City Council Staff Report
Motion: Reaffirming the Declaration of Emergency made by the City Manager on January 31, 2022 and Declaring there is a Need to Continue with Project No. 2022-03, “Emergency Repair of Baker Lift Station.”
SUMMARY:
City Council is being asked to reaffirm the declaration of emergency made by the City Manager on January 31, 2022 and declaring there is a need to continue with Project No. 2022-03, “Emergency Repair of Baker Lift Station.”
ANALYSIS:
On January 31, 2022, the Baker Lift Station Pump 2 discharge pipe was shooting wastewater out in all directions at the 90-degree elbow. The Baker Lift Station was installed in 1998 and over the years the metal fittings and discharge pipes have started to deteriorate. To complete this fix, the set of discharge pipes in the lift station including the 90-degree elbow spools, the ultra-flex couplings on both discharge pipes, and the check valves in the vault next to the lift station will need to be removed and replaced.
Staff contacted Applegate Teeples Drilling Company to get the Baker Lift Station running correctly.
On January 31, 2022, the City Manager deemed the damaged set of pipes in the lift station an emergency and ordered repair to commence immediately without giving notice for bids to let contracts in accordance with Section 22050 of the Public Contract Code under the authority given to him through Council Resolution No. 2018-57 (Exhibit 1). The Emergency Declaration was due to the need to make repairs quickly as a complete failure of the lift station would leave a significant portion of Waterford including River Pointe community without sewer service. Staff will continue to update the Council at every Council meeting reaffirming the emergency exists until the emergency ceases.
FISCAL IMPACT:
Each emergency action is different and the cost will be determined following the correction of the emergency situation. However, Applegate Teeples Drilling Company has provided an initial estimate of $29,266.00 (Exhibit 2). Funding for these improvements will come from FY 20/21 Budget Line 4350- 700-7420.
ENVIRONMENTAL REVIEW:
This project is categorically exempted according to Title 14, Chapter 3, Article 19 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), in accordance with Section 15301 “Existing Facilities.”
ALTERNATIVES:
1. Reject the affirmation of the declaration of emergency declared by the City Manager. Staff does not recommend this alternative as the City Council has delegated authority to the City Manager to declare emergencies in accordance with Section 22050 of the Public Contract Code and Council Resolution No. 2018-57 and the project is needed to maintain a viable wastewater collection system.

LOC: 225 N Appling Rd
Waterford, CA
ESTIMATE:
A Teeples Plumbing will provide the labor and equipment necessary to supply a diesel trash pump with bypass plugs to bypass the sewer lift station in the park. We will then vac out the lift station and pressure wash the valve next to the lift station that has the shut off valves. Then we will do a confined space entry into the lift station to OSHA standards to remove the plumbing in the lift station that has a hole and is causing the main problem. We will remove the rails on both sides of the pumps to allow access to the plumbing, we will then cut the wall of the lift station to make room to remove the pipes that have mortar. This will include jack hammering and chipping them out. Then we will remove both set of pipes in the lift station including the 90- degree elbow spools and the ultra-flex couplings on both discharge pipes. We will remove the check valves in the vault next to the lift station and replace them with a different brand. After all the pipes are removed, we will then install all new piping, bolts, gaskets, spools and check valves. Then we will reinstall the railing system for the two pumps and if needed new dead head bolts, all hardware will be stainless steel. After all repairs are made and system is ready for testing, we will pull the plugs and fill the lift station. During the repair we will work with City of Waterford staff, and we will put the system back in test mode to check for leaks. If the system tests clear, we will clean out the rental bypass pump and clean up the work area and pressure wash and remove all materials off site.

Motion: Approving a Service Agreement with Bay City Electric Works, Inc. in the Amount of $25,071.42 for “Renewal of Three (3) Year Service Contract” and Authorizing the City Manager to Execute the Service Agreement.
SUMMARY:
City Council is being asked to approve a service agreement with Bay City Electric Works, Inc. in the amount of $25,071.42 for “Renewal of Three (3) Year Service Contract” and authorizing the City Manager to execute the service agreement.
ANALYSIS
The City has a combined total of six (6) generators between the Waterford water/wastewater systems, and the Hickman water system. The generators are used for emergency power for water well sites and wastewater lift stations in case of a power outage. These generators in an emergency power outage, would keep these well sites producing water to residents and keep the sewer waste pumping at our lift stations. All six (6) units are serviced each year by Bay City Electric Works, Inc. and City staff makes sure that they stay full of fuel as part of their daily site checks. The annual contract between Bay City Electric Works, Inc. and the City has expired and they are wanting to extend their service contract from an annual, to a three (3) year contract. The City has had no issues in the past with Bay City Electric Works, Inc. services and is recommending that the City Council renew this service contract with Bay City Electric Works, Inc.

Thermal graphic imaging and reporting capabilities by certified generator technicians available. Thermal graphic imaging is a valuable tool for diagnosing automatic transfer switches problems and also for identification of hot spots in wiring and switches into the breaker units. TGI is available as a contract service upon request and can be inserted in the normal ATS service scheduled if optioned by customer for an additional charge. Also available on a T&M basis and used (if approved) for diagnosing generators, Fuel polishing is a procedure that removes water and sediment contaminates which settle in the bottom of the fuel tank. These contaminates occur naturally over time. To combat this condition, fuel is pumped from the bottom of the tank and returned, once filtered to (1) micron, to the tank. This ensures proper generator operations with clean fuel being delivered to the equipment engine. **Bay City Electric Works technicians are fully certified to operate and repair multiple manufacturer lines of generators, automatic transfer switches/switchgear and is an authorized Kohler Power Distributor. Other technician certifications include MTU, Onan, Cummins, John Deere engines, Zenith controls and switchgear, and Caterpiller **Facilities strategically placed throughout the state of California to service customers from border to border with fully certified hazardous waste containment and proper disposal procedures following OSHA, Federal and state D.O.T standards and regulations All load bank testing performed by Bay City follows NFPA 110 standards for load bank testing unless otherwise requested by the customer at the time of service. Bay City Electric Works assumes no responsibility to customer obliged laws and regulations on load bank testing requirements placed upon their facilities.
An extremely critical aspect of the emergency generators operation is the function of the ATS. The emergency generator may function properly but if the ATS does not function properly, you will still be in the dark without emergency power.
For those customers who are unable to perform a simulated power outage by dropping out the main circuit breaker during normal business hours, we will provide an ATS service and test on a pre-designated Saturday or before and after hours (additional charges may apply). The ATS service will require that the power be turned off to the transfer switch for about 30 to 45 Minutes Fuel polishing service recommended after a fuel sampling is performed at a previous service (minor inspection and if approved by the customer). Upon customer request, fuel polishing can be performed without a fuel sample but the usage of additives to eliminate contaminants cannot be rendered without fuel sampling data Check all fluid levels and top off as necessary. (Fuel is Excluded but if agreed in the contract can be topped off at every visit with no additional labor, only the price of fuel will be charged to customer separately) If practical and upon owner’s permission, simulate an under load power failure to ensure the proper operation of the emergency backup system. Owner must make loads available, and it must be practical for the end users of the electrical systems for such testing to be performed.
Provide a written report of the condition of the equipment to the end user responsible for the equipment. Note all discrepancies found. A formal proposal will be submitted to the end user within (3) working days for the cost of the repair. If the unit is out of service a proposal will be provided immediately.
Upon completion of items 1 – 17 start and run the equipment. Record all gauge readings. Test engine safety shut down devices to ensure proper safety operation. Check voltage and frequency outputs at the ATS emergency input terminals. Make adjustments if necessary.
New or existing emergency generators should be tested once per month for a period of 30 minutes, preferably with a building load. The system should be load bank tested at full rated load a minimum of once a year. The test should be for (1) one hour to ensure the proper operation of the stand-by system. A (1) one hour resistive load bank test (at customer request) to include all cable, equipment, labor and travel is:
Ability to obtain factory parts for all types of Transfer Switches are available if repairs are needed due to test revealing a failure. Rental ATS units are available through Bay City Electric works for an additional charge if such event occurs to ensure customer equipment is operational to full capacity until repairs are completed.
