STAFF REPORT
City of Wasco

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Alecio Mora, Chief of Police

DATE: May 5, 2026

SUBJECT: Approval of Travel and Training Exceeding $500.00 for Police Department Staff to attend the Station Design Conference scheduled from May 18–21, 2026, in Reno, NV.
_____________________________________________________________________________________ Recommendation:

Staff recommends that the City Council:
1) Approve travel and training exceeding $500.00 for Police Department command staff to attend the Station Design Conference scheduled for May 18 -21, 2026, in Reno, Nevada, including registration and travel-related expenses; and

2) Find that this action is not a project as defined under the California Environmental Quality Act (CEQA) State Guidelines; therefore, pursuant to Section 15378, no environmental review is required.

Environmental Review:

The proposed action consists of a governmental administrative and fiscal activity that does not result in a direct or indirect physical change in the environment. As such, it is not a “project” under Section 15378 of the State CEQA Guidelines and is not subject to CEQA.

Background:

The Station Design Conference is a national event focused on law enforcement facility planning, design, and construction. It brings together police leaders, city officials, and industry professionals to share best practices related to developing modern and efficient public safety facilities.

Discussion:

The City of Wasco is currently in the process of planning a new police department facility. Attendance at this conference is directly related to that effort and will provide valuable guidance on facility planning, funding strategies, and design considerations specific to law enforcement operations. The conference offers 26 of 39
access to subject matter experts, current industry standards, and real -world examples of recently completed facilities, which will assist staff in making informed decisions as the project progresses.

Sending two Police Department staff members will ensure the city benefits from both operational and administrative perspectives during the planning process.

This training will help reduce potential design inefficiencies, support cost-effective decision-making, and ensure the new facility meets the City’s long-term needs.

Fiscal Impact:

The estimated cost per attendee, including registration, lodging, meals, and travel, is approximately $1,500 to $2,000 . All costs will be covered by the Police Department’s training budget, with no additional impact on the General Fund.

STAFF REPORT
City of Wasco

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Alecio Mora, Chief of Police

DATE: May 5, 2026

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Execute the Purchase of One (1) 2026 Ford Expedition SSV Vehicle, Including Administrative Lighting and Police Upfitting, Funded by the Fentanyl Task Force Grant.
_____________________________________________________________________________________ Recommendation:

Staff recommends that the City Council:
1) Adopt a Resolution authorizing the City Manager or designee to execute the purchase of one (1) 2026 Ford Expedition SSV vehicle, including administrative lighting and necessary police upfitting equipment, funded in its entirety by the Fentanyl Task Force Grant, subject to City Manager and City Attorney review; and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

Staff has reviewed the proposed activity for compliance with the Calif ornia Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because the proposed activity consists of a governmental fiscal/administrative activity that does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Background:

The Wasco Police Department has been awar ded funding through the Fentanyl Task Force Grant to support enforcement and investigative efforts targeting fentanyl-related crimes. The grant provides funding for equipment necessary to enhance operational effectiveness in addressing narcotics distribution and associated criminal activity.

29 of 39
Discussion:

The Police Department is requesting approval to purchase one (1) 2026 Ford Expedition SSV vehicle to support grant-funded operations. The vehicle will be configured as an all- black, non-marked unit for undercover and investigative use. It will not display traditional police markings and will be equipped solely with administrative lighting and essential police upfitting to maintain a low -profile appearance while ensuring operational functionality.

This vehicle will be utilized in fentanyl-related investigations, surveillance operations, and enforcement activities where the use of a traditional marked patrol vehicle would compromise operational effectiveness. The addition of this unit will enhance the Department’s ability to conduct proactive enforcement, improve officer safety, and support ongoing efforts to disrupt illegal narcotics activity within the community.

Pursuant to the attached vendor quote, the base cost of the vehicle is $56,995.25. The estimated cost for administrative lighting and police upfitting, including installation and associated equipment, is $20,989.27

Fiscal Impact:

The total estimated cost of the vehicle, including all equipment and upfitting, is $77,984.52. All costs associated with this purchase will be fully funded through the Fentanyl Task Force Grant. No General Fund monies will be used for this purchase.

SUBJECT: Adopt a Resolution authorizing the City Manager or designee to approve a purchase order in an amount not to exceed $575,000.00 with TYMCO for a new Street Sweeper.
_____________________________________________________________________________________ Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution authorizing the City Manager or designee to approve a purchase order in an amount not to exceed $575,000.00 with Tymco for a new Street Sweeper – CIP No. XXXXX, and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

Staff has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that the Project is categorically exempt pursuant to CEQA Section 15332 as it is characterized as in -fill development meeting the conditions described in this section. Thus, no environmental review is required.

Discussion:

One of the essential services the sanitation department provides is the upkeep and maintenance of the city's roads through street sweeping. The department currently has two aging sweepers that require frequent maintenance and repairs. To improve departmental efficiency, staff have considered acquiring a new unit to maintain redundancy.

As part of last year's budget planning, a request was brought to council for the acquisition of a new sweeper in the amount of $575,000.00. Under the Source well contract #111522- TYM, staff obtained a quote for $566,795.92. The request for $575,000.00 includes contingencies for potential price changes for the unit or freight charges.
