SUBJECT: Adopt a Resolution Authorizing The City Manager or designee to approve a purchase order with Bowman Asphalt in an amount not to exceed $340,625.00 for the Rehabilitation of Gromer Avenue and authorize the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $20,000.00
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or designee to approve a purchase order with Bowman Asphalt in an amount not to exceed $340,625.00 for the Rehabilitation of Gromer Avenue; and
2) Authorize the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $20,000.00; and
3) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
This action is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable ind irect physical change in the environment. The approval of this agenda item does not commit the City to a definite course of action regarding a project since the action authorized herein is a professional service agreement. This proposed activity is therefore not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for CEQA compliance.
Discussion:
Over the past several months, the City has received multiple complaints regarding the condition of Gromer Avenue. As these complaints came in, the Street Department did what it could to patch the deteriorated roadway. A plan was made to rehabilitate the
STAFF REPORT

roadway, but a pending private development on the North side of Gromer Avenue, just west of Annin, needed to complete its utility work before the roadway could be rehabilitated.
In the final week of March, the Developer completed their utility installations, but what remained of the Westbound lane of Gromer Avenue was mostly dirt, with some chunks of asphalt mixed in , and was too hazardous for motorists. Because of this, the Street Department Staff used the Asphalt Zipper to pulverize the asphalt & soil along Gromer Avenue and compacted the material in place as a temporary fix. They completed this work all the way from Annin to Palm Avenue. Doing so greatly helped the situation, but the material proved dusty when not kept watered.
Public Works Staff determined that the road rehabilitation needed to be completed as soon as possible to maintain a safe route of travel for motorists and avoid dust pollution.
As such, Engineering prepared a design, gathered quantities , and met with three Contractors which were to provide bids within 48 hours.
These three bids were received on April 1
st, and, as shown in the attached bid summary,
Bowman Asphalt, Inc. was determined to be the lowest responsive bidder while meeting all the requirements specified in the bid request.
The bid request included an alternative option to pave a thicker section of asphalt (4” instead of 3”). Bowman Asphalt, the low bidder, had a cost difference of ~ $57,000 to pave the roadway an additional inch. Due to the increasing amount of truck traffic along the roadway, the staff determined that it would be best to construct the roadway with the thicker asphalt section.
It should also be noted that this will be the first major roadway that will utilize the asphalt zipper’s pulverized material as a roadway base.
Fiscal Impact:
Project #20215 – “Citywide Pavement Preservation” has a remaining budget of $523,013.
This purchase order would leave us with sufficient funding to complete the project. No budget action is required with approval of this item.
