City Council Staff Report
Resolution: Aprove Resolution 2026-63 of the City Council of the City of Waterford approving the application for the Statewide Park Development and Community Revitalization Program.
SUMMARY:
City Council is being asked to approve a resolution approving the application for the Statewide Park Development and Community Revitalization Program grant.
ANALYSIS:
The State Department of Parks and Recreation is accepting grant applications and has been delegated responsibility by the Legislature of the State of California for the administration of the Statewide Park Development and Community Revitalization Program Grant Program, setting up necessary procedures governing the application. The procedures established by the State Department of Parks and Recreation require the Applicant to certify by resolution the approval of the application before submission. As such, staff have developed this resolution for council consideration that provides the following:
1. Certifies that said Applicant has or will have available, prior to commencement of any work on the project included in this application, the sufficient funds to complete the project; and
2. Certifies that if the project is awarded, the Applicant has or will have sufficient funds to operate and maintain the project, and
3. Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide; and
4. Delegates the authority to the City Manager or his designee to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the Grant Scope; and
5. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines.
FISCAL IMPACT:
This action alone has no fiscal impact. However, if the City is awarded a grant, matching funds would be required and would come from Park Improvement Impact fees that have and will be collected on new home construction permits.
ENVIRONMENTAL REVIEW:
N/A.
ALTERNATIVES:
1. Not approve the Resolution. Staff does not recommend this alternative as the City Council, at our priorities workshop in February, directed staff to seek out a grant to develop the Reinway Regional Park.

City Council Staff Report
Resolution: Approving Resolution 2026-65, Authorizing the City Manager or Public Works Director to sign all documents, applications, assurances, grant agreements and statements regarding all Federal Highway Administration (FHWA) or any other federally funded or state funded projects
SUMMARY:
The City Council is being asked to authorize the City Manager or Public Works Director to sign all documents, applications, assurances, grant agreements and statements regarding all Federal Highway Administration (FHWA) or any other federally funded or state-funded projects.
ANALYSIS:
Each year the City works on capital improvement projects, many of which are funded by federal or state grant funding. One of the requirements for the use of these funds is the local legislative body must approve specific documents, applications, assurances, grant agreements and statements related to each individual project, unless signature authority is delegated to one or more city officials. Delegated signature authority allows for the expedited processing of documents at multiple phases in the project life cycle.
City staff is recommending the City Council authorize the City Manager or Public Works Director to sign all documents, applications, assurances, grant agreements and statements regarding any and all Federal Highway Administration (FHWA), any other federally funded or state funded projects.
FISCAL IMPACT:
This action itself will have no fiscal impact.
ENVIRONMENTAL REVIEW:
The City finds and determines with certainty that this item is exempt from CEQA pursuant to CEQA Guidelines Section 15060(c)(2), as the activity is covered under the general rule that CEQA applies to only projects which have the potential for causing a significant effect on the environment. Future projects paid for by any future federal and state grants will be subject to a separate CEQA determination based on the scope of work and its impact on the environment.
ALTERNATIVES:
1. Not approve the Resolution and require one or more separate resolutions be prepared for each federal or state-funded project. Staff does not recommend this alternative due to the fact this action would delay the process of obtaining federal or state funding and could jeopardize funding allocation for some capital improvement projects.

AUTHORIZING THE CITY MANAGER OR PUBLIC WORKS DIRECTOR TO SIGN ALL

STATEMENTS IN REGARD TO ALL FEDERAL HIGHWAY ADMINISTRATION (FHWA) OR
ANY OTHER FEDERALLY FUNDED OR STATE FUNDED PROJECTS
WHEREAS, the City of Waterford has a desire and commitment to apply for and receive federal and state funding to construct various capital improvement projects; and WHEREAS, certain documents, applications, assurances, grant agreements and statements, are required to be approved by the local legislative body, unless approval authority is delegated to one or more City officials through an authorizing Resolution; and WHEREAS, the delegation of this signature authority will allow for the expedited processing of such documents, especially when restrictive federal or state project deadlines are imposed, allowing the City of Waterford to be better positioned to obtain or retain federal and state project funds; and WHEREAS, the specified activity is not subject to the California Environmental Quality Act (CEQA) because “the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment” [Section 15060(c)(2)] in accordance with CEQA Guidelines; and WHEREAS, all projects paid for by any future federal and state grants will be subject to a separate NEPA and/or CEQA determination based on the scope of work and its impact on the environment.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Waterford does hereby authorize the City Manager or Public Works Director to sign all documents, applications, assurances, grant agreements and statements regarding all Federal Highway Administration (FHWA), or any other federally funded or state funded projects.

City Council Staff Report
Motion: Approve an Agreement with the Waterford Chamber of Commerce in an amount of $15,000 for Economic Development and Workforce Strategies.
SUMMARY:
The City Council is being asked to approve an agreement with the Waterford Chamber of Commerce in an amount of $15,000 for Economic Development and Workforce Strategies.
ANALYSIS:
In the past, the City of Waterford has contracted with Opportunity Stanislaus (OS) to provide economic development and workforce strategies. As this work is completed for the other 8 cities and the county of Stanislaus, their availability to provide these services to Waterford has been sparce at best.
Recently, the Waterford Chamber of Commerce has provided a proposal that is intended to provide superior services for the same amount of $15,000. Given that their focus will be on Waterford only, staff feel it would be a good idea to provide a one-year agreement to see if their service exceeds that of Opportunity Stanislaus.
Their proposal (Exhibit A to the agreement) provides the complete list of activities they propose to complete in a 12-month period. In general, the scope of work includes:
a. Business outreach and retention;
b. Business resource network;
c. Small business workshop series;
d. Waterford business walk;
e. Develop a “Shop Waterford” campaign;
f. Develop and maintain a Waterford Business Directory; g. Develop a new business welcome program;
h. Improve business networking and relationships;
i. Develop an entrepreneur program;
j. Begin a small youth entrepreneur program;
k. Provide career and workforce development;
l. Provide business mentorship;
m. Develop a business attraction program;
The scope above is very aggressive and would be great value to Waterford. Therefore, staff recommend giving the chamber a one-year agreement.
FISCAL IMPACT:
The annual cost of services for is $15,000 and is included in the General Fund budget.
ENVIRONMENTAL REVIEW:
The City finds and determines with certainty that this item is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3), as the activity is covered under the general rule that CEQA applies to only projects which have the potential for causing a significant effect on the environment.
ALTERNATIVES:
1. Not approve the agreement. These types of services would be great addition for oue business community.

A Proposed Partnership Between the Waterford Chamber of Commerce and the City of Waterford Prepared for: City of Waterford
Prepared by: Waterford Chamber of Commerce
Proposed Initial Term: One-Year Pilot Program
August 2026
Waterford Chamber of Commerce | Economic & Community Development Proposal
Purpose of This Proposal
The Waterford Chamber of Commerce is proposing a formal partnership with the City of Waterford to provide economic development, small business support, entrepreneurship, workforce connection and community development services throughout Waterford.
This proposal is separate from the City's existing membership and sponsorship with the Chamber.
The City's Chamber membership provides the City with the normal benefits and services associated with being a Chamber member and sponsor. The services described in this proposal are different. They are intended to benefit the broader Waterford community, including businesses that are not Chamber members, entrepreneurs who have not yet started businesses, residents looking for opportunities, young people preparing for their futures, existing employers, prospective businesses and ultimately the economic health of Waterford as a whole.
The Chamber believes Waterford needs a local organization actively working on these issues throughout the year.
Our goal is not simply to organize events or increase Chamber membership. The long-term goal is to help build a stronger local economy, support the businesses already investing in Waterford, attract appropriate new businesses, develop entrepreneurs, connect employers with resources, create opportunities for our young people and help Waterford become a community where people can increasingly live, work, shop, build businesses and create careers without having to look elsewhere for every opportunity.
This proposal establishes the framework for beginning that work.
1. Our Vision for Waterford
Waterford is growing.
New housing is being built. More families are coming into the community. Development will continue to create opportunities, but population growth alone does not create a strong local economy.
We need businesses. We need jobs. We need entrepreneurs. We need places for residents to spend money locally. We need opportunities for young people who grow up here. We need existing businesses to feel that Waterford is a place where they can continue investing and expanding. And we need a stronger connection between the City, business community, schools, residents and the regional resources that are already available to us.
The Chamber wants to help build that structure.
Our long-term vision is for Waterford to become a community that is known not only as a place to live, but as a place to start and grow a business.
Waterford Chamber of Commerce | Economic & Community Development Proposal
We want to see more of the money earned by Waterford residents spent in Waterford. We want vacant commercial spaces filled. We want existing businesses expanding. We want entrepreneurs choosing Waterford. We want businesses outside the area considering Waterford when they are looking for their next location. We want our young people exposed to entrepreneurship, technology, agriculture, skilled trades, professional careers and business ownership before they leave school.
Most importantly, we want to develop homegrown talent.
Economic development cannot only be about convincing someone from another city to bring a business here. It should also be about helping a student growing up in Waterford today become the person who opens a successful business here ten years from now.
That requires a long-term commitment. This proposal is intended to begin building that foundation.
2. The Role of the Waterford Chamber
The Chamber does not intend to duplicate every service provided by county, state, federal or regional economic development organizations. That would be expensive, unnecessary and unrealistic for a small Chamber.
Instead, the Waterford Chamber should become the local hub that connects those resources directly to our community.
There are already organizations providing business consulting, workforce development, financing assistance, mentoring, education, training and other services. The problem is often not that resources do not exist - the problem is getting those resources into Waterford and getting Waterford businesses and residents connected with them.
The Chamber can fill that gap.
When a business owner needs assistance and does not know where to start, the Chamber should be able to help make the connection. When an employer needs workers, the Chamber should know which workforce resources are available. When an entrepreneur has an idea but does not know how to build a business around it, we should be able to connect that person with experienced advisors. When a regional organization has a program that could benefit Waterford, the Chamber should work to bring that program here. When a business is considering Waterford, there should be a local organization ready to welcome them, answer questions, introduce them to the community and work with City staff when necessary.
The Chamber becomes the connector, organizer, advocate and local point of contact.
3. Business Outreach and Retention
One of the Chamber's first priorities will be developing stronger relationships with businesses operating in Waterford. We cannot effectively support businesses if we do not know what they need.
Waterford Chamber of Commerce | Economic & Community Development Proposal
The Chamber will conduct ongoing outreach to local businesses throughout the year. These conversations will not be membership sales calls. The purpose will be to understand the health of the local business community.
We want to know:
• What challenges are businesses facing?
• Are they growing or struggling?
• Are they hiring?
• Are they having difficulty finding employees?
• Are they considering expanding?
• Are they considering leaving?
• Are there regulatory or permitting concerns?
• Do they need access to financing?
• Are there programs or resources they do not know how to access? • What would make operating a business in Waterford easier? • What can the Chamber and City do better?
The Chamber will document recurring concerns and identify areas where businesses can be connected with assistance. When appropriate, broader issues affecting multiple businesses can be communicated to City staff and Council.
Initial Year Goals
• Personally engage at least 25 Waterford businesses
• Establish a structured business needs survey
• Track common concerns and opportunities
• Identify businesses considering expansion
• Identify businesses requiring assistance
• Provide referrals and follow-up when appropriate
• Provide the City with an annual summary of findings
This program will be available regardless of whether a business is a Chamber member.
4. Waterford Business Resource Network
The Chamber will establish a Business Resource Network designed to make existing resources easier for Waterford businesses and entrepreneurs to access. Rather than attempting to employ experts in every field, the Chamber will develop relationships with organizations and professionals that already provide these services.
Potential partners include:
• Valley Sierra Small Business Development Center
• SCORE
Waterford Chamber of Commerce | Economic & Community Development Proposal
• Stanislaus County Workforce Development
• Modesto Junior College
• Financial institutions
• Accountants
• Attorneys
• Insurance professionals
• Marketing professionals
• Human resources professionals
• Successful local entrepreneurs
• County agencies
• State agencies
• Federal small business resources
• Other regional economic development organizations
The Chamber's responsibility will be identifying the need, making the appropriate connection and following up where possible. A business should not have to understand the entire regional economic development system to find help. They should be able to contact the Chamber and start there.
5. Small Business Workshop Series
The Chamber will organize educational programs for Waterford businesses and entrepreneurs. Whenever possible, these workshops will be provided in partnership with organizations and professionals willing to provide expertise at little or no cost.
Potential workshop subjects include:
• Starting a Business
• Business Planning
• Marketing a Small Business
• Social Media
• Accessing Capital
• Understanding Business Credit
• Small Business Taxes
• Hiring Employees
• Human Resources Basics
• Business Insurance
• Commercial Leasing
• Grants and Financing
• Succession Planning
• Technology for Small Businesses
• Artificial Intelligence for Small Businesses
Waterford Chamber of Commerce | Economic & Community Development Proposal
• Government Contracting
• Permitting and Licensing
The Chamber's role will be to organize the program, recruit presenters, secure a location, promote the workshop and bring Waterford businesses into the room. Our initial goal will be to conduct at least two workshops during the first year, with additional workshops added as partnerships and participation allow.
6. Waterford Business Walk
The Chamber proposes conducting an annual Waterford Business Walk. Chamber representatives, City representatives and community leaders would spend a designated period visiting businesses and speaking directly with owners and managers.
The Business Walk would provide an opportunity to hear directly from businesses rather than waiting for businesses to approach the City or Chamber.
The Chamber would compile the information collected during the Business Walk and provide the City with a summary identifying common concerns, business confidence, workforce needs, expansion opportunities and other relevant findings.
7. Shop Waterford
Keeping more spending inside Waterford is one of the most immediate economic development opportunities available to us. The Chamber will develop a Shop Local initiative encouraging residents to consider local businesses first.
This can include:
• Business spotlights
• Local business stories
• Social media campaigns
• Holiday shopping campaigns
• Restaurant promotion
• Retail promotion
• New business announcements
• Community challenges
• Business features
• Local spending education
The goal is not to tell residents that they can never shop outside Waterford. The goal is to remind people that every dollar spent locally helps support local businesses, jobs and the community. Over time, Shop Local can become a recognizable community campaign.
Waterford Chamber of Commerce | Economic & Community Development Proposal
8. Waterford Business Directory
The Chamber will work toward developing and maintaining a comprehensive directory of businesses operating in Waterford. The community should have an easy way to determine what businesses and services are available locally. The directory can also help the Chamber better understand the makeup of the local economy and identify gaps.
Basic inclusion in the community directory under this program would not require Chamber membership.
Chamber members may receive additional promotional benefits associated with their membership, but the economic development value of understanding and promoting Waterford's overall business community extends beyond Chamber membership.
9. New Business Welcome Program
Opening a business is difficult. When someone chooses Waterford, we should make sure they know that the community wants them here. The Chamber will develop a New Business Welcome Program.
When new businesses are identified, the Chamber can provide:
• Introduction to the Chamber
• Information about local resources
• Connections with City departments when necessary
• Business directory inclusion
• Introductions to neighboring businesses
• Promotional opportunities
• Ribbon cutting opportunities
• Invitations to business events
• Connections with business assistance resources
The goal is to establish a relationship early rather than waiting until the business needs something.
10. Business Networking and Relationship Building
A strong business community requires relationships. The Chamber will organize opportunities for business owners, entrepreneurs, professionals, community leaders and regional partners to meet one another.
These may include traditional Chamber mixers as well as smaller networking events, educational gatherings and business roundtables. Whenever possible, events will be supported by host businesses and sponsors so that economic development funds can remain focused on programs and services.
11. Entrepreneur Development
Waterford Chamber of Commerce | Economic & Community Development Proposal
Waterford's future business community includes people who have not started businesses yet. The Chamber will actively encourage entrepreneurship.
When residents approach the Chamber with a business idea, we can help them understand what resources are available and connect them with organizations such as SCORE, SBDC, lenders and experienced business owners. The Chamber can also provide the local relationships that regional organizations cannot always provide.
Someone developing a business should have opportunities to meet other Waterford entrepreneurs, understand the local market and become connected with the community before opening their doors.
12. Youth Entrepreneurship
One of the Chamber's long-term priorities is creating opportunities for Waterford's young people. We want students to understand that entrepreneurship and business ownership are real options available to them.
The Chamber proposes beginning a small youth entrepreneurship initiative during the first year and expanding it as partnerships and resources become available.
Students could be introduced to:
• Developing a business idea
• Identifying a problem worth solving
• Understanding customers
• Basic budgeting
• Pricing
• Marketing
• Technology
• Business ownership
• Presenting an idea
The Chamber will seek partnerships with schools, local businesses, business mentors, financial institutions, SCORE, SBDC, educational institutions and other organizations. A future goal would be an annual Waterford Youth Business Pitch program where students develop ideas and present them to local business and community leaders.
We do not expect to build a large program overnight. The first year is about establishing the relationships and proving the concept.
13. Career and Workforce Development
Not every student will become an entrepreneur, nor should they. Waterford also needs a strong workforce.
The Chamber will work to connect residents and young people with career opportunities and expose them to industries that can provide sustainable careers.
Waterford Chamber of Commerce | Economic & Community Development Proposal
Potential areas include:
• Agriculture
• Skilled trades
• Manufacturing
• Technology
• Healthcare
• Public service
• Business
• Professional services
• Entrepreneurship
Rather than attempting to operate our own workforce training organization, the Chamber will work with existing workforce and educational partners. Our role will be identifying Waterford employers and residents who can benefit from these resources and bringing those relationships together.
Potential future activities include:
• Career presentations
• Business tours
• Job shadowing
• Employer presentations
• Internship connections
• Skilled trades demonstrations
• Career days
• Employer and student networking
14. Business Mentorship
There is tremendous experience already present in our community and region. The Chamber will begin developing a network of business owners and professionals willing to mentor entrepreneurs and newer business owners.
Mentoring does not have to be complicated. Sometimes a new entrepreneur simply needs access to someone who has already been through the process. The Chamber can facilitate those relationships while also connecting entrepreneurs with formal mentoring programs such as SCORE.
15. Business Attraction
Waterford needs to become more deliberate about the businesses we want to attract. The Chamber will work with the City to better understand available commercial properties, development opportunities and gaps in the local marketplace.
Waterford Chamber of Commerce | Economic & Community Development Proposal
Rather than simply saying Waterford needs “more businesses,” we should begin identifying what kinds of businesses make sense for the community.
The Chamber can assist with:
• Identifying business categories currently missing from Waterford • Identifying available commercial locations
• Developing information for prospective businesses
• Contacting prospective businesses
• Developing relationships with commercial brokers
• Welcoming businesses considering Waterford
• Connecting prospective businesses with City staff
• Promoting Waterford as a place to invest
The Chamber cannot guarantee that a particular business will choose Waterford. What we can guarantee is that Waterford will have someone actively making the case.
16. Grants, Financing and Outside Resources
The Chamber will actively identify outside resources that may benefit local businesses, entrepreneurs and Chamber-led community programs. This may include:
• Grants
• Small business loans
• Workforce funding
• Training programs
• Entrepreneurship programs
• State resources
• Federal resources
• Corporate sponsorships
• Foundation funding
• Educational partnerships
The Chamber will not represent itself as a professional grant-writing firm under this agreement. Our responsibility will be identifying opportunities, communicating them and connecting businesses or organizations with appropriate assistance.
For Chamber-led programs, we will pursue outside funding whenever appropriate. One of our goals should be using the City's investment to attract additional resources into Waterford.
17. Community and Economic Branding
Waterford Chamber of Commerce | Economic & Community Development Proposal
Waterford needs to tell a stronger story about itself. We should be able to clearly communicate why someone should shop here, open a business here, invest here or build a career here.
The Chamber will begin developing economic development messaging that promotes Waterford's businesses, opportunities and community. This can work alongside the City's existing branding without replacing or interfering with the City's official communications.
The purpose is economic promotion. We want people outside Waterford to begin seeing opportunity here while reminding people already living here what exists in their own community.
18. Regional Collaboration
Creating a stronger Waterford Chamber does not mean separating Waterford from regional economic development. Regional relationships remain important.
The Chamber intends to work with organizations throughout Stanislaus County and beyond whenever those relationships benefit Waterford. The difference is that Waterford will have its own organization making sure our community is represented and that available resources reach our businesses and residents.
We should participate regionally while thinking locally.
19. Services Will Not Be Limited to Chamber Members
This distinction is important. The services funded through a City economic development agreement would be community services and would not be restricted to businesses that purchase Chamber memberships.
A struggling Waterford business should not be turned away because it is not a Chamber member. An entrepreneur should not have to purchase a membership before we connect them with SCORE or SBDC. A student participating in a youth entrepreneurship program should obviously not need a Chamber membership. A prospective business considering Waterford should receive assistance regardless of membership status.
Chamber membership will continue to provide separate membership benefits, promotion, networking opportunities and other services established by the Chamber. The City's investment under this proposal would support broader economic development work benefiting Waterford as a community.
20. Transparency and Accountability
If the City invests public funds into this program, the Chamber believes the City Council and Waterford community should be able to see what those funds accomplished. Transparency will be built into the program.
Waterford Chamber of Commerce | Economic & Community Development Proposal
The Chamber proposes providing the City with written quarterly reports. Reports would include, as applicable:
• Businesses contacted
• Businesses assisted
• Business needs identified
• Referrals provided
• Workshops conducted
• Workshop attendance
• Events conducted
• Entrepreneurs assisted
• Youth participating in programs
• Workforce connections
• Mentorship connections
• Prospective businesses contacted
• New businesses welcomed
• Grants and funding opportunities identified
• Partnerships established
• Program progress
• Goals for the following quarter
Financial Reporting
Quarterly reporting will also include an accounting of funds received and expenditures made under the City's economic development agreement. The Chamber intends to track City economic development funding separately so that Council can clearly see how its investment is being used. Financial reporting should identify program expenditures and remaining funds.
The purpose is simple. If Waterford invests in this program, Waterford should be able to see where the money went.
21. Annual Report to City Council
At the conclusion of the initial year, the Chamber will provide City Council with an annual report. The report will summarize:
• Programs completed
• Businesses reached
• Businesses assisted
• Entrepreneurs assisted
• Workshops and participation
• Youth participation
Waterford Chamber of Commerce | Economic & Community Development Proposal
• Workforce activities
• Business recruitment activity
• Partnerships developed
• Outside resources leveraged
• Financial activity
• Challenges encountered
• Programs that worked
• Programs that did not work
• Recommendations for Year Two
The Chamber would welcome presenting these results directly to City Council. The City should be able to evaluate the program based on actual performance rather than promises.
22. Initial Performance Goals
Because this would be the first year of a new program, goals should be meaningful but realistic. The Chamber proposes initial targets including:
Business Outreach
• Personally engage at least 25 Waterford businesses
• Conduct one structured Business Walk
• Develop an ongoing business needs database
Business Assistance
• Assist or connect at least 15 businesses or entrepreneurs with resources • Establish working relationships with key regional business resource organizations Education
• Conduct at least two business workshops
• Expand the workshop schedule when partners and participation allow Local Promotion
• Establish or expand the Shop Local campaign
• Develop a Waterford business directory
• Establish ongoing business spotlight and promotional activities Entrepreneurship
• Establish an entrepreneur referral and mentoring system • Begin development of a local business mentor network
Youth and Workforce
• Establish relationships with schools and workforce partners Waterford Chamber of Commerce | Economic & Community Development Proposal
• Conduct at least two career or entrepreneurship activities • Develop or pilot one youth entrepreneurship initiative Business Attraction
• Begin developing a Waterford business recruitment profile • Identify business and retail gaps
• Begin direct outreach to prospective businesses, brokers or developers Funding
• Regularly identify outside funding opportunities
• Pursue outside funding for Chamber or community programs when appropriate Accountability
• Four quarterly reports
• Quarterly financial reporting
• One annual performance report
• Year Two recommendations
These should be treated as baseline goals. Where participation, partnerships and available resources allow us to accomplish more, we will.
23. First-Year Implementation
First Quarter: Build the Infrastructure
The first three months would focus heavily on building the program correctly. Priorities would include:
• Formalize the agreement with the City
• Establish financial tracking
• Build and verify the Waterford business database
• Begin business outreach
• Develop the business needs survey
• Establish relationships with SCORE, SBDC, workforce organizations and educational partners • Recruit volunteers and business mentors
• Establish the Business Resource Network
• Begin development of the business directory
• Develop the first workshop
• Establish quarterly reporting procedures
The City should begin seeing activity during this period, but the priority will be building the foundation.
Second Quarter: Put Programs Into the Community
The Chamber would begin increasing visible programming. Priorities would include:
Waterford Chamber of Commerce | Economic & Community Development Proposal
• Continue business visits
• Conduct the first business workshop
• Conduct the Business Walk
• Launch or expand the business directory
• Expand Shop Waterford
• Begin New Business Welcome activities
• Begin mentorship connections
• Establish school and workforce relationships
• Begin business recruitment research
A mid-year assessment would identify what is working and where adjustments are necessary.
Third Quarter: Expand Entrepreneurship and Workforce Programs Priorities would include:
• Continue business outreach
• Conduct additional workshops
• Begin youth entrepreneurship programming
• Conduct career or business presentations
• Expand mentorship
• Continue Shop Local
• Begin prospective business outreach
• Identify grant opportunities
• Strengthen regional partnerships
Fourth Quarter: Measure and Prepare for Year Two
The final quarter would focus on results and sustainability. Priorities would include:
• Continue core business services
• Conduct seasonal Shop Local promotion
• Complete initial youth programming
• Survey participating businesses
• Evaluate each program
• Complete financial reporting
• Prepare the annual report
• Present results to City Council
• Develop Year Two recommendations
• Identify additional funding and sponsorship opportunities
24. Building a Program That Does Not Depend on One Person Waterford Chamber of Commerce | Economic & Community Development Proposal
One of the most important parts of this proposal is creating a structure that does not depend entirely on one individual. The Chamber is still a growing organization. For these programs to become sustainable, we need partnerships.
The Chamber will actively recruit:
• Volunteers
• Business mentors
• Workshop presenters
• Committee members
• Educational partners
• Workforce partners
• Financial institutions
• Corporate sponsors
• Professional service providers
• Regional organizations
Whenever another organization already provides an excellent service, our first question should not be, “How do we recreate this?” Our question should be, “How do we bring this resource to Waterford?” That allows a relatively small Chamber to provide access to a much larger network of expertise. It also allows City funding to be used more efficiently.
25. Long-Term Sustainability
The City's investment should help start and strengthen these programs, but the long-term objective is not to make every Chamber initiative dependent upon City funding. The Chamber intends to develop additional support through:
• Chamber membership
• Corporate sponsorships
• Program sponsorships
• Event sponsorships
• Grants
• Financial institution partnerships
• Workforce partnerships
• Educational partnerships
• Foundation opportunities
• State and federal programs
• Other appropriate revenue sources
Over time, the goal should be to leverage the City's investment. If Waterford invests in the Chamber, we want to use that investment to help bring additional money, services, expertise and opportunities into Waterford Chamber of Commerce | Economic & Community Development Proposal
Waterford. Success should eventually mean that the value coming into the community substantially exceeds the City's original investment.
26. What Success Looks Like
Success will not be measured by how many events the Chamber holds. It will be measured by whether we are building something that makes Waterford economically stronger.
In the short term, success means businesses know where to go when they need help. It means we understand what our business community needs. It means more residents know what businesses exist here.
It means entrepreneurs have people they can call. It means regional resources are actually reaching Waterford. It means students begin meeting entrepreneurs, employers and professionals. It means prospective businesses receive a coordinated welcome when they consider Waterford.
Over the longer term, success looks much bigger. We want more businesses opening than closing. We want existing businesses expanding. We want more local jobs. We want more commercial investment. We want stronger commercial corridors. We want more of Waterford's household spending captured locally. We want young people growing up here to see opportunity here. We want entrepreneurs who start here to stay here. We want businesses throughout the region to recognize Waterford as a community worth considering.
And we want the Waterford Chamber to eventually become a strong enough institution that when the City is discussing economic development, workforce development, business attraction or entrepreneurship, the Chamber is naturally at the table.
27. A Local Investment with a Local Purpose
The Chamber understands that $15,000 is a meaningful investment for a community the size of Waterford.
We believe that is exactly why the investment should be visible, accountable and focused.
The City should know what it is receiving. Council should know what was accomplished. Businesses should feel the impact. Residents should see activity. And every year we should be able to look at the results and decide what needs to improve.
We are not asking the City to simply fund the Chamber. We are asking the City to contract with the Chamber to perform specific economic and community development work on behalf of Waterford. There is an important difference.
The City is already a valued member and sponsor of the Waterford Chamber. Those membership services remain separate. This proposal is about giving the Chamber the resources and responsibility to do something much broader. It is about building local economic development capacity. It is about creating a structure that connects our businesses with resources, develops entrepreneurs, exposes our young people to opportunity, promotes local spending, attracts investment and gives Waterford a stronger voice within the regional economy.
Waterford Chamber of Commerce | Economic & Community Development Proposal
We know this will take time. We know we will learn during the first year. We know some programs will grow faster than others. And we are not going to promise results that a small Chamber cannot reasonably guarantee.
What we can promise is that the work will be focused on Waterford, the City will receive regular reporting, the finances will be transparent, and we will be accountable for what we agree to accomplish.
Our goal is to build something that becomes more valuable to Waterford every year. The Chamber believes Waterford has tremendous potential. Now we need to start building the economic structure around that potential.

In the event City declares this Agreement terminated, such declaration shall be authorized by the City Council by resolution, and Contractor shall be notified in writing thereof within five (5) days after the adoption of such resolution. City Council Staff Report
Motion: Authorizing the Police Chief (in collaboration with Love Waterford) to change the Annual National Night Out Celebration to the new annual date of the first Tuesday of the month of October. Beginning in October 2027.
SUMMARY:
The City Council is being asked to approve moving the City of Waterford's annual National Night Out celebration from August to October to provide a cooler, safer, and more welcoming environment for the community.
ANALYSIS:
Waterford Police Services is requesting approval to move the City of Waterford's National Night Out celebration from August to October. August temperatures frequently create dangerously hot conditions that increase the risk of heat exhaustion and heat-related fatigue for attendees, volunteers, vendors, law enforcement personnel, and other event staff. Moving the event to October will provide a cooler and safer environment while allowing the community to continue enjoying many of the same vendors, public-safety services, activities, and community resources traditionally offered at the event. I Love Waterford supports the new date, which was recently approved by all police chiefs in Stanislaus County.
Holding National Night Out during a cooler month will improve public safety, increase comfort, encourage greater attendance, and allow families (especially children and older adults) to remain at the event longer. Cooler temperatures will also reduce the medical risks associated with prolonged outdoor activity, lessen the physical demands placed on volunteers and staff, and provide vendors with better conditions for operating booths and serving the public. This change will help preserve the purpose of National Night Out by strengthening relationships among residents, law enforcement, local organizations, and community partners in a safer and more welcoming setting.
FISCAL IMPACT:
No fiscal impact has been identified.
ENVIRONMENTAL REVIEW:
The City finds and determines with certainty that this item is exempt from CEQA pursuant to CEQA Guidelines Section 15060(c)(2), because changing the date of an existing community event does not have the potential to cause a significant effect on the environment.
ALTERNATIVES:
1.The City Council may decline the motion and retain the August date. The Chief of Police does not recommend this alternative because the high temperatures commonly experienced in August increase the risk of heat exhaustion and heat-related fatigue and may continue to reduce attendance and participation in the event.
