En

In 2021, the City Council approved a resolution authorizing the City Manager to enter into an agreement with QUAD KNOPF Inc. (QK) for on call environmental consulting services and in 2023, the City Council authorized a two -year extension to this agreement. Keri Cobb
Community Development Director
City of Wasco
419 W. Murray Avenue
Visalia, CA 93291
Subject: NEPA Support Services – Well #16, Wasco, CA
Dear Ms. Cobb:

Thank you for contacting QK for assistance with the above-mentioned project. The City of Wasco ( City) intends to seek United States Department of Housing and Urban Development/Community Development Block Grant (HUD/CDBG) funds for the proposed project . Non-entitlement funds are administered through the California Department of Housing and Community Development (HCD/CDBG); however, compliance with the National Environmental Policy Act (NEPA) must be met. QK has put together the following proposal for the preparation of the supporting technical documents.

PROJECT UNDERSTANDING
The project includes the construction of Well #16, located on the southeast corner of Poso Drive and Central Avenue in Wasco, California. This well was originally environmentally reviewed as a part of a larger water project undertaken by the City in 2021, and compliance with the California Environmental Quality Act (CEQA) has been met.

Subsequently, the City sought a State Revolving Fund Clean Water grant administered through the State Water Resources Control Board. Additional environmental review was conducted to comply with federal Cross-Cutters requirements.

Based on our conversation, in order for the HUD/CDBG to approve funding for the proposed project, we anticipate that compliance with NEPA can be met through the preparation of a standard Part 58 Environmental Assessment (EA), and a Categorical Exclusion (Cat Ex) will be issued by the funding agency. We have a full Air Quality Conformity Analysis (AQCA), a Biological Assessment (BA), and a Cultural Resources Assessment (CRA) from the 2021 project.

It was determined that these studies are sufficient for use in the EA. If later new studies required, we will be happy to provide a scope of work and cost estimate for that new work.

APPROACH/SCOPE OF SERVICES
In accordance with our understanding regarding the project, QK proposes the following scope of work:

TASK 1.0 ENVIRONMENTAL ASSESSMENT FOR CATEGORICAL EXCLUSIONS QK will prepare an EA following the HUD Part 58 EA format , which characterizes the environmental setting surrounding and affected by the proposed projects, to identify significant impacts attributable to the project, and to develop any necessary mitigation measures designed to reduce any identified potentially significant project impacts on the environment to less -than-significant levels. The EA identifies environmental impacts of a land development action and analyzes a broad set of parameters , including air quality, biodiversity, cultural resources, environmental risk management, farmlands, wetlands, air, and hazardous substance issues.

Exhibit B
1 of 124
Keri Cobb – City of Wasco Page 2 of 3
January 11, 2026
An E A must include a detailed description of the project, including location; information identifying the project's environmental effects, if any; discussion of suggested means of mitigating these effects, if any are identified at this stage of the NEPA process; and an examination of whether the project would be consistent with existing plans, or other applicable land use controls. Issues anticipated to be addressed in the EA include:
• Project Description and Location
• Land Use and Ownership
• Farmlands
• Biological Resources
• Cultural/Historical Resources
• Wetlands
• Floodplains
• Coastal Areas
• Important Farmland
• Environmental Risk Management
• Wild and Scenic Rivers
Deliverable:
• Environmental Assessment package in Word and PDF formats TASK 2.0 AGENCY COORDINATION AND SUPPORT
QK will coordinate with City and CDBG staff as necessary to verify that the EA is drafted to meet their requirements and technical documentation is submitted in a timely manner.

SCHEDULE
The EA will be prepared within three weeks and ready to be submitted with the backup documents to HUD/CDBG for review and approval.

FEE ESTIMATE
Task 1.0 will be billed on a Fixed Fee (FF) basis , and Task 2.0 will be billed on a Time-and-Materials (T&M) basis as shown below.

Task Description Fee Type Fee Amount

1.0 Environmental Report for Categorical Exclusions FF $8,225

2.0 Agency Coordination and Support T&M $4,250
Total Estimated Fee $12,475
Notes:

1. Expenses for reproduction, mailing, mileage, etc., are billed per our attached Charge Rate Schedule.

2. All time-and-materials fees will be invoiced monthly based on the level of effort in terms of hours relative to our Charge Rate Schedule.

3. When a Task is set on a time -and-materials fee basis, it signifies that it is not possible to accurately predict the amount of work effort required, typical of on-call type services. QK will work with the client to set expectations where applicable.

4. Tasks billed by fixed fees will be invoiced monthly based on the percentage of work completed.

5. Additional Services requested in writing and approved by the client will be provided on a T&M basis.

6. The Fee Estimate is good for a period of 90 days from the date of the proposal. After 90 days, the Fee Estimate is subject t o change. 1 of 124

EXCLUSIONS AND ASSUMPTIONS
It is assumed that the updated technical reports and the existing studies will be sufficient to meet HUD /CDBG requirements. If new studies or other technical documents are required , QK is available to prepare them for an additional fee; however, the schedule may need to be extended. A new scope of services and fee estimate will be prepared for approval. No other tasks or activities outside of what is outlined above are included in the proposal and fee estimate.

AUTHORIZATION OF SERVICES
In order to authorize the services described herein, please send us a Purchase Order or a Notice to Proceed .

Typically, we can begin our services within one business day of the time authorization is received, depending on the client's needs and schedule constraints.

Thank you for the opportunity to propose on this project. If you have any questions or would like to discuss this proposal further, please contact Jaymie Brauer at (661) 616 -2600. We look forward to working with you on this important project.

Bac
kground:

The Wasco Police Department routinely investigates a wide range of felony and misdemeanor cases, including attempted murders, sexual assaults, robberies, drug sales, firearm-related offenses, and other violent crimes. Successful investigations rely heavily on effective interviewing techniques when speaking with victims, witnesses, and suspects.

Science-based interviewing has become a best-practice approach used by modern law enforcement agencies to improve interview quality, reduce false information, and enhance rapport-building strategies. As investigations grow more complex, specialized training in this area is essential for improved case outcomes and prosecutorial success.

Di
scussion:

A 24-hour Intro to Science-Based Interviewing training course (CCN: 1345-31453-25- 005) will be held from January 27-29 , 202 6, in the City of Commerce . This course provides instruction in ethical and evidence -based interviewing methods, planning structured interviews, rapport building, and applying scientifically supported techniques proven to increase accuracy and reliability of information gathered during investigations.

The requesting officer has investigated numerous complex and high -profile cases.

Attending this course will strengthen their investigative capabilities and help ensure future cases are handled using modern, professional, and defensible interviewing methods .

This training directly supports the department’s mission to enhance public safety, improve investigative outcomes, and maintain high standards of professionalism. The skills gained will improve interview quality, reduce investigative gaps, and contribute to stronger case filings with the Kern County District Attorney’s Office.

Th
e estimated cost for attendance, including registration, lodging, and travel, is between $1,000 and $1,500.

Fi
scal Impact:

The cost of the travel and training will not exceed $1500.00 The adopted FY 2025- 2026 Operating Budget contains sufficient funding to cover this expense; no budget action is required.

Public safety dispatchers serve as the first point of contact for emergency and non - emergency calls and play a critical role in officer safety and effective emergency response. The Commission on Peace Officer Standards and Training (POST) requires newly hired public safety dispatchers to complete a POST -certified Public Safety Dispatcher Academy to meet statewide training standards.

Th

Di

The POST -certified Public Safety Dispatcher Academy is designed to introduce newly selected dispatchers to the essential roles, responsibilities, and duties of a public safety dispatcher within a law enforcement agency. The academy fulfills the basic train ing requirements established under POST Regulation 1018 and Commission Procedure D-1-5.

Th
e course curriculum includes instruction in dispatcher liability, call-handling procedures, radio communications, vicarious trauma awareness, wellness management, and the wide range of responsibilities handled by public safety dispatchers. Bac

In 2025, City Council approved a contract with United Pipe and Steel Fabrication to provide and install steel carports for transit purposes at the Well 14 site. The Project # is 25021 in the approved capital improvement program budget.

Di
scussion:

While the Project was originally estimated not to exceed $30,000.00 of TDA funds, there were two hurdles that came up during construction which caused a cost increase of $7,058.08.

STAFF REPORT
City of Wasco
1 of 124

1. Pr
ior to the project starting , the Contractor was required to submit structural calculations as part of their submittals. While the Public Works Department was responsible of the Construction process, Transit Department took care of the bid process for this Project. Transit Department had provided a design for the Contractors that was assumed to be the design that they would use for Construction. To properly execute the project, structural calculations were necessary, but the Contractor had assumed they could just use the design provided in the bid documents from the Transit Department. Because of this mix - up, the Contractor agreed to split the cost of the structural calculations. This is reflected in the attached cost proposal.

2. As
sociated with the structural calculations (and some site conditions) were changes from the design that were provided to the Contractor at bid time. To comply with structural requirements, the provided structural calculations and site conditions, additional work was required to be performed on the structure that was not shown in the plan provided with the bid. These changes include additional supports to meet structural requirements and changes to the legs of the structure to allow the structure to sit level on the existing sloped ground.

Fi
scal Impact:

The City Council approved the Well 14 Carport Project #25021 to install carport style steel structures at the Well 14 site to be utilized by the Transit Department near the newly installed chargers. The Project has exceeded the original project budget and as such a budget transfer not to exceed $10,000.00 is necessary.

Background:

On January 26, 2023, the City entered into an agreement with the Housing Community Development (HCD) to implement the 21 -CDBG-PI-00032 City of Wasco ADA Sidewalk and Street Light Improvements project. With this, the City moved forward with the project.

On September 3, 2024, the City Council approved a contract with Cen-Cal Construction to perform the improvements. The project was completed on March 17, 2025, and accepted by the City on April 1, 2025.

At the start of the project, the City received $517,614.00 in program income from the Community Development Block Grant Program. Later, the City submitted program income reports, adding an additional $159,647.72 to the project, bringing the total to $677,261.72 of the $683,248.97 needed to complete the project. The deficit was then covered by TDA monies.

The project included installing thirteen new streetlights, adding sixteen ADA corner ramps, replacing six stop signs, restriping stop limit lines, street markings and replacing four catch basins in the neighborhood bordered by Broadway, D St, 16th St, and 13th St.

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.
