replacement of non-operating cameras.; Integration of existing wireless, solar camera “ Pods” ( 8 x 2 cameras) at various street and alley locations;
Optional: Specification, installation, and integration of Surveillance cameras in transit vehicles.

The Itemized Additional Installations include:

Cameras ( number to be determined) at one ( 1) Citybuilding site (Pioneer Building) currently out of network.;
Twelve (12) current and future Citywell sites;
Three (3) current sewer lift station locations;
Up to (7) transit/ bus stop locations -- Tentative Locations; Cameras ( number to be determined) at the Amtrak Pedestrian Tunnel Facility; Cameras ( number to be determined) at the Poso Underpass Facility; Prices quoted shall be all-inclusive and represent complete installation that includes labor cost, equipment, and testing of system features, functions, and capabilities. 85 of 143
Cityof Wasco RFPCitySecuritySystem Page | 6
Proposers who call City Hall to obtain the RFP packet are added to the “ Plan Holders List”. Any issued addendums will be on the City’s RFPweb page and emailed to those on the Plan Holders List. The selected Proposer shall be responsible for all parts, labor, and all other associated apparatus necessary to completely install, configure, test, and turnover Surveillance Systems for acceptance by the City. These requirements willbe covered at the mandatory Site Walk.

Attachment A” Scope of Work – The Base Proposal
The current Citysurveillance system is over 10 years old. The software and cameras are no longer supported by the manufacturer. Several cameras have experienced issues and are on borrowed time. The current camera system operates and stores video footage on physical servers that are also obsolete. This has resulted in difficulties reviewing and downloading footage when necessary. An updated Video Management System ( VMS) will provide a more secure and full-featured existing foundation for the City’s surveillance infrastructure. Many existing cameras will simply be reassigned to the new VMS which will also allow significant expansion over time.

The Cityof Wasco is seeking proposals from qualified and experienced Proposer in designing, implementing and supporting an integrated Centralized Video Management System with Access Control, integration of existing CityCameras, and installation of new cameras for City’s buildings, properties, and transit vehicles.

This RFP includes a Base Proposal and a number of Itemized Additional Installations. Final Inclusion or exclusion of Base and Itemized items are subject to CityCouncil approval and budget constraints.

This Section specifies the requirements for the Surveillance System for the City. Every Proposer responding must quote a full solution, including a server and storage unit(s) system sufficient to facilitate at least 30 days of storage with a minimum 100% growth capacity. Proposers shall identify the operating software ( i.e. standard Intel-based server and storage components), the operating system for the Digital Video Recording software, how the control systems willbe hosted, and how the proposed solution willfunction at properties where City’s network servers are not near. Alternatively, if the Proposer is proposing a Cloud-based storage or hybrid system this should be clearly noted in the bid response.

The Base Proposal Scope of Work includes:

A Video Management System (VMS) that is controlled through one centralized online ( preferred) platform, with local server storage and/ or cloud storage options for up to 30 days with the ability to save desired footage for up to a year, and to export video when needed for evidence, training or other permanent retention. Storage capability must be flexible to allow future expansion of the camera system and changes in retention policies and practices.; Support for automatic license plate recognition ( ALPR) either integrated or external is desired.

Support for analytics capabilities, either integrated or add-on is desired.

Implementation of Access Control features at City Hall (2-external, 2-internal) including door strike installation;
Integration of existing, and installation of additional Surveillance cameras at six (8) City buildings within the current network, plus replacement of non-operating cameras.; Integration of existing wireless, solar camera “ Pods” ( 8 x 2 cameras) at various street and alley locations;
Optional: Specification, installation and integration of Surveillance cameras in transit vehicles. 98 of 143
