SUBJECT: Adopt a Resolution Approving the Amended Salary Schedule for the Fiscal Year 2025- 2026 in Compliance with the California Public Employees’ Retirement System (CalPERS) Requirement for Publicly Available Pay Schedules.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Approving the Amended Salary Schedule for the Fiscal Year 2025-2026 in Compliance with the California Public Employees’ Retirement System (CalPERS) Requirement for Publicly Available Pay Schedules. 2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c) (3), no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance wi th the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity wh ich does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Discussion:
The Salary Schedule presented for Council review tonight contains the internship position that was previously omitted from the salary schedule presented on June 17 th, 2025. Which,
included the 4% COLA increase per the Memorandum of Understanding for SEIU, WPOA, and non-represented staff members. The table below outlines all those positions titles, the effective change, and the salary ranges proposed for the position s in addition to the internship position.

On June 17, 2025, the City Council adopted Resolution No. 2025 -4225, approving the Fiscal Year 2025–26 Opera ting and Capital Improvement Program Budget. After the adoption of the budget, staff identified a requirement in a newly enacted state law, 195 of 200
Assembly Bill 2561 (AB 2561), that creates additional legal requirements for public agencies under the Meyers-Milias-Brown Act (MMBA), including the City of Wasco.
Effective January 1, 2025, AB 2561 (Government Code Section 3502.3) requires public agencies to have a presentation of vacancy-related data and an analysis of recruitment efforts at a public hearing held prior to the adoption of any annual or multiyear budget.
Although notice of the public hearing and preparation of the reports were completed, the presentation was not scheduled prior to the June 17 budget adoption process, which means corrective action is now necessary to bring the City into compliance with this new law.
To ensure legal compliance, the City Clerk has published notice of a public hearing, and the Human Resources Department has presented the required information to the City Council in a pres entation and any employee bargaining unit. Following the public hearing, the City Council is now asked to re-adopt the FY 2025–26 Budget in accordance with state law.
Discussion:
To comply with AB 2561, the City of Wasco must implement the following steps:
General Compliance Requirements (Applies to All Agencies).
1. Track all job vacancies within the organization.
2. Present vacancy-related information at a public hearing before the City Council at least once per fiscal year and prior to the adoption of the annual or multiyear budget.
3. Include the following information in the public hearing presentation:
a. Number of posted job openings.
b. Number of candidates interviewed.
c. Eligibility lists created.
d. Conditional offers extended.
e. Overview of recruitment and retention efforts.
4. Identify any policies, procedures, or recruitment activities that may be creating obstacles in the hiring process.
5. Discuss potential changes or strategies to remove those obstacles and improve recruitment success.
Additional Requirements if a Bargaining Unit’s Vacancy Rate Exceeds 20% (Wasco’s vacancy rate(s) do not exceed 20%)
If requested by a recognized employee organization, the City must also present:
1. The total number of job vacancies within the bargaining unit.
2. The total number of applicants for those vacant positions.
3. The average number of days to complete the hiring process from job posting to offer.
4. Opportunities to improve compensation and other working conditions that could support recruitment and retention.

Revisiting the FY 2025–26 Budget and conducting the required public hearing ensures full compliance with AB 2561, promotes transparency, and supports Wasco’s ongoing commitment to sound labor relations and responsible governance.
NEXT STEPS
Following the public hearing, staff will bring forward a resolution for the re -adoption of the Fiscal Year 2025– 26 Operating Budget and the 2025–2030 Capital Improvement Program. This action ensures compliance with state law and affirms the City’s commitment to transparency and responsible fiscal management.
Upon Council re-adoption, staff will continue to work on finaliz ing the adopted budget documents to departments, and both the Operating and Capital Budget books will be published on the City’s website for public access.
