City Council Staff Report
Resolution: Approve Resolution 2026-61, Recommending the City of Waterford City Council Approve the Fiscal Year 2025-2026 Consolidated Annual Performance and Evaluation Report (CAPER).
SUMMARY:
Approve a resolution recommending the City of Waterford City Council Approve the Fiscal Year 2025- 2026 Consolidated Annual Performance and Evaluation Report.
ANALYSIS:
The Stanislaus Urban County, consisting of the cities of Ceres, Hughson, Oakdale, Riverbank, Patterson, Newman, Waterford, and the County receives annual allocations of funds for Community Development Block Grant (CDBG) and Emergency Solutions Grants (ESG) activities. The Stanislaus Urban County and the City of Turlock form the Stanislaus HOME Consortium and receive an annual allocation of HOME Investment Partnership Act funds. A requirement of the program is for the administering jurisdiction (Stanislaus County) to:
1) Prepare a Consolidated Annual Performance Evaluation Report (CAPER); 2) Make the CAPER available for a minimum 15-day public review period; 3) Allow any member of the public who wishes to speak on the matter to provide feedback;
4) Submit the CAPER to the United States Department of Housing and Urban Development (HUD) for review.
The FY 2025-2026 CAPER outlines the projects that were undertaken by the Stanislaus Urban County and HOME Consortium members as well as various public service agencies that were funded. For FY 2025-2026, the City of Waterford was allocated $117,565.28 for CDBG program activities and related project delivery funds for the n. Pasadena Improvement Project.
The CDBG program has been very effective in providing communities with resources to address a wide range of unique community development needs for low-income individuals and households within Stanislaus County. In the City of Waterford, the program has been utilized over the last several years to provide infrastructure improvements such as new drainage, curbs, gutters, and sidewalks in predominately low-income census tracts. These infrastructure improvements are based upon the community’s needs and priorities, as outlined in the FY 2025-2026 Annual Action Plan.
The FY 2025-2026 CAPER has been made available for public review, for a 15-day public review period from August 7, 2026 to September 21, 2026. and is available online at: http://www.stancounty.com/planning/cdbg/plans-and-reports.shtm. Notice of the Stanislaus County Public Hearing and availability of the CAPER document was also published in the Modesto Bee and Mid- Valley Publications/Waterford News.
City of Waterford held a public meeting on September 2, 2026 at 5:30 pm at City Hall. No public comments were made.
The public will also have the opportunity to speak about the CAPER at an upcoming Stanislaus County Board of Supervisors public hearing. As required by Stanislaus Urban County’s Citizen Participation Plan (CPP), any public comments received will be included in the final CAPER that County staff will submit to HUD by September 29, 2026.
FISCAL IMPACT:
There is no direct fiscal impact on the City’s budget for recommending that the Stanislaus County Board of Supervisors approve the FY 2025-2026 CAPER.
