Council Member Reyna requested that staff clarify whether the current backlog includes retroactive pay already due, or whether the temporary support is intended to help process retroactive pay promptly once a new contract is approved, to ensure the associates are paid promptly , and to address California’s statutory penalties for late wage payments.

City of Wasco Council Minutes, August 4, 2026 www.cityofwasco.org City Manager Hurlbert and Finance Director Blakemore responded that the payroll team is managing a heavy workload while one of its two dedicated payroll staff members is on extended leave, creating staffing challenges and a backlog in processing retroactive pay. A temporary employee is needed to help maintain payroll operations and reduce the burden currently being shared by accounting staff and managers. Staff confirmed there is no current compliance risk or potential late-payment penalties and that departments, HR, and finance are working together to ensure employees are paid on time.

STAFF REPORT
City of Wasco

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Alecio Mora, Chief of Police

DATE: September 1, 2026

SUBJECT: Approval of Travel and Training Exceeding $500.00 for the Wasco Police Chief to attend the POST Executive Development Course (EDC) scheduled for May 3-7, 2027, and June 7-11, 2027, in Folsom, California. _____________________________________________________________________________________ Recommendation:

Staff recommends that the City Council:
1) Approval of travel and training exceeding $500.00 for the Wasco Police Chief to attend the California Commission on Peace Officer Standards and Training (POST) Executive Development Course (EDC) scheduled for May 3 -7, 2027, and June 7 - 11, 2027, in Folsom, California, including meals, mileage, lodging, and other authorized travel expenses; and

2) Find that this action is not a project as defined under the California Environmental Quality Act (CEQA) State Guidelines; therefore, pursuant to Section 15378, no environmental review is required.

Environmental Review:

The proposed action consists of a governmental administrative and fiscal activity that does not result in a direct or indirect physical change in the environment. As such, it is not a “project” under Section 15378 of the State CEQA Guidelines and is not subject to CEQA.

Background:

The POST Executive Development Course (EDC) is an 80 -hour leadership program designed for police chiefs and executive staff. Held over two one- week sessions, the course focuses on executive leadership, strategic planning, ethics, risk management, budgeting, crisis communications, and organizational leadership. Completion of the EDC is required for eligible department heads to earn the POST Executive Certificate.

Discussion
The Wasco Police Department is committed to developing strong leadership. Attending the EDC will help the Chief of Police strengthen his executive leadership skills, improve organizational planning, enhance risk management and community engagement, and

support the Department's continued growth. The training will also help ensure the Department remains responsive, accountable, and prepared for future challenges.

Fiscal Impact:

There is no tuition cost associated with the POST Executive Development Course for POST- reimbursable agencies.

The City will initially incur costs associated with travel, lodging, meals, and mileage. These expenses are eligible for reimbursement through the California POST Training Reimbursement Request (TRR) Program, subject to POST reimbursement guidelines. Any remaining unreimbursed expenses will be paid from the Police Department's General Fund training budget.

Recommendation:

Staff recommends the City Council:
1) Accept all bids and adopt a Resolution Authorizing the City Manager or designee to finalize and execute an agreement with Sternhal Enterprises in an amount not to exceed $98,299.50 for the Citywide Striping Project; and

2) Allow the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $10,000.00; and

Environmental Review:

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act(CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

STAFF REPORT
City of Wasco

Discussion:

Approximately every 5 years, the City contracts out for all faded centerlines & bike lanes to be re-striped. The striping of these lines is more efficiently performed by a Contractor with a large striping truck.

Since it had been approximately 6 years since the City last had a citywide restriping, Staff prepared and issued a request for proposals on June 13th, 2026, and subsequently opened bids on July 7th, 2026.

The City received 4 bids ranging from $98,299.50 to $185,834.40 (see attached bid tabulation). After reviewing past proposals from previous years, it was determined that $98,299.50 was reasonable to accept and, as such, Staff recommends awarding the Project to Sternhal Enterprises.

Fiscal Impact:

The approved CIP Project #20215 budgeted funds for citywide pavement preservation.

With a bid of $98,299.50, the City will have ~ $166,000.00 remaining in the project for other pavement preservation work.

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager

DATE: September 1, 2026

SUBJECT: Adopt a Resolution Authorizing the City Manager or Designee to finalize and execute the copier lease agreement with Office 1 for upgraded multifunction copiers across all City departments.

Recommendation:

Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or Designee to finalize and execute the copier lease agreement with Office 1 for upgraded multifunction copiers across all City departments; and

2) Find that this action is not a project as defined under the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15378, no environmental review is required.

Discussion:

The City currently relies on multifunction copiers throughout its departments to support printing, copying, scanning, and daily public service operations. The existing copiers have exceeded their useful life and are no longer operating at their full capacity, resulting in reduced reliability and performance. Upgrading the copier fleet is necessary to maintain efficient and dependable service across all City departments.

The City proposes to retain its current vendor and enter into a new lease agreement for upgraded multifunction copiers. Maintaining the existing vendor relationship will ensure

STAFF REPORT
City of Wasco

continuity of service and support while enabling the City to replace aging equipment with updated devices that better meet departmental operational needs.

Staff obtained quotes from other copier vendors as part of their review. Although Office1 submitted a higher -priced purchase/lease proposal, the equipment quoted offers superior print speed, higher standard paper capacity and slightly lower per print rates.

Office 1 was the only vendor to offer a service response time of two business hours. Staff determined that the shorter response time provides an important operational benefit by helping minimize equipment downtime and disruptions to City services.

The requested action is limited to approval of the copier lease agreement for the upgraded multifunction copiers. Following approval, the current vendor will coordinate replacement and installation of the equipment with City staff.

Fiscal Impact:

The lease will create a recurring operating cost for copier equipment and related services. Payments will be charged to the department's current adopted Fiscal Year budget. The final term, periodic payment, including copy allowances, per-copy charges, maintenance coverage, and any one -time implementation costs, is set forth in the attached agreement and cost summary. Approval of this item does not authorize expenditures beyond available budgeted funds.

MANAGER OR DESIGNEE TO FINALIZE AND EXECUTE A COPIER LEASE AGREEMENT WITH OFFICE 1 FOR UPGRADED MULTIFUNCTION COPIERS ACROSS ALL CITY DEPARTMENTS WHEREAS, the City of Wasco uses multifunction copiers throughout its departments to support printing, copying, scanning, and daily public service operations; and WHEREAS, the City’s existing copiers have exceeded their useful life and are no longer operating at full capacity, resulting in reduced reliability and performance; and WHEREAS, City staff obtained and reviewed quotes from multiple copier vendors for upgraded multifunction copiers; and
WHEREAS, although Office 1 submitted a higher-priced purchase/lease proposal, the equipment quoted offers superior print speed, higher standard paper capacity and slightly lower per-print rates; Office 1 was also the only vendor to offer a service response time of two business hours, which will help minimize equipment downtime and disruptions to City services; and
WHEREAS, based on continuity of service, operational needs, and the committed service response time, the City Council finds that retaining Office 1 and approving the copier lease agreement is in the City’s best interest; and WHEREAS, the City Council finds that this action is not a project as defined by Section 15378 of the California Environmental Quality Act Guidelines because it is a governmental fiscal and administrative activity that will not result in a direct or reasonably foreseeable indirect physical change in the environment.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Wasco as follows:

SECTION 1: The foregoing recitals are true and correct and are incorporated into this Resolution by reference.

SECTION 2: The copier lease agreement with Office 1 for upgraded multifunction copiers across all City departments is approved, subject to final review and approval as to form by the City Attorney.

SECTION 3: The City Manager or designee is authorized to finalize and execute the copier lease agreement and any related implementation documents consistent with this Resolution and within available budgeted funds.

SECTION 4: The City Manager or designee is authorized to approve non -substantive or administrative amendments necessary to implement the agreement, provided such amendments do not materially increase the City’s financial obligations and sufficient appropriations are available.

SECTION 5: This Resolution shall take effect immediately upon adoption. -o0o-

STAFF REPORT

CITY OF WASCO

TO: Honorable Mayor and Council Members

FROM: M. Scott Hurlbert, City Manager
Tracy Blakemore, Finance Director

DATE: September 1, 2026

SUBJECT: Adopt a Resolution Approving Operating Budget Adjustments Totaling a $111,523.25 Increase.
_____________________________________________________________________________________

Recommendation:

Staff recommends that the City Council:
1) Adopt a resolution approving the operating budget adjustments totaling a $111,523.25 increase; and

2) Find that this action is not a project defined under the California Environmental Quality Act State Guidelines; therefore, no environmental review is required pursuant to State Guidelines Section 15378.

Environmental Review:

The staff has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA guidelines because the proposed activity consists of a governmental fiscal/administrative activity which does not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Background:

The City annually reviews its operating budget and recommends adjustments as necessary to ensure appropriations accurately reflect anticipated expenditures. During the course of the Fiscal Year 2024 -25 audit and related audit support activities, staff iden tified audit- related expenditures that were budgeted in prior fiscal years but were not incurred as originally anticipated due to the timing of audit work and associated professional services.

As the City continues work on the Fiscal Year 2024 -25 audit, expenditures associated with the City's audit services agreement and audit support services are expected to occur during FY27 rather than in the fiscal years for which the related appropriations were originally budgeted. Therefore, staff is requesting a budget adjustment to align appropriations with the fiscal year in which these contractual obligations are expected to be paid.

The requested adjustment does not represent expanded services or additional contractual commitments. Rather, it reflects the timing of expenditures associated with previously approved agreements and ensures sufficient budget authority is available when the related costs are incurred.

Discussion:

Professional Services - Audit Fees and Audit Support
Staff is recommending an increase to the Professional Services budget to fund audit - related services. This request does not represent a service expansion or an ongoing increase in operating costs. Rather, it reflects the timing of expenditures associated with previously approved contractual obligations.

Under the City's audit services agreement, annual audit costs budgeted in prior fiscal years were not incurred as originally anticipated. Audit services associated with FY25 and FY26 are now expected to be paid during FY27 due to the timing of the audit pr ocess. As a result, audit expenditures originally anticipated across FY25 and FY26 are now expected to be incurred during FY27.

In addition, the City entered into a $60,000 professional services agreement with LSL Consulting during FY26 to provide audit preparation and accounting support services related to the FY25 audit. While the full contract amount was budgeted in FY26, only $33,126.75 has been expended to date. The remaining contract balance of $26,873.25 is expected to be incurred in FY27 as work associated with the audit extends beyond the original anticipated schedule.

Accordingly, the proposed budget adjustment reflects a shift of previously anticipated expenditures into FY27 due to timing , rather than an increase in the overall cost of audit services or audit support. Funding for these services was previously planned through the budget process and existing contractual agreements. The requested appropriation simply aligns the budget with the fiscal year in which the expenditures are expected to occur.

Budget Needed:
• Audit Fees (FY25 and FY26 contractual audit costs): $84,650.00 • Remaining LSL Contract Balance: $26,873.25

Total Additional FY27 Budget Required: $111,523.25

FISCAL IMPACT:

The proposed budget adjustment will increase Professional Services appropriations by $111,523.25. This amount consists of $84,650.00 for audit services and $26,873.25 for the remaining balance of the City's contract with LSL Consulting.

The requested appropriation reflects a shift of previously anticipated expenditures into FY27 due to timing and aligns the budget with the fiscal year in which the expenditures are expected to occur. The adjustment does not increase the total contractual obligations

previously approved by the City but ensures sufficient budget authority is available when the related expenditures are incurred.

Although audit -related contracts were not fully expended during FY25 & FY26 and a portion of those costs are not expected to be incurred until FY27, the Finance Department's overall FY26 expenditures are projected to remain below budget, even after considering pending year-end journal entries. Accordingly, the requested adjustment primarily reflects the timing of contractual expenditures rather than an overall increase in departmental spending.

The requested budget authority is associated with previously approved contractual agreements and does not represent new services or new contractual commitments.

RESOLUTION NO. 2026

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WASCO APPROVING OPERATING

BUDGET ADJUSTMENTS FOR AUDIT-RELATED PROFESSIONAL SERVICES WHEREAS, the Finance Department of the City of Wasco has identified the need for operating budget adjustments totaling $111,523.25 related to audit services and audit support activities; and

WHEREAS, the proposed adjustment consists of $84,650.00 for audit services and $26,873.25 for the remaining balance of the City's professional services agreement with LSL Consulting; and
WHEREAS, the requested adjustment does not represent new services, expanded services, or additional contractual commitments, but rather aligns appropriations with the fiscal year in which the expenditures are expected to be incurred.

NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Wasco as follows:

with its road improvement project. The WRPD has agreed to reimburse the City for the incremental cost of parking lot paving, pursuant to the terms and conditions set forth in the Reimbursement Agreement. A draft copy of the proposed Reimbursement Agreement is attached hereto as Exhibit “A”.

City agrees to proceed with the p roject concurrent with construction of its road improvement project within time frames and plans developed by City. The parties agree that the initial bid cost of the Project is $79,325.00 and is subject to adjustment and change orders as the repaving proceeds. The District has agreed to pay to City the full amount of the r eimbursable costs upon completion of the work and receipt of an invoice from the City.

Fiscal Impact:

The Beckes Street paving project has already received approval from the City Council.

The incremental cost ($79,325.00 plus any adjustments and change orders) of paving the Westside Park parking lots will be fully reimbursed to the City by the Wasco Recreation and Parks District, resulting in zero net additional cost to the City.
