2. The site is physically suitable for the density and/or intensity of the proposed Zoning District. The proposed density is approximately five (5) dwelling units per acre, which is consistent with the LD land use density range of four (4) to six (6) dwelling units per acre.

As per Sections 15182 and 15162 of the California Environmental Quality Act (“CEQA”) Guidelines, this Project is within the scope of the projects covered by the Vision 2025 General Plan Final EIR. An updated Initial Study and CEQA Addendum have been prepared for this Project, which determined that no new or more severe environmental impacts would occur. Relevant mitigation measures from the General Plan EIR still apply and have been made conditions of project approval.
b. There are no substantial changes proposed in the project, which result in new significant environmental effects, or a substantial increase in the severity of previously identified significant effects and, therefore, no major revisions to the EIR are required.

In accordance with Section 15164 of the CEQA Guidelines, the City has prepared an updated Initial Study and CEQA Addendum, which were tiered from the City’s Vision 2025 General Plan EIR. The analysis contained in the Initial Study amd CEQA Addendum, prepared in accordance with Section 15063 of the CEQA Guidelines, confirms that a subsequent or supplemental EIR is not required and that the previously adopted Mitigated Negative Declaration (SCH No. 2024050940) remains adequate for the Project.

4. The Zoning District is required for public convenience and necessity. a. The proposed Planned Community is consistent with the Vision 2025 General Plan because the project is consistent with the Low Density Residential (LD) land use designation for the site in both type and intensity of development. b. The project will provide needed single-family residential housing for the City of Waterford and assist in accommodating the City’s regional housing need as prescribed by State Housing Law.
