David, resident on Vineyard, asked if there would be section 8 housing in the subdivision and what the diversity of the housing would be, what the timeframe of the project would be and if a traffic plan would be in place.
Todd Valdez asked about the traffic impact on 132 with the additional housing and residents and what the impact would be on the water and sewer systems.
Dolores, resident on Vineyard, commented that the City should be careful about growth and shared concerns with air quality with the additional vehicles.

Motion: Approving an Agreement Between the City of Waterford and the Stanislaus Pickleball Association Authorizing the Installation and Maintenance of Two (2) Secure Storage Boxes for Pickleball Equipment on City Property and Authorizing the City Manager to Execute the Agreement.
SUMMARY:
Approve an agreement between the Stanislaus Pickleball Association and the City of Waterford authorizing the installation and maintenance of two secure storage boxes for pickleball equipment on city property and authorizing the city manager to execute the agreement.
ANALYSIS:
The Stanislaus Pickleball Association has requested permission to install and maintain two (2) secure storage boxes on City property for the purpose of storing pickleball-related equipment and materials.
The Stanislaus Pickleball Association has offered to purchase, provide, and install the storage boxes and the necessary supporting improvements at no cost to the City.
The proposed installation would include a concrete pad approximately:
• 13 feet in length
• 4 feet in width
• 6 inches in thickness
The final location of the storage boxes and concrete pad will be subject to approval by the City.
The proposed Agreement establishes the responsibilities of both the Stanislaus Pickleball Association and the City and provides protections to the City regarding costs, liability, insurance, maintenance, and removal of the improvements.
The proposed Agreement allows the Stanislaus Pickleball Association to provide storage for pickleball equipment while ensuring that the City does not assume the financial or maintenance responsibilities associated with the storage boxes.
Responsibilities
Under the Agreement, the Stanislaus Pickleball Association will be responsible for:
1. Purchasing and providing two secure storage boxes.
2. Providing and installing the approximately 13-foot by 4-foot concrete pad necessary to support the storage boxes.
3. Paying all costs associated with:
o Purchase
o Delivery
o Installation
o Maintenance
o Repairs
o Replacement
o Removal
4. Maintaining the storage boxes and concrete pad in a safe, clean, and serviceable condition.
5. Promptly repairing any damage caused by or associated with the storage boxes or the Association's activities.
6. Obtaining and maintaining the required insurance coverage throughout the term of the Agreement.
7. Removing the storage boxes upon written request by the City or upon termination of the Agreement.
8. Restoring the site to substantially its original condition if requested by the City.
Insurance Requirements
The Stanislaus Pickleball Association will be required to maintain comprehensive public liability and property damage insurance during the term of the Agreement.
The insurance requirements include:
• Minimum $1,000,000 combined single limit per occurrence for bodily injury and property damage.
• The City must be listed as an additional insured.
• The Association must provide the City with a certificate of insurance confirming the City's additional insured status.
• Active insurance coverage must be maintained throughout the term of the Agreement. • The Association must also maintain insurance covering its personal property, equipment, materials, and other property associated with the storage boxes.
These requirements are intended to protect the City from potential financial exposure related to the Stanislaus Pickleball Association's use and maintenance of the storage area.
The storage boxes and all equipment and materials stored inside them will remain the sole property of the Stanislaus Pickleball Association.
The proposed Agreement does not transfer ownership of the storage boxes or their contents to the City.
FISCAL IMPACT:
There is no direct financial impact to the City associated with the installation of the storage boxes and supporting concrete pad.
The Stanislaus Pickleball Association will be responsible for all costs associated with the improvements, including installation, maintenance, repairs, replacement, and removal.
The City will not be responsible for purchasing or maintaining the storage boxes or their contents.

The policy or policies shall be endorsed to include City as an additional insured. Association shall provide City with a certificate confirming City’s status as additional insured prior to commencement of construction and shall insure that an active certificate is provided to the City at all times this Agreement is in effect.
Association agrees at all times during the term of this Agreement to keep, at its sole expense, all of Association's personal property, including material, trade fixtures and equipment of Association that may be on or in the pad and/or boxes or in and around during the construction process from time to time, insured against loss or damage by fire and by any peril included within fire extended coverage insurance for an amount that will insure the ability of Association to fully replace the personal property, Material, trade fixtures and equipment. Resolution: Approving Resolution 2026-58, Accepting Improvements for Project No. 2025-09,” Hickman Water Consolidation Project” and Authorizing the City Engineer to File a Notice of Completion with the Stanislaus County Recorder’s Office.
SUMMARY:
City Council is being asked to accept the improvements and authorize the City Engineer to file a Notice of Completion with the Stanislaus County Recorder’s Office.
ANALYSIS:
The project took place on Hickman Road, encompassing the segment from the south side of the Tuolumne River bridge to Lake Road.
The project consisted of installing a new 14-inch water transmission main to establish a direct connection between the City of Waterford’s water distribution system and the Hickman Community Services District’s water system. This interconnection is intended to improve water reliability, increase system capacity, and provide redundancy for both communities in the event of an emergency or supply interruption.
The work consisted of a trench excavation, installation of the transmission pipeline, backfilling, trench paving, and the application of new roadway striping to restore the affected areas to their original condition. All construction activities and improvements occurred entirely within Stanislaus County’s existing public right-of-way, minimizing the need for additional property acquisition. Traffic control measures were implemented throughout the construction period to ensure public safety and maintain access for residents and businesses.
This project will enhance regional water infrastructure, support long-term sustainability, and strengthen the resiliency of both water systems.

Motion: Authorizing Staff to Prepare and Release a Request for Proposal (RFP) for Professional Consulting Services for the Preparation of an Active Transportation Plan
SUMMARY:
The City of Waterford has been awarded $398,385 of grant funds from the Department of Transportation for an Active Transportation Plan. Authority is needed to prepare and release a RFP for Professional Consulting Services for the Preparation of an Active Transportation Plan.
ANALYSIS:
The City of Waterford has been awarded funding to develop an Active Transportation Plan to serve as a guide in implementing future active transportation projects and programs. The City is an SB-535 disadvantaged, underserved community with significant gaps in its active transportation network, causing safety issues for pedestrians and cyclists, especially youth traveling to school and low-income residents accessing the regional public transportation bus stop. With StanCOG, School District, and Fire Protection District support, the Project includes a Safe Routes to School (SRTS) Master Plan, a Pedestrian Plan, a Bicycle Master Plan, and the final adoption of the City’s Active Transportation Plan.
The City will establish an active transportation Community Advisory Committee (CAC) to help implement and oversee a robust community outreach and engagement process throughout the planning process and will continue to engage City leadership after Plan adoption. The Project will include an examination and analysis of existing conditions, a bicycle and pedestrian facilities map, collision data analysis, and a public review period. The Project is consistent with the City’s Local Road Safety Plan and the City’s General Plan. The resolution authorizes staff to proceed with the process of obtaining proposals for the development of the plan.
Staff has prepared a RFP (attached to this item) to be released and is requesting Council’s authorization to proceed. The following timeline will be used for the release, review, and approval of the RFP:
• RFP Due: November 6, 2026
• Select Consultant: November 10, 2026
• Council Award Contract: November 19,2026
• Notice to Proceed: November 20, 2026
FISCAL IMPACT:
The City would be the recipient of $398,385 in California Department of Transportation funds. The grant requires a local match of $51,615 (11.47%) for a total project cost of $450,000. The match will come from Traffic Impact Fees.
