JECT: Adopt a Resolution Authorizing t he City Manager or Designee to finalize and Approve a Purchase Order for PG&E in an amount not to exceed $18,945.06 for the J Street Lighting Point of Service.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing The City Manager or designee to finalize and approve a purchase order for PG&E in an amount not to exceed $18,945.06 for the J Street Lighting Point of Service; and
2) Fi
nd that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Environmental Review:
Staff has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.
Discussion:
The original design of the Poso Avenue Underpass and J Street improvements included solar lights along J Street. At the time of the initial design, the City was still approving solar lights for installation in the public right of way, so the initial design was approved.
Wh
en the encroachment permit was later approved for Construction, Staff informed California Rail Builders that we were no longer permitting solar lights in the City right of way due to the cost of battery replacement. Because of the previously approved design and time constraints, Staff negotiated with California Rail Builders ultimately negotiating that they would install hard-wire streetlights and conduit, but since their schedule would not allow for waiting on PG&E to do the connection, the City would ta ke care of that part.
STAFF REPORT
City of Wasco
13 of 31
Once the lights were installed, Staff started working with PG&E to design a point of connection for the new lights. This point of connection design is now complete and has been determined to be near the intersection of 9th Street and J Street.
The invoice mentioned here is for PG&E’s cost to provide the point of connection and bring wire from an existing transformer to a box set by the City.
Fi
scal Impact:
Project #20214 – “Citywide Street Lighting Installation” has sufficient funding to cover the cost of the service connection.

JECT: Adopt a Resolution Authorizing the C ity Manager or designee to finalize and execute a purchase order with Toter, LLC, a subdivision of Wastequip, in the amount not to exceed $55,000.00 to purchase 740 – 95-gallon carts. _____________________________________________________________________________________ Recommendation:

Environmental Review:
Staff has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
Discussion:
Approximately 19 years ago, the City converted a large number of 300-gallon containers to 95-gallon carts. These carts are approaching or are at the end of their useful life and require replacement. Refuse carts begin to exhaust their useful life after 10 years. The City currently replaces damaged carts due to normal wear and tear at no cost to the resident. City staff strive to maintain a stock of carts to ensure healthy services to our customers. Staff notes that the turnaround time between order and deli very is approximately 4 to 6 weeks. To ensure proper and timely replacement of aging carts, staff suggest increasing their stock of carts at this time.
STAFF REPORT
City of Wasco
18 of 31
City staff have reviewed alternative purchasing options and identified that Toter currently has an active agreement with Sourcewell. In accordance with the City’s municipal code, the City may utilize joint powers agreements for procurement. The City is a member of Sourcewell. Sourcewell is a national joint power agreement that allows the City to make purchases without further competitive bidding.

SUB
JECT: Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Temporary Employment Agreement for a Summer IT Intern Through Kern Intern Connections, Subject to City Manager and City Attorney Review.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to Finalize and Execute a Temporary Employment Agreement for a Summer IT Intern Through Kern Intern Connections (KIC), Subject to City Manager and City Attorney Review; and 2) Fi
nd that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.
En
vironmental Review:
The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.
Su
mmary:
The Information Technology Department is requesting authorization to participate in the Kern Intern Connections (KIC) Program to hire one (1) Summer IT Intern for up to eight (8) weeks. The program provides local students with hands-on experience while reimbursing the city for a portion of intern wages. Participation will provide additional IT support at a reduced cost while supporting local workforce development. 24 of 31
Background:
The Kern Intern Connections (KIC) Program is administered by the Kern Economic Development Foundation and connects local employers with students seeking employment and hands -on experience in STEM -related fields. Intern candidates are recent graduates of the Regional Occupational Center (ROC) and the Career Technical Education Center (CTEC).
Students apply through a centralized process, and employers are matched with qualified candidates based on skill sets and application responses. The City retains full authority over interviewing, selection, and supervision of the intern, in coordination wi th KIC program staff.
Discussion:
Hiring a Summer IT Intern through the KIC Program provides the city with additional departmental support while keeping costs low. The intern will assist the Information Technology Department with:
• Basic technical support and troubleshooting
• Computer and equipment setup and maintenance
• Software updates and installations
• Inventory tracking of IT equipment
• Assistance with department projects
This additional support will allow full- time IT staff to focus on higher -level projects and respond more efficiently to technology- related needs across City departments without hiring a permanent employee.
The internship will last up to eight (8) consecutive weeks during the summer, with a flexible schedule that accommodates both City operational needs and the intern’s availability.
In addition to operational benefits, participation in this program demonstrates the City’s commitment to investing in local students, workforce development, and long -term economic sustainability within Kern County.
Fiscal Impact:
The total cost of hiring Summer IT Interns for 8 weeks is estimated at $5,500.00 under the Kern Intern Connections program. The city will receive up to $2,740.00 in reimbursement to help cover wages. After reimbursement, the City’s net cost is estimated at approximately $2,760.00.
Staf
f is requesting approval of a $5,500.00 budget allocation within the Information Technology Department to cover the full cost of the internship. Reimbursement will be received upon completion of program requirements. There is no ongoing or long -term fiscal obligation associated with this request.
