RESOLUTION: Approving Resolution 2025-56, Giving Notice of Its Intent to Record a Lot Line Adjustment at the Lot Line Share with the City Owned F Street Basin Lot and 524 N. Western Avenue Property
SUMMARY:
Approving Resolution 2025-56, giving notice of its intent to adjust the lot line shared with the City owned lot at the corner of N. Western Avenue and F Street, and the property at 524 N. Western Avenue.
ANALYSIS:
The proposed lot line adjustment is tied to a right-of-way dedication along the front of the property at 524 N. Western Avenue. This adjustment addresses an existing structure that currently extends over the property line into a City owned lot. By adjusting the lot line, the property owner will be able to keep the structure in place rather than removing it. In return, the property owner will dedicate the frontage area of the property – where curb, gutter, and sidewalk improvements have already been constructed – to the City as public right-of-way.
FISCAL IMPACT:
The City will incur a recording fee of approximately $50.
ENVIRONMENTAL REVIEW:
The proposed lot line adjustment is not considered a project as prescribed by the California Environmental Quality Act. No environmental review is necessary for this item.

ITS INTENT TO RECORD A LOT LINE ADJUSTMENT AT THE LOT LINE SHARED WITH THE CITY OWNED F STREET BASIN PARCEL AND 524 N. WESTERN AVENUE PROPERTY WHEREAS, one of the existing structures on the property at 524 N. Western Avenue encroaches onto a City owned parcel; and
WHEREAS, adjusting the lot line between the City owned parcel and the property at 524 N.
Western Avenue will allow the property owner to keep the structure in place; and WHEREAS, adjusting the lot line between the City owned parcel and the property at 524 N.
Western Avenue will not impact the City’s use of its parcel; and WHEREAS, the property owner at 524 N. Western Avenue has agreed to dedicate right of way on Western Avenue with existing frontage improvements to the City in exchange for the lot line adjustment; and
WHEREAS, this lot line adjustment is described on Exhibit “A” and Exhibit “B” and shown on Exhibit “C” attached hereto; and

City Council Staff Report
Resolution: Approving Resolution 2025-57, Approving Final Year End Budget Adjustments for FY 2024-2025
SUMMARY:
As the City closes out Fiscal Year June 30, 2025 staff has reviewed the adopted budget and identified areas where adjustments are required. These adjustments are routine and necessary to ensure the budget accurately reflects actual revenues and expenditures.
Budget adjustments typically occur for the following reasons:
• Expenditures exceeded appropriations in certain categories due to unanticipated costs. • Revenues came in higher or lower than projected.
• Reallocations were needed between departments or line items to properly account for costs.
The adjustments listed in Exhibit A align budgeted amounts with actual expenditures and revenues and ensure the City remains in compliance with State law, which prohibits expenditures in excess of appropriations. Staff is seeking City Council’s approval of the proposed year end budget adjustments for 2024-2025.
ANALYSIS:
Key highlights of the proposed adjustments include:
• Total General Fund increase in expenses of $110,679
• Gas Tax Improvement Fund increase in both revenue and expense of $22,301 • Impact Fee City Facilities increase of $1,953 in revenues and increase of $1,985 in expenses
• Local Transportation Fund increase in both revenue and expense of $224 • Parks & Recreation Basketball increase in expenses of $3,692 • Waterford Public Financing Authority increase in expenses of $1,541 The most significant changes occurred in the General Fund. Several departments came in over budget including Streets, Planning and Parks. As revenues were also up adjustments were only made to address the total net over budget in the General Fund of $110,679. The other departments with shortfalls will be offset with those departments that were under budget. As revenues came in over budget the General Fund still came in better than original projections by $55,975. The Mid-Year Budget had projected a deficit of ($376,390). The final year-end budget, with the proposed modifications, would have the General Fund with a deficit of ($320,415); still $55,975 better than projected. The details of the General Fund are shown in the following table:

General Fund: The anticipated General Fund Reserve with these adjusted levels of revenues and expenditures is expected to be $3,574,551. This represents a 68% reserve level.
Other Governmental Funds: The City’s Other Governmental Funds included changes in the Gas Tax Street Improvement Fund, Capital Facility Fee Fund, Local Transportation Fund, and the Parks & Recreation Basketball Fund to reflect minor changes required to both revenue and expenses as detailed in Exhibit A.
Waterford Public Financing Authority: Additional expenses of $1,541 to address overall increase in expenses over budget by the listed amount.
ENVIRONMENTAL REVIEW: N/A
ALTERNATIVES: The City Council has the option to modify or not approve the final year-end budget adjustments as proposed. This alternative is not recommended as many of the changes have either already been incurred, were previous council approvals or are unavoidable as the cost control for the function is not controlled by the City.

The improvements will strengthen community ties, promote healthy living, and expand recreational opportunities for all.

• Court surfacing and striping
• Tennis court net system
• 4-foot black vinyl chain link fencing

In the event City declares this Agreement terminated, such declaration shall be authorized by the City Council by resolution, and Contractor shall be notified in writing thereof within five (5) days after the adoption of such resolution. The owner of the home has his son and grandson living in a travel trailer full time in his backyard. They have lived there for about 6 months now and they are dumping their sewer into the backyard improperly, and I don’t believe they have the correct electrical hookups due to the trailer being in their backyard, it is a safety and waste hazard. We are their neighbors so we would like to stay anonymous to them if this is reported to them. In Stanislaus County it is illegal to live in a trailer full time while on someone else’s property, especially in a neighborhood. 348 Water - Other Issue Closed 9/23/2025
