City Council Staff Report
Resolution: Approving Resolution 2024-17, Approving the Stanislaus Urban County and Home Consortium Fiscal Year 2024/2025 Annual Action Plan (AAP) and Authorize the City Manager to Execute the CDBG and Home Consortium Agreement for Fiscal Year 2024-2025.
SUMMARY:
City Council is being asked to approve Resolution 2024-17 the Stanislaus Urban County and Home Consortium Fiscal Year 2024/2025 Annual Action Plan (AAP) and authorize the City Manager to execute the CDBG and Home Consortium Agreement for fiscal year 2024-2025.
ANALYSIS:
FY 2024-2025 Annual Action Plan
In 2002, Stanislaus County was designated an Urban County by the Federal Housing and Urban Development Department (HUD) and receives an annual allocation to be shared among Stanislaus County and the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank and Waterford. With this designation, Stanislaus County qualifies as an “entitlement” jurisdiction which means that the County receives Community Development Block Grant (CDBG) funds from HUD without participating in the competitive application process.
During Fiscal Year 2024-2025, Stanislaus Urban County expects to receive an estimated $2,335,030 in Community Development Block Grant (CDBG) program funding and an estimated $208,317.00 in Emergency Solutions Grants (ESG) funding. These amounts are estimated and will be adjusted later once HUD has released final allocations. The CDBG funds and the ESG funds are to be used on the following activities.
• Infrastructure Improvements
• Economic Development Programs
• Affordable Housing
• Fair Housing Services
• Public Services
• Homeless Shelter Services
• Homeless Prevention
• Homeless Services Data Collection
Waterford is estimated to receive $222,545 in CDBG funding which includes $217,545.00 for project activities and $5,000 for administration costs. Staff recommends use of those funds for CDBG Funding shall cover environmental, design, construction and inspection of improvements.
Stanislaus Urban County also expects to receive an estimated $1,708,364 During Fiscal Year 2024- 2025 in Home Consortium funding in which Waterford is estimated to receive $127,500 of that funding.
Staff recommends the use of 2024/2025 CDBG Funding on the G Street Improvement Project, which includes, adding frontage improvements along the east side of G Street from Bentley to Dorsey, and filling in missing portions of sidewalk to provide full pedestrian access. Existing ramps will also be upgraded to meet current accessibility requirements. The existing pavement will be repaired in multiple locations and widened between Dorsey and Bentley, and then finished with an overlay throughout. This project will provide the Waterford residents with another safe route of travel and rejuvenate another severely dilapidated road in our community.
Waterford staff held a “Public Hearing” at City Hall on February 7, 2024, and April 3, 2024, to take input from the public. No comments were received from the public.
FISCAL IMPACT
These funds are derived from the Community Development Block Grant (CDBG) Program and Emergency Shelter Grant (ESG) and the HOME Consortium funding. Therefore, there is no impact to the City’s General Fund.
ENVIRONMENTAL REVIEW:
This project is exempt from the provisions of the California Environmental Quality Act (CEQA) in accordance with Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines.
ALTERNATIVES:
1. Not to approve this resolution. Staff does not recommend this option as it is a requirement to receiving future CDBG and HOME Consortium funding and that the City relies on these funds for the projects identified in this report.
