Patricia Krause, City Clerk / Administrative Services Director City Council Staff Report
MOTION: Approving an Agreement with GOGov, Citizen Request Management Application Provider for an annual subscription of $9,600 and Authorizing the City Manager to Execute the Agreement.
RESOLUTION: Adopting Resolution 2025-02, Adopting GOGov Citizen Request Management Application Policy
SUMMARY:
Approving an Agreement with GOGov, Citizen Request Management Application Provider for an annual subscription of $9,600 and Authorizing the City Manager to Execute the Agreement and to review and approve the GoGov Citizen Request Management Application Policy.
ANALYSIS:
The GOGov Citizen Request Management application (CRM) allows citizens to report requests/complaints to the City of Waterford. This policy will define the responsible department for each category of requests/complaints and the anticipated reasonable response times to correct and address the requests/complaints.
The GOGov CRM application is a service portal that allows citizens 24/7 access to services and information through a searchable knowledge database. Citizens are able to track the status of their requests/complaints and receive real time notification and alerts as their issues are resolved.
When a request/complaint is submitted, it will be automatically routed to the correct responsible department and staff for resolution. Staff are responsible for accessing the request/complaints and updating the progress. Management will be able to oversee all requests/complaints and ensure that they are addressed within the anticipated reasonable time frame set by this policy.
FISCAL IMPACT:
The GOGov Citizen Request Management Application will have an annual subscription cost of $9,600 and will be budgeted for accordingly.
ENVIRONMENTAL REVIEW:
This resolution and policy is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) which is the ”Common Sense Exemption” that CEQA applies only to projects which have the potential for causing a significant effect on the environment and CEQA does not apply where it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment.
ALTERNATIVES:
1. Council could choose to not accept the GOGov Citizen Request Management Application contract and policy document. This is not recommended as this application would benefit the city as a way for citizens to report issues and requests and the policy document would benefit city staff as a guide in managing citizen requests.
