FROM: M. Scott Hurlbert, City Manager
Luis Villa, Public Works Director
DATE: September 29, 2026
SUBJECT: Adopt a Resolution Authorizing the City Manager or designee to Execute an Agreement with Cen-Cal Construction, Inc. in an amount not to exceed $602,175.03 for the Central Avenue ATP Project and allowing the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $20,000.00.
Recommendation:
Staff recommends the City Council:
1) Adopt a Resolution Authorizing the City Manager or designee to execute an agreement with Cen-Cal Construction, Inc. in an amount not to exceed $602,175.03 for the Central Avenue ATP Project; and
2) Allow the City Manager to execute Contract Change Orders in an amount not to exceed an aggregate of $20,000.00; and
3) Find that this Project is classified as categorically exempt pursuant to CEQA Section 15332. No environmental review is required.
Environmental Review:
Staff has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that the Project is categorically exempt pursuant to CEQA Section 15332, as it is characterized as infill development meeting the conditions described in this section. Thus, no environmental review is required.
Discussion:
In 2023, the City applied for an Active Transportation Project (ATP) along Central Avenue to improve landscaping, bike lanes, ADA ramps, and to infill the pedestrian walkway gap just South of Poso Avenue, connecting Poso to the development & park strip to the South.
STAFF REPORT
City of Wasco
The City was subsequently awarded $660,000.00 for the design and construction of the project applied for. The City completed its in-house design and put the project out for bid on September 11th, 2026.
The City received 3 bids on September 25th, 2026. (See attached bid tabulation). After reviewing the received bids, Staff recommends awarding the project to the lowest cost, qualified bidder, Cen-Cal Construction, Inc., in the amount of $602,175.03.
Fiscal Impact:
The approved CIP Project #24001 budgeted funds for the ATP Project. With a bid of $602,175.03, the City will have ~ $50,000 remaining in the project budget for contingencies.
