SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to Execute and Enter into an Agreement with Creative Financial Staffing for Temporary Staffing Services in the Finance Department.

Recommendation:

Staff recommends that the City Council:
1) Adopt a resolution authorizing the City Manager or designee to execute and enter into an agreement with Creative Financial Staffing (CFS) for temporary staffing services to support the City's Finance Department, including temporary payroll staffing, as needed; and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

Staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governm ental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Discussion:

The City's Finance Department is currently experiencing a temporary staffing shortage within its Payroll function. The Department is budgeted for two payroll positions; however, only one payroll employee is currently available to perform payrol l duties, while the second payroll employee is currently on leave. As a result, the Department has experienced a backlog of payroll -related work and requires temporary support with payroll processing, retroactive pay calculations, and other related payroll activities.

Utilizing temporary staffing will provide the Finance Department with the additional capacity needed to address the immediate workload, reduce the existing backlog, and

maintain continuity and accuracy in payroll operations. Creative Financial Staffing (CFS) is a temporary staffing agency specializing in accounting and finance professionals and can assist the City in identifying qualified temporary payroll and accounting professionals with the skills needed to support the Finance Department during this interim period.

Under the proposed agreement, CFS will recruit and present qualified temporary personnel for the City's consideration. The Finance Department will evaluate the candidates presented and select the individual who best meets the City 's operational needs. The agreement does not obligate the City to hire an individual through CFS. The City may also consider candidates from another staffing agency with which the City may have an existing agreement and select the best-qualified candidate from the available pool.

CFS's staffing rates are based on the temporary employee's hourly wage and are typically just over 1.5 times the employee's hourly pay rate, but will never reach 2 times the hourly pay rate. The staffing rate includes CFS's costs associated with payroll taxes, employment-related expenses, and employee benefits, as applicable. Utilizing a temporary staffing agency allows the City to obtain immediate staffing support without directly assuming the associated employer taxes and benefit s for the temporary employee.

The Finance Director has worked with CFS and its team for more than eight years and has established professional relationships with the firm. Based on CFS's specialization in accounting and finance staffing and the City's immediate need for additional payroll support, staff recommends entering into an agreement with CFS.

The proposed agreement will allow the City to utilize CFS's temporary staffing services as needed to address the Finance Department's current staffing shortage and workload, with the initial priority being temporary payroll support to assist with the existing backlog, including retroactive pay and other payroll-related responsibilities, while the Department works toward returning to full staffing capacity.

Fiscal Impact:

The cost of temporary staffing services will vary depending on the hourly wage and number of hours worked by the temporary employee. CFS's staffing rate is typically just over 1.5 times the temporary employee's hourly pay rate and is expected to remain closer to 1.5 times the hourly pay rate, but will never reach 2 times the hourly pay rate.

The staffing rate includes applicable payroll taxes, employment -related costs, and benefits provided by CFS.

Funding for the temporary staffing services will be paid from the Finance Department's approved personnel budget, subject to available appropriations. The cost of temporary staffing will be somewhat offset by the salary and associated personnel costs that are not currently being incurred for the se cond payroll position. The use of temporary staffing is intended to provide interim support while the City addresses its current payroll staffing shortage and works toward returning to full staffing capacity.

STAFF REPORT
City of Wasco

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Alecio Mora, Chief of Police

DATE: August 4, 2026

SUBJECT: Approval for Travel and T raining exceeding $500.00 for two Officers to attend the Drug Recognition Evaluator (DRE) Course scheduled for September 15-25, 2026, in Fullerton, California.
_____________________________________________________________________________________ Recommendation:

Staff recommends that the City Council:
1) Approval of travel and training exceeding $500.00 for two Wasco Police Department Officers to attend the Drug Recognition Evaluator (DRE) Course scheduled for September 15 -25, 2026, in Fullerton, California, including lodging, meals, and travel costs; and

2) Find that this action is not a project as defined under the California Environmental Quality Act (CEQA) State Guidelines; therefore, pursuant to Section 15378, no environmental review is required.

Environmental Review:

The proposed action consists of a governmental administra tive and fiscal activity that does not result in a direct or indirect physical change in the environment. As such, it is not a “project” under Section 15378 of the State CEQA Guidelines and is not subject to CEQA.

Background:

The Drug Recognition Evaluato r (DRE) Course is an advanced impaired driving training program administered through the California Highway Patrol's Drug Recognition Evaluator Program. The course provides specialized instruction in detecting and evaluating drivers suspected of being impa ired by drugs other than, or in addition to, alcohol. The training includes instruction in Standardized Field Sobriety Testing (SFST), eye examinations, drug categories, current drug trends, and the standardized drug evaluation process used to recognize and document signs of drug impairment.

Discussion:

Our Officers will attend the DRE Course to enhance the Department's ability to detect, investigate, and document drug -impaired driving offenses. The specialized training will 22 to 116
provide them with advanced skil ls to conduct systematic drug influence evaluations, recognize signs and symptoms associated with different drug categories, and properly document and articulate their observations during impaired driving investigations. The DRE program utilizes a standardized evaluation process to identify and evaluate drivers suspected of drug impairment.

Having additional DRE -trained officers will strengthen the Department's ability to investigate drug-impaired driving cases and provide specialized assistance during DUI investigations when alcohol alone may not explain a driver's level of impairment. The training will also support more thorough investigations and the successful prosecution of drug-impaired driving offenses.

The training will be held September 15 -25, 2026, at the Fullerton Police Department in Fullerton, California.

Fiscal Impact:

There is no registration fee for this training. Costs associated with attendance, including lodging, meals, and travel expenses, will be funded through the California Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP) Grant and the California Highway Patrol (CHP) Cannabis Tax Fund Grant. Therefore, no additional General Fund impact is anticipated.

FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director

DATE: August 4, 2026

SUBJECT: Authorize the City Manager or designee to endorse and execute a Purchase Order with Confab Sourcewell Contract #10825 -WQI, in an amount not to exceed $50,000.00 for the purchase of disposal bins.

Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution authorizing the City Manager or designee to endorse and execute a purchase order with Confab Sourcewell Contract #010825-WQI, in an amount not to exceed $50,000.00 for the purchase of disposal bins; and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA). It has been determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Discussion:

One of the essential facilities at the city’s sewer plant is the handling and disposal of solids.

As solids are separated from incoming wastewater, they are then further decanted by centrifugal force or via air drying. The solids are then disposed of in waste bin containers and hauled off to the nearest landfill.

Due to the corrosivity of the solids, bin replacement is required every 3-5 years. As part of CIP No. 27007, $50,000.00 was allocated for the replacement of the bins. A quote was obtained from Confab using Sourcewell contract #010825- WQI, in an amount of $40,619.00.

STAFF REPORT

DATE: August 4, 2026

SUBJECT: Adopt a Resolution Confirming the Assessment for the Levy and Collection of Assessments within Sewer Lift Station District 2008-01 for Fiscal Year 2026/27.

Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution Confirming the Assessment for the Levy and Collection of Assessments within Sewer Lift Station District 2008-01 for Fiscal Year 2026/27; and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Environmental Review:

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Discussion:

The Sewer Lift Station Assessment is levied on parcels within housing tract numbers 6334 Phases 1 and 2 and TTM 6460 for the purpose of paying the operating and replacement cost of the sewer lift station constructed by the developer and dedicated to the City. This lift station was needed to facilitate the development of the subject tracts. On April 1, 2008, a new assessment district was created in accordance with all applicable laws.

The initial assessment amount was based upon the Engineer's report prepared by Quad Knopf and dated March 25, 2008. For each subsequent year, the tax may be increased by the Consumer Price Index (CPI) factor not to exceed 4%. Provided, however, that in

STAFF REPORT
City of Wasco

62 to 116
no event shall the Special Assessment per parcel for any fiscal year be less than the amount established for the first fiscal year.

The amount of annual adjustment for FY 26/27 is to be zero; thus, the tax per parcel for FY 2026/27, including the County charge per parcel, is:

Annual Assessment per Lot this past FY 2025/26: $91.58 CPI (3.6%): $
City of Wasco assessment per lot for FY 2026/27: $91.58 Plus this year Kern County Administration Charge per parcel: $ 0.20 FY 2026/27 Annual Assessment per Lot: $ 91.78

The calculation is in accordance with Ordinance No 2008-571 of the City of Wasco, which was approved by the voters and is compliant with Proposition 218.

Fiscal Impact:

Tract 6334 Phases 1, and 2 recorded and have been included in the District. There are 146 lots being billed for FY 2025/26. The anticipated revenue for FY 2026/27 is therefore $91.78 per lot x 146 lots = $13,399.88

RESOLUTION NO. 2026 - _________

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO CONFIRMING THE

ASSESSMENT FOR THE LEVY AND COLLECTION OF ASSESSMENTS WITHIN SEWER LIFT STATION DISTRICT 2008-01 FOR FISCAL YEAR 2026/27.

WHEREAS, on June 3 , 2008, the City Council of the City of Wasco established by Ordinance No. 2008-571 a special assessment district for the Lift Station Project known as the “Sewer Lift Station District 2008-01”(see Exhibit A, attached); and

WHEREAS, the amounts of the special assessment proposed to be l evied on the parcels identified in the Fund Number 20673 District Maintenance Information Report for the assessment district for fiscal year 2026/27, are appropriate and necessary to continue to provide for the operational, maint enance, and capital replacement costs for the sewer lift station within the assessment district; and

WHEREAS, Ordinance No. 2008-571 was adopted in compliance with the procedures and authority set forth in the Municipal Improvement Act of 1913, Government Code sections 53750-53756, Proposition 218, and the provisions of Cal. Const. Art. XIII D; and

WHEREAS, Sewer Lift Station District 2008 -01 and the levy of the special assessment were established in compliance with the notice, protest, and hear ing requirements imposed by Government Code section 53753; and

WHEREAS, in connection with the establishment of the Sewer Lift Station District 2008- 01, the voters approved the special assessment to be levied; furthermore, the amount of the special assessment currently being levied is no higher than the amount previously approved by the City, since the methodology previously approved by the City has not been revised so as to result in an increase in the amount being levied on any person or parcel as increases are defined in Government Code section 53750(h); and

WHEREAS, the City Council of the City of Wasco has determined that it is necessary and appropriate that the special assessment within Sewer Lift Station District 2008-01 be confirmed and that the City request the County Recorder of Kern County to record the annual notice of special assessment lien levied and collected on real property within the Sewer Lift Station District 2008-01 for fiscal year 2026/27 for the aforementioned purposes of the special assessment district.

NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Wasco as follows:

SECTION 1. Findings. The City Council finds that (a) the special assessment to be levied on parcels within Sewer Lift Station District 2008-01 for fiscal year 202 6/27 for operational, maintenance, and capital replacement costs as outlined in the Fund Number 20673 District Maintenance Information Report, are based upon the proportionate service provided to each such parcel which has been determined in 64 to 116

relationship to the entirety of the capital cost of providing the sewer lift station, the cost of providing service, maintenance and operation expenses of the sewer lift station and (b) no assessment will be imposed on any parcel which exceeds the reasonable cost of the proportional special benefit conferred on that parcel; and (c) the special assessment being imposed is not higher than the amount approved by the City and is therefore in compliance with the provisions of the Constitution governing the levy of special assessment.

SECTION 2. Confirmation and Levy of Special Assessment . The special assessment in the amount specified in the Fund Number 20673 District Maintenance Information Report is hereby confirmed as originally proposed and approved.

SECTION 3. F
iling. The City Clerk is directed to file the special assessment as contained in the Report, or a certified copy thereof, with the County Auditor. Upon filing of the diagram and special assessment levy, the County Auditor shall enter the County assessment roll opposite each lot or parcel of land the amount levied thereupon, as shown in the report.

SECTION 4.

Effect. The amount of special assessment for each parcel shall constitute a lien on such property, in accordance with Revenue and Taxation Code Section 2187, and shall have the same effect as an ad valorem real property tax lien until fully paid.

SECTION 5. Collection. The special assessment on each parcel shall be billed on the secured roll tax bills of ad valorem property taxes and are to be collected in the same manner in which Kern County collects secured roll ad valorem property taxes.

I
nsofar as feasible and insofar as not inconsistent with this Ordinance, the times and procedure regarding exceptions, due dates, installment payments, corrections, cancellations, refunds, late payments, penalties, liens and collections for secured roll ad valorem p roperty taxes shall be applicable to the collection of this assessment.

Notwithstanding anything to the contrary in the foregoing, as to this assessment:

(i) The secured roll tax bills shall be the only notices required for this assessment; and

(ii) The homeowners and veterans exemptions shall not be applicable because such exemptions are determined by dollar amount of value.

SECTION 6. Costs of Administration by County of Kern. The reasonable costs incurred by the County officers collecting and administering this assessment shall be deducted from the collected taxes.

SECTION 7. City Manager Authority . The Mayor and the City Manager, each individually, or a designee of either, is authorized and required to take any and all actions required by the County staff to ensure that the purpose of this resolution is given full force and effect.

Discussion:

The Police Parcel Tax is a tax on new development designed to pay for the increasing cost of providing police services to the residences of new development. All new subdivisions are required to approve by vote the assessment of this tax.

Wasco Pol ice Service District 2005 -1 was originally established on July 5, 2005, by resolution 2005-2257 with an initial tax rate of $105.00 per parcel. The tax per parcel for

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO CONFIRMING THE

ASSESSMENT FOR THE LEVY AND COLLECTION OF ASSESSMENTS WITHIN THE SPECIAL TAX AREA ZONE 2006-2 WITHIN THE WASCO SPECIAL POLICE TAX AREA SUBDIVISION FOR FISCAL YEAR 2026/27.

WHEREAS, on March 7, 2006, the City Council of the City of Wasco created by resolution 06-2307 a Special Tax Area Zone 2006 -2 within the Wasco special police tax area for subdivisions (see Exhibit A, attached); and

WHEREAS, the amounts of the special tax proposed to be levied on the parcels identified in the Fund Number 20671 District Maintenance Information Report for the special tax area zone for fiscal year 2026/27, are appropriate and necessary to continue to provide the current level of police and safety services within the tax area zone; and

WHEREAS, Resolution 06-2307 was adopted in compliance with the applicable provisions of the California Government Code, co mmencing with Section 53970, authorizing local governments to levy special taxes to defray certain expenses related to the provision of police and fire services; and

WHEREAS, as required by the applicable provisions of the Government Code, the levy of the Special Tax was authorized by at least 2/3 of the voters within the Special Tax Area Zone; and

WHEREAS, Article XIII C, Section 2(d) of the California Constitution provides that “no local government may impose, extend or increase any special tax unless and until such tax is submitted to the electorate and approved by a 2/3 vote” and further provides that a “special tax shall not be deemed to have been increased if it is imposed a rate no higher than the maximum rate so approved”; and

WHEREAS, in connection with the establishment of Special Tax Area Zone 2006-2, the voters approved the Special Tax to be levied and the amount of the Special Tax being levied is no higher than the amount approved by the voters; and

WHEREAS, the City Council of the City of Wasco has determined that it is necessary and appropriate that the Special Tax be confirmed, and that the City request the County Recorder of Kern County to record the annual notice of special tax lien levied and collected on real property within Special Tax Area Zone 2006-2 for fiscal year 2026/27 for the purpose of maintaining and police and safety services within the tax area zone.

81 to 116

NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Wasco as follows:

SECTION 1. Findings. The City Council finds that (a) the special tax to be levied on parcels within the Special Tax Area Zone for fiscal year 2026/27 for police and safety costs as outlined in the Fund Number 20671 District Maintenance Information Report, are based upon the proportionate service provided to each such parcel which has been determined in relationship to the entirety of the cost of providing police and safety services; and (b) no assessment will be imposed on any parcel which exceeds the reasonable cost of the proportional special benefit conferred on that parcel; and (c) the Special Tax being imposed is not higher than the amount approved by the voters and is therefore in compliance with the provisions of the Constitution governing the levy of special taxes.

SECTION 2. Confirmation and Levy of Special Tax. The special tax in the amount specified in Fund Number 20671 District Maintenance Information Report is hereby confirmed as originally proposed.

SECTION 3.

Filing. The City Clerk is directed to file the special tax as contained in the Report, or a certified copy thereof, with the County Auditor. Upon filing of the diagram and special tax levy, the County Auditor shall enter on the County assessment roll opposite each lot or parcel of land the amount levied thereupon, as shown in the report.

SECTION 4.

Effect. The amount of special taxes for each parcel shall constitute a lien on such property, in accordance with Revenue and Taxation Code Section 2187, and shall have the same effect as an ad valorem real property tax lien until fully paid.

SECTION 5. Collection. The special taxes on each parcel shall be billed on the secured roll tax bills of ad valorem property taxes and are to be collected in the same way Kern County collects secured roll ad valorem property taxes.

I
nsofar as feasible and insofar as not inconsistent with this Ordinance, the times and procedure regarding exceptions, due dates, installment payments, corrections, cancellations, refunds, late payments, penalties, liens and collections for secured roll ad valorem property taxes shall be applicable to the collection of this tax. Notwithstanding anything to the contrary in the foregoing, as to this tax:

(i) The secured roll tax bills shall be the only notices required for this tax; and

(ii) The homeowners and veteran’s exemptions shall not be applicable because such exemptions are determined by dollar amount of value.

SECTION 6.

Costs of Administration by County of Kern. The reasonable costs incurred by the County officers collecting and administering this tax shall be deducted from the collected taxes.

SECTION 7.

City Manager Authority . The Mayor and the City Manager, each individually, or a designee of either, is authorized and required to take all actions required 82 to 116

by the County staff to confirm that the purpose of this reso lution is given full force and effect.

SECTION 8. Effective Date. This Resolution shall become effective immediately upon its passage.

SEC
TION 9. That the City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original Resolutions.

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director

DATE: August 4, 2026

SUBJECT: Adopt a Resolution Authorizing the County of Kern to levy and collect a special tax on properties within City of Wasco Community Facilities District No. 2017-01.

Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution Authorizing the County of Kern to levy and collect a special tax within City of Wasco Community Facilities District No. 2017-01; and

Discussion:

On July 18, 2017, through Resolution No. 2017- 3211, the City Council approved the establishment of Community Facilities District No. 2017-01 (CFD 2017-01), which allows for the financing of public improvements and services. These services and improvements include streets, sewer systems and other basic infrastructure, police protection, fire protection, ambulance services, schools, parks, libraries, museums, and cultural facilities.

By law, the CFD is also entitled to recover expenses needed to form the CFD and administer the annual special taxes and bonded debt.

STAFF REPORT
City of Wasco

89 to 116
The Special Tax will be secured by recordation of a continuing lien against all non-exempt real property in the District and will be collected in the same manner as ordinary ad valorem property taxes are collected, or in such other manner as may be provided by the City Council, including, without limitation, direct billing of the affected property owner, and shall be subject to the same penalties, procedure, sale and lien priority in case of delinquency as applicable for ad valorem property taxes.

The Maximum Annual Special Tax was established in FY 2017/18 at an amount of $799.30 per parcel. Per the “Rate and Method of Apportionment of Special Tax” section of Resolution No. 2017-3011, this Maximum Annual Special Tax shall be adjusted for inflation annually to account for inflation. The amount of annual adjustment shall be the Consumer Price Index (CPI) percentage increase from April 202 5, Los Angeles Area - to April 2026 which is up 3.6 % from a year ago. However, with new management in the Finance Department and difficulties in past methods of tracking costs which are required to assess fee increases, we will be leaving the assessment the same as last year. Thus, the tax per parcel for FY 2026/27 is:

Annual Assessment per Lot this past FY 2025/26: $ 982.06 CPI (3.6%): $
City of Wasco assessment per lot for FY 2025/26: $ 982.06 Plus, this year Kern County Administration Charge per parcel: $ 0.20 FY 2026/27 Annual Assessment per Lot: $ 982.26

Fiscal Impact:

There are 99 lots being billed for FY 202 6/27. The anticipated revenue for FY 202 6/27 is therefore $982.26 per lot x 99 lots = $97,243.74.

DATE: August 4, 2026

SUBJECT: Adopt a Resolution Authorizing the County of Kern to levy and collect a special tax on properties within City of Wasco Community Facilities District No. 2020-01.

Recommendation:

Staff recommends the City Council:
1) Adopt a resolution authorizing the County of Kern to levy and collect a special tax within City of Wasco Community Facilities District No. 2020-01; and

Discussion:

On July 20, 2021, through Resolution No. 2021- 3649, the City Council approved the establishment of Community Facilities District No. 2020-01 (CFD 2020-01), which allows for the financing of public improvements and services. These services and improvements include police protection, fire protection, ambulance services, maintenance and lighting of parks, parkways, streets, roads, and open space, flood and storm protection services, including, but not limited to, the operation and maintenance of storm drainage systems, maintenance, including replacement, and operation of any real property or other tangible property with an estimated useful life of five or more years that is owned by the City or by another local agency pursuant to an agreement entered into under

Government Code Section 53316.2. By law, the CFD is also entitled to recover expenses needed to form the CFD and administer the annual special taxes and bonded debt.

The Maximum Annual Special Tax was established in FY 2022/23 at an amount of $1,060.96 per parcel. Per the “Rate and Method of Apportionment of Special Tax” section of Resolution No. 2021-3649, this Maximum Annual Special Tax shall be adjusted for inflation annually to account for inflation. The amount of annual adjustment shall be the percentage increase from the April 202 5 Consumer Price Index (CPI), Los Angeles Area to April 2026 up 3.6% from a year ago. However, with new management in the Finance Department and difficulties in past methods of tracking costs which are required to assess fee increases, we will be leaving the assessment the same as last year . Thus, the tax per parcel for FY 2026/27 is $1,129.00 including County charge per parcel.

City of Wasco assessment per lot for FY 2025/26: $ 1,129.00 CPI (3.6%): $
this year Kern County Administration Charge per parcel
(INCLUDED):
$ 0.20
FY 2025/26 Annual Assessment per Lot: $ 1,129.00

Fiscal Impact:

Tract 7373 Phase 1 was recorded on 10/26/2021, Phase 2, and Phase 3 were recorded on 10/12/2022, and have been included in the CFD. There are 144 lots being billed for FY 2026/27. The anticipated revenue for FY 2026/27 is therefore $1,129.00 per lot x 144 lots = $162,576.00
