TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director

DATE: October 21, 2025

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Approve and Execute a Purchase Order for the Acquisition of a Smooth Drum Roller from Coastline Equipment in an amount not to exceed $60,000.00.

Recommendation:

1. Adopt a resolution a uthorizing the City Manager or designee to approve and execute a purchase order for the acquisition of a smooth drum roller from Coastline Equipment in an amount not to exceed $60,000.00; and

2. Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA). It has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Discussion:

Under this year's Capital Improvement Plan, adopted by the City Council, project No. 26007 has allocated $50,000 for the purchase of a new smooth drum roller. Acquiring this unit will benefit the city as it can be used for various applications, including but not limited to asphalt paving and repairs of utility cutouts, which are common when fixing water and sewer leaks.

This equipment will complement the asphalt zipper and the upcoming paver once selected and purchased. The roller will be used for preparing and compacting the subgrade, as well as rolling hot and cold asphalt for both minor and major projects. A quote from Coastline Equipment for $57,408.42, including taxes and freight, was obtained

STAFF REPORT
City of Wasco

through Sourcewell Contract #060122-BA. This unit would help us save on renting a roller each time staff needed one and improve the restoration of utility cutouts for water and sewer repairs that city staff perform on a regular basis.

Fiscal Impact:

Project 26007 has an allocation of $50,000.00 for this year's purchase of this unit. A budget transfer from water enterprise reserves would be requi red to cover the amount exceeding $50,000.00.

DATE: October 21, 2025

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Sign and Execute an A greement with J.L. Plank, Inc. for the HSIP – HWY 46 Street Crossing Project in an amount not to exceed $425,500.00 and allow the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $40,000.00.

Recommendation:

Staff recommends that the City Council:
1) Adopt a resolution authorizing the City Manager or designee to sign and execute an agreement with J.L. Plank, Inc. for the HSIP – HWY 46 Street Crossing Project in an amount not to exceed $425,500.00, and allow the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $40,000.00, and

2) Find that this Project is classified as categorically exempt pursuant to CEQA Section 15301c. No environmental review is required.

Environmental Review:

Staff has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that the Project is categorically exempt pursuant to CEQA Section 15301c because the project improves the safety of pedestrians crossing at a non-signalized intersection.

Background:

As part of a Local Road Safety Plan conducted, the crosswalk located at the intersection of Poplar Avenue and Highway 46 was identified as a safety hazard. The plan recommended installing crosswalk enhancements to bring the crosswalk up to a higher level of safety.

Currently, the location has a Rapid Rectangular Flashing Beacon (RRFB) system in place to assist with pedestrian crossings. This method has been proven by practice to not be optimal at thi s location. The safety enhancements of the proposed system include an overhead signal system much like what was installed on Palm Avenue a few years ago.

STAFF REPORT
City of Wasco

35 of 50
It is Staff’s hope that the proposed system will greatly improve the safety of the existing crossing.

Discussion:

A request for proposal was issued on August 15, 2025, with the bid opening scheduled for September 18, 2025.

One bid was received for this project, as seen in the attached bid summary. JL Plank, Inc.

DBA Cen -Cal Construction was determined to be the lowest responsive bidder while meeting all the necessary requirements the bid request specified.

Due to the lack of competitive bidding in this Project, Caltrans Local Assistance Staff was contacted to verify our process to proc eed with procurement. Staff w ere advised to conduct research to determine whether or not the Project needed to be rebid.

After reviewing plan holders' lists, advertisements, pre -bid meeting info , etc. Staff determined that multiple Contractors were aware of the Project and had ample opportunity to bid on the Project, but decided not to. It is Staff’s determination that the majority of possible bidders did not want to deal with the requirements set forth by the Projects being located on Caltrans Right of Way.

Fiscal Impact:

Funds were allocated as part of 2024’s CIP project number 24004. The Project budget allocated $ 489,278.00 for Construction. With an award of $ 425,500.00, plus $ 40,000.00 available for change orders, the Project still falls well within the budgeted amount. No budget action is required with approval of this item.

Community Development Department
Quarterly Development Report
October 2025

As a general reminder, the City does not own commercial property, build commercial projects , or decide which companies or national retailers get to locate here. The City acts as both a regulator and facilitator for companies and businesses that want to locate in Wasco because they believe, based on their market research, that they will be succes sful here. The development process is multi-faceted and complicated, with the City being just one player.

The projects shown below are listed by their current phase in the development process as follows:

1. Planning approval only – These projects have general land use and site plan approval.

They may or may not proceed into the next phase of development.

2. Plan Check – These projects have submitted construction plans for plan check. These projects are more likely to move on to construction, but that is not always the case. There is still the possibility that the developer tables the project for any number of reasons.

3. Under Construction or Fully Permitted – These projects are moving forward with approved plans, and the City conducts inspections to ensure that the project is being built in accordance with the approved plans. The speed at which a project is completed varies greatly and is dependent on a number of factors.

4. Recently Completed Projects – These projects receive a final inspection and certificate of occupancy from the City and are ready for a ribbon cutting if requested by the developer.

City of Wasco Homeless Outreach
Service Acceptance Report
Period: June – September 2025

Month Total
Clients
Accepted Services Acceptance Rate (%)
June 21 16 76%
July 23 18 78%
August 22 20 91%
September 21 15 71%

Key Insights
- Ongoing outreach remains strong. Every individual continues to receive consistent follow-ups, ensuring no one is left without engagement even as overall numbers shift. - Acceptance rates are solid. Service acceptance averaged 79% across the four-month period, peaking at 91% in August, which reflects a growing trust in our services. - Team effectiveness. The Homeless Outreach Coordination and Task Force team continue to excel in connecting individuals and maintaining regular contact that leads to service acceptance. - Client progress. The monthly reported figures include both new and repeat clients. Repeat contacts demonstrate steady progress, with individuals moving closer to saying “yes” to services through continued outreach.

Conclusion: The numbers highlight meaningful progress and steady engagement. Lower overall totals do not reflect disengagement — instead, they represent clients requiring fewer new contacts as follow-up efforts and consistent outreach bring them closer to stability and long- term solutions

and public space beautification efforts on locally owned public right -of-way while creating workforce development opportunities for individuals facing barriers to employment.

Through competitive grants, the program provides funding to local agencies (including federally recognized tribal governments) to conduct targeted litter cleanup and graffiti removal activities, complemented by educational and engagement efforts that foster community pride and long-term maintenance. The program places strong emphasis on serving disadvantaged and underserved communities.

A core component of this program is the creation of employment pathways through partnerships with workforce development organizations or the use of existing employment development departments. These partnerships w ill connect justice - impacted individuals, those experiencing homelessness, at -risk youth, and others with meaningful job training and paid transitional employment opportunities focused on litter abatement, landscaping, and environmental stewardship.

The City plans to seek funding to support litter and graffiti removal efforts and to create job training programs for at-risk youth involved in the Police Activities League (PAL). The focus will be on providing youth with opportunities to develop job skills thro ugh community cleanup projects and summer internships working with the Public Works Department on litter pickup, landscaping, and graffiti removal.

By integrating cleanup, workforce development, and community engagement, the City of Wasco Police Activitie s League (PAL) Program seeks to create cleaner, safer, and more equitable public spaces throughout Wasco.

Grant amounts range from $50,000 to $200,000.00, and the application deadline is November 1, 2025. The proposal implementation period is from April 1, 2026, to April 1, 2027.

Fiscal Impact:

No match is required. No budget action is required with approval of this item.
