STAFF REPORT
CITY OF WASCO
TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
Maria Lara, Assistant City Manager
DATE: February 3, 2026
SUBJECT: Adopt a Resolution Authorizing the Execution of the FY 2024 -2025 Certifications and Assurances and Authorized Agent Forms for the Low Carbon Transit Operations Program (LCTOP) for the following Project: New Transit Operating and Maintenance Facility, $43,443.00. _____________________________________________________________________________________ Recommendation:
Staff Recommends The City Council:
1) Adopt a Resolution of the City Council of the City of Wasco authorizing the execution of the Certifications and Assurances and Authorized Agent forms for the Low Carbon Transit Operations Program (LCTOP) for the following project: New Transit Operating and Maintenance Facility; and
2) Find the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is, therefore, not subject to review under CEQA.
Environmental Review:
This action is not a project within the meaning of CEQA Guidelines Section 15378 and is, therefore, not subject to CEQA since it does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the City to a definite course of action concerning a project since the action authorized herein may lead to the negotiation of a grant agreement. This proposed activity is, therefore, not subject to CEQA. Any future action related to this approval that constitutes a project will be reviewed for CEQA compliance.
Background:
The Low Carbon Transit Operations Program (LCTOP) was created to provide operating and capital assistance for transit agencies to reduce Greenhouse Gas (GHG) emissions and improve mobility, with a priority on serving disadvantaged communities (DACs). Per Public Resource Code 75230 (f) (1-3), monies for the program shall be expended to provide transit operating or capital assistance that meets any of the following:
1. Expenditures that directly enhance or expand transit service by supporting new or expanded bus or rail services, new or expanded water -borne transit, or 1 of 42
expanded intermodal transit facilities, and may include equipment acquisition, fueling, and maintenance, and other costs to operate those services or facilities.
2. Operational expenditures that increase transit mode share.
3. Expenditures related to the purchase of zero -emission buses, including electric buses, and the installation of the necessary equipment and infrastructure to operate and support these zero-emission buses.
Caltrans, in coordination with the California Air Resources Board (CARB), will review each project to determine if the project supports at least one of the above- listed criteria, decreases GHG emissions, and benefits low- income households, low -income communities, and/or a DAC (also known as Priority Populations).
The City of Wasco is working on a New Transit Operating and Maintenance Facility Project.
The project aims to support the Dial-a-Ride Transit Department by providing the necessary fueling infrastructure for electric, CNG, and gasoline buses. The facility will be situated on the southeast corner of Filburn Street and Central Avenue.
This resolution authorizes the submission of the application for LCTOP funds and the City Manager's execution of the Certifications and Assurances and Authorized Agent forms.
Fiscal Impact:
The City of Wasco will have four fiscal years from the project award date to expend funds. For rollover funds, the four-year period begins with the last rollover year in which funds are accrued.
Lead Agencies cannot expend LCTOP funds on costs incurred before LCTOP award/approval. LCTOP is not a reimbursement program; funds are awarded annually , upfront, for expenses approved and outlined in the Allocation Request that will be incurred after the project is awarded.
The City of Wasco must track interest earned on LCTOP funds. Project Activity Reports (PAR) must include interest earned for each project. Interest on LCTOP funds must be used in the same manner as principal. Interest remaining after a project has been completed can only be applied to an approved LCTOP project.

Scott Hurlbert to attend the League of California Cities City Leaders Summit on April 22 – April 24, 2026, in Sacramento, California. and
2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378; no environmental review is required.
Environmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA). It has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environme nt; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Discussion:
The League of California Cities City Leaders Summit is an event where city officials can influence policy in the Capitol and gain leadership skills and offers city officials exceptional opportunities to meet with legislators to advocate for cities’ top priorities, as well as participate in peer-to-peer discussions and in-depth sessions covering the diverse issues facing cities. The preliminary conference schedule for the League of California Cities City Leaders Summit is attached.

DATE: February 3, 2026
SUBJECT: Conduct a Public Hearing and Adopt a Resolution A uthorizing the Submission of Community Development Block Grant (CDBG) application(s) to the State of CA . Department of Housing & Community Development (HCD) for funds not to exceed $300,000.00 for a Public Service activity, and not to exceed $3,300,000.00 for a Project activity, and authorize the City Manager or D esignee to execute a standard agreement and any amendments thereof.
Recommendation:
Staff recommends the City Council:
1) Conduct a public hearing and adopt a resolution authorizing the preparation and submission of up to two (2) CDBG applications, for funds not to exceed $300,000.00 for a Public Service activity, and not to exceed $3,300,000.00 for a Project activity, and authorize the City Manager or Designee to execute a standard agreement and any amendments thereof; and
2) Find that the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is, therefore, not subject to review under CEQA.
Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.
Background:
On December 15, 2025, HCD released a Notice of Funding Availability ( NOFA) announcing approximately $27 million in CDBG Program funds from the 2025 funding
STAFF REPORT
City of Wasco

allocation. Applications may be submitted to HCD beginning 02/02/2026 through 04/03/2026, in a competitive application process.
Eligible activities shall benefit low- and moderate- income Californians and include:
Public Facility and Public Improvement projects , Public Service programs, Planning Studies, Economic Development Business Assistance, Housing Assistance Programs (Single-Family Homeownership Assistance, and Single-Family Housing Rehabilitation), and Microenterprise activities. The City may apply for a maximum of up to three (3) activities for an overall amount not to exceed $3,600,000.
Discussion:
The City anticipates applying for CDBG funds under the 2025 NOFA for two (2) activities:
1. A Public Service activity in which funds will be used for operating costs of the Police Activities League (PAL) youth center, in an amount not to exceed $300,000.00.
2. A Public Infrastructure Project activity in which funds will be used for improvements of the local water system through the construction of a 1 .5-million-gallon Water Storage Tank that would be an extension of future well site No. 16. The addition of the water storage tank directly addresses the city’s water system pumping constraints by increasing the system’s pumping capacity by at least 1000 gallons per minute, which equates to potentially 400 new dwelling units (1000 gpm/2.5 gpm per dwelling unit). The new water storage tank will be located at the SE Corner of Central Avenue and Poso Avenue, in an amount not to exceed $3 .3 Million.
CDBG Program regulations require that the City conduct a public hearing on all CDBG - related matters to provide for and encourage public participation, particularly by low- and moderate-income persons residing in areas where CDBG funds are used. Therefore, when the public hearing is opened, the public will be invited to comment on the City’s proposed submittal of the 2025 CDBG Grant applications and to make their comments known on the proposed activities.
A public notice was published on January 22, 2026, in the Wasco Tribune and posted at the Planning Development office, City Hall, the Police Department Bulletin Board, the City Website, and on Social Media Platforms, notifying the public of this public hearing.
In addition, the City hosted two public workshops on January 14, 2026, and January 15, 2026, and is conducting a survey to gather community input. The City also informed the public of its intentions, current needs, and priorities for continued growth and prosperity.
When the Public Hearing is opened, citizens are encouraged to ask questions and/or comment on the proposed activities/application or on any aspect of the CDBG Program.
Citizens are also invited to submit written comments to the City or to review informati on on the City’s CDBG Program at City Council Chambers, 746 8th Street, Wasco, CA 93280.
Write or contact Maria O. Martinez, City Clerk, at the same address.
Fiscal Impact:
The maximum Community Development Block Grant (CDBG) award is $3.6 million per entity and does not require a local match. The City of Wasco’s estimated cost for constructing the new water tank is approximately $3.6 million. Therefore, if awarded, the 1 of 42
city will need to cover any costs exceeding $3.3 million that are eligible. Council approval of such appropriation will be considered in a separate action.
