Motion: Designating a Voting Delegate and Alternate to the League of California Cities Annual Conference.
SUMMARY:
The League of California Cities (LCC) holds an annual conference and asks that each city designate a voting delegate and alternate voting delegate for the League of California Cities Annual Conference to be held Friday, September 25, 2026 at the Anaheim Convention Center. At this meeting, the League membership considers and takes action on resolutions that establish League policy.
ANALYSIS:
The League of California Cities bylaws allow for any official or employee of a member city, with the approval of the City Council, to be designated the City’s voting delegate or alternate at the League’s annual conference. This year’s conference is being held at the Anaheim Convention Center, September 23rd to 25th, with the annual business meeting being held on Friday, September 25th, 2026.
Each City is allowed to cast one vote on matters pertaining to League policy. The voting delegate or alternate must be registered for the conference. Currently, Councilmember Talbott is registered for the conference.
FISCAL IMPACT:
There is no cost associated with designating a delegate and alternative, but there will be a cost of approximately $1,300 per person for conference registration, travel, meals and accommodations.
Funds are budgeted for one Councilmember to attend in the FY 2026-2027 budget. If others desire to attend, the budget can be amended accordingly at the mid-year budget.

DATE: Wednesday, May 13, 2026
TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Sept. 23-25, 2026 Anaheim Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Taking place on Friday, Sept. 25, 2026 the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.
Following council action, please submit your city’s delegates through the online submission portal by Tuesday, Sept. 1, 2026. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.
Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre-conference communications with voting delegates.
Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration opens June 2.
For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and Council Action Advised by September 1, 2026
alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.
Please view Cal Cities’ event and meeting policy in advance of the conference.
Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.
Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
The voting delegate desk, located in the conference registration area of the Long Beach Convention Center in Long Beach, will be open at the following times: Wednesday, Sept. 23, 8:00 a.m.-6:00 p.m. and Thursday, Sept. 24, 7:30 a.m.-4:00 p.m. On Friday, Sept. 25, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.
The voting procedures that will be used at the conference are attached to this memo.
Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city’s voting delegate and alternates.
Once again, thank you for submitting your voting delegate and alternates by Tuesday, Sept. 1. If you have questions, please contact Zach Seals at [email protected].

Resolutions and the General Assembly
General Assembly
General Resolutions Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities’ advocacy to promote local decision-making, and lobby against statewide policies that erode local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how resolutions and the General Assembly work.
The petitioned
resolution is an
alternate method
to introduce policy
proposals during
the annual conference. The
petition must be signed by
voting delegates from 10% of
member cities, and submitted to
the Cal Cities President at least
24 hours before the beginning
of the General Assembly.
Petitioned Resolutions
The Cal Cities
President assigns
general resolutions
to policy committees
where members
review, debate, and recommend
positions for each policy proposal.
Recommendations are forwarded
to the Resolutions Committee.
Who’s who
The Resolutions Committee
includes representatives
from each Cal Cities
diversity caucus, regional
division, municipal
department, and policy
committee, as well as
individuals appointed by
the Cal Cities president.
Voting delegates
are appointed by each

The General Assembly is a
meeting of the collective
body of all voting

positions to take on bills
and regulatory proposals.
Policy committees include
members from each Cal

During the General Assembly, voting delegates
debate and consider general and petitioned

City Council Staff Report
Resolution: Approving Resolution 2026-50, Authorizing the Submittal of an Application to the California Department of Housing and Community Development (HCD) for the Authority to Expend HCD HOME Program Income, Recaptured Funds, and Program Income Administrative Funds (Hereinafter Collectively “PI Funds”) Under the HOME Investment Partnerships Program (HOME) and the Exucution of a Standard Agreement to Participate in the HCD HOME Program
SUMMARY:
The City of Waterford has $433,687 in HOME Program Income Funds and $694,053 of loans still outstanding and would like to offer a Down Payment Assistance Program to the community.
ANALYSIS:
The City of Waterford previously offered down payment assistance through the California Department of Housing and Urban Development HOME Program (HCD) during the late 1990s and early 2000s. Currently the City has cash on hand from loan payoffs in the amount of $433,687 and loans still outstanding of $651,549. To initiate use of these funds through a down payment assistance program the City is required to submit an application to HCD.
Upon approval of the application the City plans to offer a Down Payment Assistance Program. The core objectives of the program are to bridge the down payment and closing cost gap for low-income families, promote long-term neighborhood stability, and expand affordable housing opportunities. The City estimates being able to fund 3-5 loans with the current available PI Funds. Considering the relatively small amount of funds available staff will administer the program themselves through support from staff at HCD. The process would involve the participant doing pre-qualification for a primary mortgage, initial program intake and screening, and income and home value verification. Once the applicant is selected a home with a qualifying value must be selected and final gap analysis is done to determine the assistance needed to bridge the buyer’s gap. Selectin will be made on a first come first serve basis. The City would be responsible for establishing local program guidelines which will be based on templates provided by HCD. If staff determines that outside assistance is needed with the process HCD allows administrative costs of 6.5% of the loan. The administrative allowance is based on direct time needed on the application, capped at the 6.5%. City staff will be able to recover the costs per loan; up to this administrative allowance but no more than actual costs.
FISCAL IMPACT:
There would be no additional costs to operate the program as the City has the funds on hand and they are restricted in use to only limited programs; of which down payment assistance is one. In addition, administrative costs of the program would be recoverable up to the maximum allowed per each loan. Staff believes it is in the best interest of the community and the City to allow the public to access the funds for home purchases.

Resolution: Approving Resolution 2026-51, Authorizing the City Manager or Designee to Execute Agreements with the California Department of Transprotation for the City of Waterford Active Transportaiton Plan Grant
SUMMARY:
The California Department of Transportation has $398,385 of grant funds designated for the City of Waterford for an Active Transportation Plan and authority is needed to designate the City Manager or Designee to execute said agreement.
ANALYSIS:
The City of Waterford has been awarded funding to develop an Active Transportation Plan to serve as a guide in implementing future active transportation projects and programs. The City is an SB-535 disadvantaged, underserved community with significant gaps in its active transportation network, causing safety issues for pedestrians and cyclists, especially youth traveling to school and low-income residents accessing the regional public transportation bus stop. With StanCOG, School District, and Fire Protection District support, the Project includes a Safe Routes to School (SRTS) Master Plan, a Pedestrian Plan, a Bicycle Master Plan, and the final adoption of the City’s Active Transportation Plan. The City will establish an active transportation Community Advisory Committee (CAC) to help implement and oversee a robust community outreach and engagement process throughout the planning process and will continue to engage City leadership after Plan adoption. The Project will include an examination and analysis of existing conditions, a bicycle and pedestrian facilities map, collision data analysis, and a public review period. The Project is consistent with the City’s Local Road Safety Plan and the City’s General Plan. The resolution authorizes the City Manager or designee to execute the necessary agreements to accept the grant funds and proceed with the project.
FISCAL IMPACT:
The City would be the recipient of $398,385 in California Department of Transportation funds. The grant requires a local match of $51,615 (11.47%) for a total project cost of $450,000.

General Conditions
Please review the General Conditions below and complete them, as necessary. Most of these items are outlined in the Grant Application Guide, Ch. 5 and Appendix B. • Board Resolution – A current (less than one year old) Local Board Resolution, signed by the governing board that includes the grant project title and job title of the person authorized to enter into a contract with Caltrans, is required to be submitted to Caltrans by August 14, 2026.
• Government Entity Taxpayer ID Form is now required in place of the previously required STD-204. It is required by Caltrans Accounting to ensure payments are sent to the correct recipient and address.
• Scope of Work (SOW) and Cost & Schedule (Refer to Grant Application Guide, Appendix B Checklists) These are frequently missed requirements:
o Project Management stand-alone tasks, staff and/or consultant coordination are not allowed. Project Management activities must be charged to the tasks in which they are accrued.
o Include tasks for a kick-off meeting with Caltrans, invoicing, quarterly reporting, and Board adoption or acceptance.
o Ensure the deliverable for the consultant procurement task includes: Request for Proposal (RFP), executed consultant contract, and a copy of your agency’s procurement procedures.
o The earliest project start date is September 14, 2026, with an end date of June 30, 2029.
The Cost & Schedule will need to be updated to reflect a start date of September 2026 with at least one task extending to the grant expiration in June 2029. o Indirect Costs - For Local Government Agencies requesting to bill for indirect costs:
Indirect costs must be identified in the SOW and Cost & Schedule, and the indirect cost rate included at the bottom of the Cost & Schedule.
• Grant Application Cover Sheet and Cost & Schedule
o Ensure the grant award, local match, and total project costs are consistent with the amounts listed in the award letter.
• Grant Application Cover Sheet - Must identify the specific source of cash and in-kind local match funds; and must identify the agency providing the local match. o If your agency is using staff time as a cash match, the application cover sheet must identify the source of local match funds for staff time (e.g., General Fund). o Direct grantee staff time is not an allowable in-kind match and must be identified as cash match.
• Third Party In-Kind Valuation Plan, if applicable - Third-party in-kind contributions consist of goods and services donated from outside the grantee’s agency (e.g., printing, facilities, interpreters, equipment, advertising, staff time, and other goods or services). If utilizing thirdparty in-kind contributions to satisfy the local match requirement:
o Ensure in-kind contribution information is identified on the Grant Application Cover Sheet and Cost & Schedule.
o To clarify, sub-recipient staff time, if reimbursed, is considered cash match. If subrecipient staff time is donated, it would be considered in-kind. o Submit a Third-Party In-kind Valuation Plan. The district can provide a copy of the valuation plan checklist and template.
• Ensure Consistency - All changes made to the Grant Application Cover Sheet, SOW, and Cost & Schedule are made consistently in all documents.
Grant Administrative Requirements
Refer to the Grant Application Guide, Ch. 5, and the Restricted Grant Agreement boilerplate for a detailed overview of the Grant Administrative Requirements that must be adhered to over the life of the project. In summary:
• Third Party Contracts - Competitive consultant procurement, i.e., Request for Proposals (RFP) is required for all grant projects.
o If a consultant has already been hired to complete the SOW activities, ensure the process to procure the consultant was a competitive process (documentation must be provided to Caltrans); the grant work must have been part of the original RFP. o If using an on-call consultant list, the process for establishing the list must be competitive and less than five years old (documentation must be provided to Caltrans). • Quarterly Reporting – Quarterly Progress Reports (a narrative of completed project activities) are submitted on a quarterly basis.
• Invoicing and Financial Requirements –
o Maintain a proper accounting system (MS Excel is unacceptable). o Request for Reimbursements/invoices (RFRs) must be submitted at least quarterly, but no more than monthly.
One-time, lump sum invoices are not allowed.
If requesting reimbursement of indirect costs, a copy of the ICAP/ICRP acceptance letter must be submitted with the first invoice.
Local match commitments must be satisfied with every RFR/invoice, including any local match amount above the minimum amount. If you are unable to meet this commitment, coordinate with your district Contract Manager. All work must be completed by June 30, 2029.
Final RFR/invoice and the final product are due no later than August 29, 2029. The final RFR/invoice will not be processed without the final product. o An Indirect Cost Allocation Plan/Indirect Cost Rate Proposal (ICAP/ICRP) must be submitted each year to the Inspector General Independent Office of Audits and Investigations for approval. Instructions for submitting an ICAP/ICRP are available at the following webpage: https://ig.dot.ca.gov/resources
• Grant Amendments - Proposed changes to the Grant Application Cover Sheet, SOW, and Cost & Schedule (e.g., local match amount, fund source, movement of funds) will require an Amendment and Caltrans approval. Please contact Caltrans for guidance on this process.
