10) NEW EMPLOYEE POLICE DEPARTMENT BADGE PINNING CEREMONY FOR:
a. Police Lieutenant Lloyd Galutira
Police Chief Fivecoat presented the newly appointed Lieutenant Lloyd Galutira for the badge-pinning ceremony.
City Clerk Maria O. Martinez administered the oath of office to Lieutenant Lloyd Galutira.
b. Recognition Chief of Police Fivecoat
Mayor Medina presented the recognition to Chief of Police Fivecoat Mayor Medina recessed for a 5-minute break at 6:49 p.m.
Mayor Medina reconvened the meeting at 6:59 p.m.
11) PUBLIC SAFETY REPORTS
a. Kern County Fire Department (Appleton)
Chief Appleton presented an active fire report.
b. Wasco Police Department (Mora)
Chief Mora gave a presentation on recent crimes.
CITY COUNCIL BUSINESS:
12) CONSENT CALENDAR:
The Consent Calendar consists of items that are routine and noncontroversial, in the staff's opinion. These items are approved in one motion unless a Council Member or member of the public requests the removal of a particular item.
a. Receive and File department payments totaling $ 1,938,270.53
b. Approval of City Council Minutes for:
1. August 19, 2025, Regular meeting
c. Council finds this action is not a “project” defined under section 15378 of the CEQA Guidelines; Adopt a Resolution Authorizing the City Manager or Designee to Execute a purchase order(s) in an amount not to exceed $70,000.00 with AV Water Technologies for the purchase of Residential and commercial water meters.

Mayor Medina reminded the Council of the Kern EDC's 37th Annual Dinner, scheduled for September 10, 2025.

17) REPORTS FROM THE CITY MANAGER:
• There is a need to convene the Legislative ad-hoc to discuss pending Legislation items.
• There was a recommendation to curtail the dial -a-ride services for the cooling center as it was not utilized; however, continue to stay with the commitment to open the cooling center when the forecast is above 105 degrees. Only in Extreme situations would there be a cooling center for the entire weekend. For now, we can operate the center on Saturdays but not on Sundays. - There was a consensus of the City Council.
• Reminder that the Community Breakfast at the State Prison is scheduled for 9 -3- 2025
• SNIP event is scheduled for 9-3-2025 at 9 am
