City Council Staff Report
Motion: Receive Information from Lechowicz + Tseng Municipal Consultants (LTMC) on the Two (2) Proposed Sewer Rate Study Options and Provide Staff Direction on Preferred Option.

SUMMARY:

The Council is being asked to review two (2) proposed sewer rate study options and provide staff direction on the preferred option to be brought back for Council consideration at the April 4 th, 2024 City Council meeting. The
rate information will be presented by the City’s consultant, Alison Lechowicz with the firm of Lechowicz + Tseng Municipal Consultants.

ANALYSIS:

The Wastewater fund reserves have been dwindling in recent years as operational and capital expenses have increased. The last wastewater rate increase study occurred in July 2019. During the 2023/2024 budget process it became apparent that the fund needed additional revenue resources. On October 19, 2023 council approved an agreement with Lechowicz & Tseng Municipal Consultants (LTMC) of Alameda, California in the amount of $24,860 to review the current operational and capital needs and make recommendations on possible rate adjustments.

LTMC has been working with City of Waterford staff and our City Engineer and has developed a 5-year operational and Capital budget projection. Based on these estimated budget needs, LTMC calculated the revenues required and developed 2 rate options for council’s consideration. All options include rate increases of varying amounts based on use over the next 5 years. The following chart shows the proposed year 1 residential fee increases by option as compared to neighboring communities:

Option 1 and 2 maintain our current rate structure of all accounts being a fixed rate based on use. Option 1 has the vactor truck purchase ($550,000) in the first two years of the rate increase. Option 2 defers the purchase of the vactor truck to years 2027 and 2028. The impact of the two options on the rate structure is summarized in the below chart:

OPTION 1: Purchase vactor truck on schedule
Current July 2024 July 2025 July 2026 July 2027 July 2028 Single Family Rate $51.36 $64.18 $70.60 $72.72 $74.90 $77.15 % Increase 25% 10% 3% 3% 3%
OPTION 2: Defer vactor truck purchase until FY2027 and FY2028 Current July 2024 July 2025 July 2026 July 2027 July 2028 Single Family Rate $51.36 $60.06 $70.27 $74.13 $76.35 $78.64 % Increase 17% 17% 5.5% 3% 3%
The total increase over the 5 years under Option 1 is 44% and under Option 2 is 45.5%. At the conclusion of the LTMC presentation, staff will be seeking direction on which option is preferred by council.

FISCAL IMPACT:

Depending on the Option chosen, there will be an annual increase of varying size based on use and option chosen.

ENVIRONMENTAL REVIEW: N/A

ALTERNATIVES

1. Provide staff direction on either Option 1 or Option 2 to proceed with the rate increase.

2. Not provide preferred option for staff to final the draft rate study. This is not recommended as it is staff’s opinion that additional revenues are necessary to maintain operational service levels and provide necessary capital improvements to the sewer system and wastewater treatment plant.

City Council Staff Report
Resolution: Resolution 2024-05, Approving Mid-Year Budget Adjustments for FY 2023- 2024
SUMMARY:

Staff is seeking City Council’s approval of the proposed mid-year budget adjustments for 2023- 2024.

ANALYSIS:

The Mid-year budget adjustments for the General Fund reflect significant changes primarily in the area of one-time capital needs. The two largest adjustments are for the Community Center Remodel Project of $700,000, $25,000 for additional park improvements, (bringing total to $100,000) and $23,000 for repairs to the Boom Truck and Tractor Repairs. The changes in revenues are due primarily to the increase in Property Tax in Lieu of MVLF and the proceeds from one-time sale of assets. The General Fund overall will be adjusted as follows:

Operating Revenues $352,011
Operating Expenses $160,144
Capital and Non-operating Expenses $718,200
Non-operating Capital Financing Sources $168,000
Total Change in Surplus (Deficit) for the General Fund (358,333) Change in Beginning Fund Balance $223,922
Net Decrease in General Fund ($134,411)
The Other Governmental Funds of the City saw decreases in both the Special Business Pilot and Gas Tax estimates for 2024. The CDBG Program has some adjustments to reflect the increased costs of the Pecan/Dorsey Project. The City also added back in the Parks & Recreation Programs Fund to the reflect the contribution to and the costs of the Basketball Program; as directed by Council. The City’s CIP Funds have some decreases to reflect some combined projects. Measure L Funds were also adjusted for completed items and matching needs for various grants.

The City’s Wastewater Enterprise Fund remains relatively unchanged with an overall decrease in expected expenses of ($38,775) primarily in the area of payroll costs. The reserve fund for Wastewater is expected to end the year with $238,211. The Water Enterprise Funds are seeing sharp increases in operating costs and a variety of one-time supply needs such as water meters that are replacing failing meters due to age. These increased costs are being offset by savings in payroll due to a vacant Supervisor position. The net changes have decreased expenses a total of ($45,430). The combined reserve fund for all the Water Funds is expected to be $620,634 at year end. The budgets for Water and Wastewater still include several grant funded items which are pending funding. Fiscally, the primary focus of the City’s Enterprise Funds should be on controlling operational costs, managing debt service on the City’s outstanding obligations, and planning for costs of new City facilities.

FISCAL IMPACT:

General Fund: The anticipated ending General Fund Reserve with these adjusted levels of revenues and expenditures is expected to be $3,186,675. This represents an 56% reserve level.

The details of the changes can be found in the detailed and summary financial information.

Other Governmental Funds: The City’s Other Governmental Funds did not include a lot of significant changes at mid-year. The details of the changes can be found in the detailed and summary financial information.

CIP Funds: The City’s CIP Funds did not include a lot of significant changes at mid-year. The details of the changes can be found in the detailed and summary financial information.

Wastewater Treatment Funds: Year end is anticipated to see reserve balances of $238,211.

The City is currently undergoing a rate study to determine the future rate structure for Wastewater as the fund has a variety of unmet capital needs and dwindling reserves. The details of the changes can be found in the detailed and summary financial information.

Water Funds: Staff is working on the System Consolidation project and other scheduled reserve projects as funds are becoming available. Grants are pending to offset some of the cost and complete the Hickman/Waterford consolidation. The City anticipates $620,634 in reserves at year end. The details of the changes can be found in the detailed and summary financial information.

ENVIRONMENTAL REVIEW: N/A
ALTERNATIVES: The City Council has the option to modify or not approve the mid-year budget adjustments as proposed. This alternative is not recommended as many of the changes have either already been incurred, were previous council approvals or are unavoidable as the cost control for the function is not controlled by the City.

City Council Staff Report
Motion: Awarding Bid and Approving an Agreement with Howk Systems Inc, in the Amount of $100,933.99 for Project No. 2024-01, “River Pointe Well 1 Repairs” as a Minor Contract Project and Authorizing the City Manager to Execute the Agreement.

SUMMARY:

The City Council is being asked to award bid and approving an agreement with Howk Systems Inc, as a minor contract project in the amount of $100,933.99 for Project No. 2024-01 “River Pointe Well 1 Repairs” and authorizing the City Manager to execute the agreement.

ANALYSIS:

On September 20, 2023, Howk was called out to Well 1 and upon taking the discharge piping apart they discovered the pipe 40% full of gravel. This was the first indication of a hole in the casing.

Ultimately, it was determined that a hole did indeed exist and the hole was letting the gravel pack into the well. The contractor was directed to make a single point repair of the existing well casing hole and replace lost gravel. After the single point repair was completed and the well was ready for service, an additional hole developed farther down the casing. At this point, staff was given two options. One was to do another point repair and the other was to install a full depth liner. The liner, while a little more expensive, was determined to be the best option as there was no knowing if another hole would develop in the future given two holes developed within a couple months. Staff put together a new scope of work that entailed Well 1 to be cleaned, videoed, liner installed and gravel added.

FISCAL IMPACT
Funding for this project will come from the Water Fund budget number 5070-800-7420 for fiscal year 2024/2025.

ENVIRONMENTAL REVIEW:

This project is categorically exempted according to Title 14, Chapter 3, Article 19 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), in accordance with Section 15301 “Existing Facilities.”
ALTERNATIVES:

1. The City can choose not to move forward with these improvements at this time. This is not recommended as the well will only become more and more damaged to the point where neither well may not be operational anymore. If this were to happen, well 1 and 2 would not be able to help provide quality water the residents of River Pointe and southern Waterford.
