City Council Staff Report
Resolution: Approving Resolution 2025-16, Declaring two Zero Electric Motorcycles as Surplus Property and Authorize the City Manager to Pursue Disposal of said Property SUMMARY:

The City Council is being asked to declare the two Zero Electric Motorcycles as surplus property and authorize the City Manager to pursue disposal of said Property.

ANALYSIS:

In 2014, The City of Waterford was awarded a grant from the San Joaquin Valley Air Pollution Control District (SJVAPCD) Public Benefit Grants Program. This program provides funds to offset the cost for purchasing vehicles that run on alternative fuels, such as Zero Motorcycles that run off batteries (Electric), to purchase two Electric Motorcycles for the Stanislaus County Sheriff’s Department to use for off-road vehicle patrol. The Zero motorcycles have been out of service for a number of years due to the batteries inability to hold a charge. The average lifespan of a Zero motorcycle battery is between 3- 10 years and the cost to replace one battery would be approximately $3000.00. If approved by Council, staff will dispose of the vehicles as required by law.

FISCAL IMPACT
There is zero impact, the City is disposing of two vehicles that are beyond their useful life due to the expiration of their batteries and the cost of replacement.

ENVIRONMENTAL REVIEW:

The City finds and determines with certainty that the surplus vehicles are exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3), and that the activity is covered under the general rule that CEQA applies to only projects which have the potential for causing a significant effect on the environment.

ALTERNATIVES:

1. The City can pursue the purchase and replacement of the Zero Motorcycle batteries and request the Sheriff’s Department to use the vehicles for patrol.

City Council Staff Report
Resolution: Approving Resolution 2025-17, Adopting in Concurrence with the Stanislaus Urban County and Stanislaus HOME Consortium Fiscal Year (FY) 2025-2026 Annual Action Plan and the Consolidated Plan for Fiscal Years 2025-2029 and Support of Submission to the U.S. Department of Housing and Urban Development (HUD) and Authorize the City Manager to Execute the Home Consortium (FY) 2025-2026 and Annual Action Plan and the Consolidated Plan for (FY) 2025-2029 Agreement.

SUMMARY:

City Council is being asked to adopt Resolution 2025-17 in concurrence with the Stanislaus Urban County and Stanislaus HOME Consortium Fiscal Year (FY) 2025-2026 Annual Action Plan and the Consolidated Plan for Fiscal Years 2025-2029 and Support of Submission to the U.S. Department of Housing and Urban Development (HUD) and authorize the City Manager to execute the Home Consortium (FY) 2025-2026 and Annual Action Plan and the Consolidated Plan for (FY) 2025-2029 agreement.

ANALYSIS:

The City of Waterford in partnership with Stanislaus County that together with the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, and Waterford form the Stanislaus Urban County for purposes of receiving U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG) and Emergency Solutions Grants (ESG) Program funding.

Stanislaus County is the lead entity with responsibility for implementing and administering CDBG and ESG funding.

Stanislaus County is also the lead entity for the Stanislaus HOME Consortium, established on July 1, 2023, that includes all the Stanislaus Urban County member cities and the City of Turlock.

Participation in the Stanislaus Urban County and the Stanislaus HOME Consortium enables the County and participating jurisdictions to access funds directly from the federal government for the Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs, rather than compete for funds through the State. The Consolidated Plan outlines the goals and objectives for funding for the next five years of 2025-2029 to assist low-income households and persons in the areas of housing, public infrastructure, public services and homeless assistance and prevention.

The FY 2025-2026 Annual Action Plan covers CDBG, ESG and HOME projects and funded programs for the upcoming fiscal year. As of the date of this staff report the final HUD allocations for the CDBG, ESG and HOME programs have not been released. Once released the funding allocations for all members of the Urban County and Consortium will be adjusted proportionally. The estimated funding allocations in the draft AAP are based on the Fiscal Year 2024-2025 HUD funding and are only used as projections per HUD guidance.

CDBG
For Fiscal Year 2025-2026, it is anticipated that the City of W a t e r f o r d will be allocated approximately $222,545.00 under the Community Development Block Grant (CDBG) Program (see attached allocation chart). The goals of the CDBG program as established under the federal CDBG programs guidelines are as follows: 1) to provide decent housing; 2) to provide a suitable living environment; and 3) to expand economic opportunities. The City of Waterford CDBG allocation for FY 2025-2026. will be utilized for the G Street Improvement Project.

This project is located on G Street between Church Street and Rose Way, and Yosemite Boulevard.

This Project includes pavement widening and sidewalk infill on G Street, between Church Street and Rose Way and Yosemite Blvd (SR132). All work will be performed within the existing City of Waterford right-of-way. The concrete infill includes the removal and replacement of 750 linear feet of sidewalk, 5 driveways, 855 linear feet of full frontage improvements (curb, gutter, sidewalk/driveway), and one (1) pedestrian inline ramp. The concrete repairs include removing and replacing two (2) non-compliant pedestrian ramps. The pavement work will include several miscellaneous locations of repairs (9,000 square feet) and the road widening between Dorsey and Bentley (6,500 square feet). The final surface treatment throughout the Project limits will be a 2-inch profile grind and rubberized overlay (79,000 square feet). For utility work, this Project will include installation of a 24-inch French drain (160 linear feet), under the new sidewalk, with a drain inlet near the northeast corner of G and Bentley.

Waterford staff held a “Public Hearing” at City Hall on April 9, 2025, to take input from the public. No comments were received from the public.

FISCAL IMPACT
These funds are derived from the Community Development Block Grant (CDBG) Program and Emergency Shelter Grant (ESG) and the HOME Consortium funding. Therefore, there is no impact to the City’s General Fund.

ENVIRONMENTAL REVIEW:

This project is exempt from the provisions of the California Environmental Quality Act (CEQA) in accordance with Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines.

ALTERNATIVES:

1. Not to approve this resolution. Staff does not recommend this option as it is a requirement to receiving future CDBG and HOME Consortium funding and that the City relies on these funds for the projects identified in this report.

I have a concern regarding my neighbors tree. He recently cut his tree and only cut the big branch over his house, he completely cut it off. For a moment I thought he was going to give his tree a trim since his big tree is already going over our roof. The way he cut his tree you can see how it looks slanted over to our house and my family and I are greatly concerned for that tree to fall on our house because most of the weight is facing towards our house now. I have four children and I am not comfortable thinking that tree will fall on top of our house. The branches in the tree are hanging in front of our house now.

What can we do regarding this issue? We would like it if he can trim it a little? A few years ago a branch fell and broke the side mirror of our car and he showed no concern. I would like something to be done before it causes more harm. Please help!! 74 Water - Other Issue Closed 4/3/2025
