RESOLUTION NO. (CM)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

WATSONVILLE DENOUNCING THE USE OF MILITARY FORCE

AGAINST IMMIGRANT COMMUNITIES AND PEACEFUL PROTESTORS

IN CALIFORNIA, RECOGNIZING THE CONTRIBUTIONS OF

IMMIGRANTS LOCALLY AND NATIONALLY, AND AFFIRMING
WATSONVILLE’S COMMITMENT TO DIGNITY, DEMOCRACY, AND

COMPASSION
WHEREAS, the recent federal deployment of National Guard troops to confront peaceful protestors and immigrant communities in California constitutes an unnecessary show of military force; and
WHEREAS, these actions have caused fear, trauma, and disruption in immigrant communities—including many residents who call Watsonville home; and WHEREAS, peaceful protest is a constitutionally protected form of expression, and the suppression of such protest undermines the foundations of a free democracy; and WHEREAS, Watsonville is a city defined by the strength, labor, and spirit of immigrants. Immigrant families sustain our agricultural economy, contribute to our schools and hospitals, launch small businesses, support civic life, and enrich our neighborhoods with culture, language, faith, and resilience; and
WHEREAS, nationally, immigrants contribute hundreds of billions annually to the U.S. economy, serve in the military, care for children and the elderly, and innovate across fields from technology to the arts—often while receiving little recognition; and WHEREAS, the City of Watsonville is a proud and diverse community with a long history of protecting immigrants and working families; and WHEREAS, the City of Watsonville’s commitment to protect and support members of immigrant communities as a Sanctuary City and ensure that the City is actively

communicating this message in a manner that effectively reaches impacted communities; and
WHEREAS, the City of Watsonville reaffirms its dedication to its immigrant community during a time of uncertainty; and
WHEREAS, Governor Gavin Newsom has refused to cooperate with this federal deployment, denouncing it as “purposefully inflammatory” and “unnecessary,” and calling on cities and communities to stand for justice and restraint; and WHEREAS, this marks the first time since 1965 that a President has deployed military force into a state without that state’s request—then, it was to protect civil rights activists; and
WHEREAS, the use of military force against civilians sets a dangerous precedent that must be condemned clearly and immediately; and
WHEREAS, Watsonville and the Central Coast have always played a critical role in California’s broader social movements, from farmworker rights to immigrant protections; and
WHEREAS, in moments of rising fear and repression of human dignity and democratic values, we are called to meet harm not with hate, but with courage, unity, and a steadfast commitment to nonviolence.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATSONVILLE, CALIFORNIA, AS FOLLOWS:

1. The City of Watsonville strongly condemns the use of federal military force, including the deployment of the National Guard without State’s approval, against immigrant communities and peaceful protestors within California.

2. The City affirms the right of all people—regardless of immigration status— to protest, assemble, and live free from fear and intimidation by armed government forces.

3. The City of Watsonville recognizes and celebrates the vital contributions of immigrants to the economic, social, and cultural fabric of our city and nation.

4. The City of Watsonville calls upon cities and counties throughout the Central Coast and across California to stand in solidarity and adopt similar resolutions denouncing the use of military force against immigrant communities and peaceful protest.

5. The City Council urges the U.S. Congress and the California State Legislature to conduct oversight and take all appropriate actions to prevent the misuse of military power against civilians.

6. The City Clerk shall transmit copies of this resolution to Governor Gavin Newsom, Assemblymember Robert Rivas, State Senator John Laird, and the Watsonville City delegation to advocate for statewide unity in defense of democracy and civil rights. ********************************

Some people who received this message don't often get email from [email protected]. Learn why this is important
Dear Mayor Orozco and City Council Members,
On behalf of the Pajaro Valley Cesar Chavez Democratic Club, we write in strong support of Agenda Item 2.a —a Resolution condemning the use of military force in civilian communities and reaffirming the constitutional and human rights of all residents.

This resolution is not only timely—it is necessary. As a Democratic club rooted in values of justice, equality, and civil liberties, we are deeply concerned by recent actions that threaten the safety and rights of immigrant and marginalized communities, particularly the use of militarized tactics that violate the spirit and the letter of our democratic and constitutional principles.

We commend Mayor Orozco for bringing forward this resolution in response to escalating concerns across the state and country. The recent unilateral deployment of the National Guard in Los Angeles without state or local consultation starkly illustrates the need for local jurisdictions to speak out and stand firm in defense of our communities.

This resolution affirms that the City of Watsonville will not be silent in the face of fearbased and heavy-handed enforcement tactics. It rightly calls on the President and other federal actors to end these harmful practices.

We urge the City of Watsonville to adopt this resolution without delay.

Sincerely,
Francisco Rodriguez,
Co-Chair, PVCCDC

Good evening Madam Mayor and Council members, my name is Jenni Veitch-Olson, my pronouns are she/her, and I am a resident of Watsonville. I am strongly in favor of this resolution to condemn the use of federal military force, including the deployment of the Marines and the National Guard without the State’s approval, against immigrant communities and non-violent protestors in the State of California. We stand in solidarity with our neighbors in Los Angeles County. This weekend’s immigration actions by the federal government are a part of a larger pattern occurring across the country to instill fear and intimidate our most vulnerable communities. We support the people’s right to peacefully assemble and exercise their First Amendment rights. We must ensure humane treatment and due process for all, and the Trump administration must end its indiscriminate and violent ICE raids. The recent deployment of the Marines and the National Guard, as well as any further attempts to escalate the situation, and Donald Trump’s threat to arrest Governor Gavin Newsom are an affront to our values as a nation. Thank you, Madam Mayor, for bringing this resolution forward and for, once again, reaffirming our community’s commitment to a safe, healthy, and thriving Watsonville where all residents are treated with dignity and respect. for CONSIDERATION OF RESOLUTION DENOUNCING THE USE OF MILITARY
