City Council Staff Report
Resolution: Approving Mid-Year Budget Adjustments for FY 2024-2025 SUMMARY:

Staff is seeking City Council’s approval of the proposed mid-year budget adjustments for 2024- 2025.

ANALYSIS:

The Mid-year budget adjustments for the General Fund reflect significant changes primarily due to the carryover of projects from the prior fiscal year that are being completed in the current. The two largest adjustments are for the Community Center Remodel Project of $592,000, and $90,000 for Council requested park improvements. The changes in revenues are due primarily to the expected decrease in Sales Tax. Also affecting the General Fund balance is the large carryover from the prior fiscal year. The amount of $736,291 is due primarily to the Community Center project which was not completed in the prior year. The General Fund overall will be adjusted as follows:

Operating Revenues ($134,109)
Operating Expenses ($4,284)
Capital and Non-operating Expenses $682,000
Non-operating Capital Financing Sources $41,950
Total Change in Surplus (Deficit) for the General Fund ($769,875) Change in Beginning Fund Balance $736,291
Net Decrease in General Fund ($33,584)
The Other Governmental Funds of the City saw increases in the Special Business Pilot, Gas Tax, Local Transportation and The CDBG Consortium. The Impact Fee funds reflect the decreases as the current development projects are not yet in the buildout phase. It is anticipated that 2026 will see significant activity for home building with several smaller infill development projects.

The City’s Wastewater Enterprise Fund remains relatively unchanged with an overall decrease in expected expenses of ($4,735). The Wastewater Fund is expected to end the year with $420,229 in cash. The total cash is divided between operations $311,175 and reserves of $109,054. The Water Enterprise Funds are seeing sharp increases in operating costs and a variety of one-time supply needs such as water meters that are replacing failing meters due to age. The net changes have increased expenses a total of $61,967. The combined cash for all the Water Funds is expected to be $366,171 at year end. Operational cash at year end is estimated at $399,263 with reserves negative at ($33,092) if all activities are completed as budgeted. The budgets for Water and Wastewater still include several grant-funded items which are pending funding. Fiscally, the primary focus of the City’s Enterprise Funds should be on controlling operational costs, managing debt service on the City’s outstanding obligations, and building reserves for capital needs.

FISCAL IMPACT:

General Fund: The anticipated ending General Fund Reserve with these adjusted levels of revenues and expenditures is expected to be $3,518,576. This represents a 68% reserve level.

The details of the changes can be found in the detailed and summary financial information.

Other Governmental Funds: The City’s Other Governmental Funds included changes in the Capital Facility Fee funds to reflect decreased building activity. A few other funds had minor adjustments for funding changes or new estimates for revenues. The details of the changes can be found in the detailed and summary financial information.

CIP Funds: The City’s CIP Funds did not include a lot of significant changes at mid-year. The details of the changes can be found in the detailed and summary financial information.

Wastewater Treatment Funds: Year end is anticipated to see reserve balances of $109,054.

The City was able to transfer $709,930 to CIP Reserves, up from $427,357 in the prior year.

This increase is a direct result of the rate increase implemented on July 1, 2024 and has allowed the Wastewater CIP Fund to invest more heavily in infrastructure and needed upgrades.

The details of the changes can be found in the detailed and summary financial information.

Water Funds: Staff is working on the System Consolidation project and other scheduled reserve projects as funds are becoming available. Grants are pending to offset some of the cost and complete the Hickman/Waterford consolidation. The City anticipates a shortfall of ($33,092) in reserves at year end (Operational cash of $399,263 to offset the shortfall in reserves). The details of the changes can be found in the detailed and summary financial information.

ENVIRONMENTAL REVIEW: N/A
ALTERNATIVES: The City Council has the option to modify or not approve the mid-year budget adjustments as proposed. This alternative is not recommended as many of the changes have either already been incurred, were previous council approvals or are unavoidable as the cost control for the function is not controlled by the City.
