STAFF REPORT
City of Wasco
TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
Alecio Mora, Chief of Police
DATE: September 15, 2026
SUBJECT: Approval of travel and training expenses exceeding $500.00 for two Wasco Police Department officers to attend the Traffic Collision Investigation Course scheduled for September 28 to October 2, 2026, in Fresno, California.
_____________________________________________________________________________________ Recommendation:
Staff recommends that the City Council:
1. Approval of travel and training expenses exceeding $500.00 for two Wasco Police Department officers to attend the Traffic Collision Investigation Course scheduled for September 28 to October 2, 2026, in Fresno, California, including registration and per diem costs; and
2. Find that this action is not a project as defined under the California Environmental Quality Act (CEQA) State Guidelines; therefore, pursuant to Section 15378, no environmental review is required.
Environmental Review:
The proposed action consists of a governmental administrative and fiscal activity that does not result in a direct or indirect physical change in the environment. As such, it is not a “project” under Section 15378 of the State CEQA Guidelines and is not subject to CEQA.
Background:
The Traffic Collision Investigation Course is a 40-hour training program designed to satisfy the requirements of California Vehicle Code Section 40600(a). The course provides instruction on investigating simulated collision scenes, completing collision rep orts, and properly using required forms and the state's Collision Investigation Manual. The training will be held September 28 to October 2, 2026, at the First Responder Center, 3300 East North Avenue, Fresno, California.
Discussion:
Staff recommends sending two Wasco Police Department officers to attend this training.
The course will strengthen the officers' ability to investigate traffic collisions, document collision scenes, prepare accurate reports, and apply proper investigative t echniques. 24 of 92
This training will enhance the Department's traffic collision investigation capabilities and support effective enforcement and roadway safety within the City of Wasco.
Fiscal Impact:
Registration is $162.00 per officer, for a total registration cost of $324.00. Estimated per diem is $400.00 per officer for the five -day course, for a total of $800.00. No lodging is requested. The total estimated cost for two officers is approximately $1 ,124.00. Funding will be paid through the Police Department training budget.

SUBJECT: A dopt a Resolution Authorizing the Deferral of Development Impact Fees for the construction of a new 5,020 Square Foot multi-tenant building at 301 N. Central Avenue , Assessor’s Parcel Number 48 7-010-81 as provided for under Title 13 of the Wasco Municipal Code and Government Code Section 66007.
Recommendation:
Staff recommends the City Council:
1) Adopt a resolution a uthorizing the deferral of development impact fees for the construction of a new 5,020 square foot multi -tenant building at 301 N. Central Avenue as Approved in Site Plan Review (SPR) 2 4-000197, Assessor’s Parcel Number 487-010-81 as provided for under Title 13 of the Wasco Municipal Code and Government Code Section 66007; and
2) Find that the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to review under CEQA Environmental Review:
Staff has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to review under CEQA.
Background:
The proposed project was approved on June 12, 2024, with Conditions of Approval.
As the project nears the construction phase and prior to the issuance of certificates of occupancy, the developer has requested a deferral of the development impact fees that would normally be paid before a building permit is issued. The Development Impact
STAFF REPORT

Fees consist of the following: Quimby/Park, Water and Sewer Connections, Sanitation , and Traffic Impact Fees.
Discussion:
The requested fees for deferral are all the aforementioned : Quimby/Park, Water and Sewer Connections, Sanitation, and Traffic Impact Fees.
Government Code 66007 and the City of Wasco Municipal Code, Chapter 13.24, Traffic Impact Fee Ordinance, Chapter 13.10, Water Impact Fee Ordinance, and Chapter
13.16, Sewer Connection Charges Ordinance and 13.06.050 allow for the deferral of payment of impact fees. Chapter 13.24.100 of the Wasco Municipal Code requires the City Council to make certain findings for deferral.
These findings include the following:
1. That the current state of the city is such that the deferment of the impact fees required by Chapter 13.24 will stimulate the economy and enhance the provision of jobs; and
2. That the deferment of the impact fees required by Chapter 13.24 will not materially affect the ability of the city to deliver its capital improvement program.
Staff believes that these findings can be made for the project given the City's desire to support new commercial development and the local economy. These fees will only be deferred to final inspection and issuance of a Certificate of Occupancy. This deferral will not materially affect the City's ability to implement its capital improvement program.
Fiscal Impact:
The deferred fees will remain available to implement programmed park, traffic, water, sewer, and sanitation improvements, simply delayed until the connections are made or the project is completed.

Request for Deferral of Permit Fees Until Final Inspection August 26, 2026

Re: Request to Defer Permit Fees Until Final Inspection Project ID: 24-000197
Project Address: 301 N Central Avenue, Wasco, CA 93280
Invoice: 26-000118
Dear Ms. Tinajero,
We are writing regarding the permit and impact fees associated with the above-referenced project.
We respectfully request that the City of Wasco allow us to defer payment of the applicable permit and impact fees until final inspection of the project. The current invoice reflects total fees of $122,409.37, and deferring these fees would assist with managing the project's construction cash flow while allowing construction to proceed without delay.
We understand that all deferred fees would remain due and payable and would be paid prior to, or as a condition of, final inspection and/or issuance of the Certificate of Occupancy, as required by the City.
We appreciate the City's consideration of this request and would be happy to provide any documentation or execute any deferral agreement required for approval.
Please let us know if this request can be accommodated and what steps are necessary to formalize the deferral.
Thank you for your time and assistance.
Sincerely,
Simranjit Sandhu

Staff Recommends The City Council:
A) Adopt a Resolution authorizing the City Manager or designee to execute the Certifications and Assurances and Authorized Agent forms for the Low Carbon Transit Operations Program (LCTOP) Cycle B for the following project: New Transit Operating and Maintenance Facility; and
B) Fi
nd the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is, therefore, not subject to review under CEQA.
En
vironmental Review:
This action is not a project within the meaning of CEQA Guidelines Section 15378 and is, therefore, not subject to CEQA since it does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirec t physical change in the environment. The approval of this agenda item does not commit the City to a definite course of action regarding a project, as the action authorized herein may lead to the negotiation of a grant agreement. This proposed activity is, therefore, not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.
Bac
kground:
The Low Carbon Transit Operations Program (LCTOP) was created to provide operating and capital assistance for transit agencies to reduce Greenhouse Gas (GHG) emissions and improve mobility, with a priority on serving disadvantaged communities (DACs). Per Public Resources Code 75230 (f) (1 -3), monies for the program shall be expended to provide transit operating or capital assistance that meets any of the following:
1. Ex
penditures that directly enhance or expand transit service by supporting new or expanded bus or rail services, new or expanded water -borne transit, or 38 of 92
expanded intermodal transit facilities, and may include equipment acquisition, fueling, and maintenance, and other costs to operate those services or facilities.
2. Operational expenditures that increase transit mode share.
3. Expenditures related to the purchase of zero-emission buses, including electric buses, and the installation of the necessary equipment and infrastructure to operate and support these zero-emission buses.
Caltrans, in coordination with the California Air Resources Board (CARB), will review each project to determine if the project supports at least one of the above -listed criteria, decreases GHG emissions, and benefits low -income households, low -income communities, and/or a DAC (also known as Priority Populations).
The City of Wasco is working on a New Transit Operating and Maintenance Facility Project.
The project aims to support the Dial-a-Ride Transit Department by providing the necessary fueling infrastructure for electric, CNG, and gasoline buses. The facility will be situated on the southeast corner of Filburn Street and Central Avenue.
This resolution authorizes the submission of the application for LCTOP funds and the City Manager's execution of the Certifications and Assurances and Authorized Agent forms.
Fiscal Impact:
The City of Wasco will have four fiscal years from the project award date to expend funds. For rollover funds, the four years begin with the last rollover year in which funds are accrued.
Lead Agencies cannot expend LCTOP funds on costs incurred before LCTOP award/approval. LCTOP is not a reimbursement program; funds are awarded annually upfront for expenses approved and outlined in the Allocation Request to be incurred after the project is awarded.
The City of Wasco must track interest earned on LCTOP funds. Project Activity Reports (PAR) must include interest earned for each project. Interest earned on LCTOP funds must be used in the same manner as principal. Interest remaining after a project is completed may be applied only to an approved LCTOP project.

SUBJECT: Adopt a Resolution Authorizing the City Manager or D esignee to Execute and Endorse a Professional Services Agreement with PLCs Plus International, Inc., for SCADA-related matters.
_____________________________________________________________________________________ Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing t he City Manager or designee to execute and endorse a Professional Services Agreement with PLCs Plus International, Inc. for SCADA-related matters; and
2) Find that the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to review under CEQA.
Environmental Review:
Staff has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the subject activity is not a project within the meaning of CEQA Guidelines Section 15378 and is therefore not subject to review under CEQA.
Discussion:
A critical component of the city’s drinking water and wastewater systems is the Supervisory Control and Data Acquisition (SCADA) system, which supports remote monitoring and control. Because SCADA technology is a specialized field that requires integration, programming, and the implementation of cybersecurity measures, staff has sought these services from multiple vendors.
PLCs Plus International, Inc., founded in 1997 and located in Bakersfield , specializes in these services, and city staff wishes to enter into a Professional Services Agreement to provide technical expertise to the city. Under the agreement, PLCs Plus would perform SCADA-related work on a time- and-materials basis and issue task orders for amounts exceeding $10,000.00, which would then be submitted to Council for approval. The term

PLCs Pl
us takes a team (Internal and Customer) approach to on -call SCADA problems . We work closely with the Customer’s Operations/Maintenance/IT to first identify how the equipment/process functions, review any applicable drawings, PLC code, and end-devices. The intent of troubleshooting is to bring the equipment back to its previous working state. While there may be opportunities to improve a given process, our experience dictates that further changes would need approval from the customer, to avoid cost escalations. If the initial approach is not working, it will be escalated to the appropriate vendor and further PLCs Plus resources to ensure equipment is running to the Customer’s expectations.
PLCs Plus is committed to having personnel available for after-hours callouts and support. PLCs Plus will provide a list of personnel that can be contacted, and their work location (local/remote).
PLCs Plus has a local Nampa, Idaho area office and will be the primary office to respond. While it is possible to support locally, due to scheduling, they may not be available, so it is incumbent for Amalgamated Sugar to have a remote access system. Most callouts can be handled remotely, working with the local maintenance and IT (Information Technology) department.

STAFF REPORT
City of Wasco
TO: Honorable Mayor and Council Members
FROM: M. Scott Hurlbert, City Manager
Tracy Blakemore, Finance Director
DATE: September 15, 2026
SUBJECT: Adopt a Resolution Ratifying the Professional Service Task Order No. 1 Under an Agreement with LSL, LLP for Accounting Support Services for Fiscal Year 2024-2025 in an amount not to exceed $10,000.00.
_____________________________________________________________________________________ Recommendation:
Staff recommends that the City Council:
1) Adopt a Resolution Ratifying the Professional Service Task Order with LSL, LLP for Accounting Support Services for Fiscal Year 2025-2026 in an amount not to exceed $10,000.00; and
2) Find that this action is not a project as defined under the California Environmental Quality Act (CEQA) State Guidelines; therefore, pursuant to Section 15378, no environmental review is required.
Environmental Review:
The proposed action consists of a governmental administrative and fiscal activity that does not result in a direct or indirect physical change in the environment. As such, it is not a “project” under Section 15378 of the State CEQA Guidelines and is not subject to CEQA.
Background:
On April 7 , 2026, the City Council authorized the City Manager to enter into an agreement with LSL, LLP for audit support services in the amount of $60,000. To ensure the continued availability of specialized accounting assistance during the FY 2025 audit process . The City Manager executed an additional task order authorizing up to $10,000 in supplemental services, bringing the total authorized amount to $70,000.
Discussion:
The City Manager approved the additional $10,000 authorization prior to City Council consideration to ensure uninterrupted audit support services during a critical phase of the FY 2025 audit. Finance staff was required to submit 60 of 92
substantially all Prepared By Client (PBC) schedules and supporting documentation to the auditors by September 15, and LSL, LLP's assistance was necessary to meet those deadlines.
Additional support was needed due to several complex issues encountered during the FY 2025 audit process, including reconciliation of capital assets and CIP records, pension accounting reviews, and implementation of new accounting standards related to compensated absences (GASB 101), subscription- based information technology arrangements (GASB 96), and lease accounting (GASB 87). These factors increased the level of effort beyond that anticipated under the original agreement.
Ratification of Task Order No. 1 will confirm the City's authorization for the additional professional services necessary to support the timely completion of the FY 2025 audit.
