IV. COUNCIL MEMBER REPORTS AND COMMENTS
Council Member Palfini verbatim: I would like to start my report tonight by talking about ethics and government.
And although there are 3 general categories in government ethics, I want to talk about the process of accountability. This topic is about transparency of action and behavior when dealing with governance of our community. Plus the need for transparency when there is the appearance of economic benefit A few days following that meeting the MAYOR who is also the executive director of the Weed Rec and Park made a petty, intentional and malicious attempt to chastise me by threatening an increase in rent from $50 to $350 which is a $12-15,000 annual increase for our Cities Senior Lunch program. The FCRCW runs this program at the community center. It is no secret that I sit on the SCRC board of directors which is the parent 501 3 (c) to FCRCW. The MAYOR/ED handed our program director a written statement for the rent increase and made it retroactive to Jan 2022, with a direct comment about Palfini needs to see this (I am paraphrasing). First, as the MAYOR you should at least educate yourself to the wording of the MOU and how will your actions impact the city you were elected to serve. Second, The Senior Lunch program is an approved function of the city until at least 2023 per the MOU.
Third, have you looked at other sources of your income stream in the same manner as the FCRCW or was this discriminatory toward me and the FCRCW? Fourth, Did the MAYOR take these actions individually or were they in concert with others. I have tried to be as civil as possible in this meandering but rest assured, I am livid. This kind of rogue action gave us the litigation between the city and Sylvia Masse Lawsuit which cost the city over $400K. I hope my fellow councilors understand the gravity of the situation and where it can lead. I feel the appropriate.
Council Member Tavalero reported the Great Northern free lunch program for kids will start this month and will be held Monday through Thursday’s at Bel Air Park and Mountain View Apartments. Council Member Hall hosted a meet and greet at Mountain View Apartments, has a second meet and greet scheduled for Heritage Plaza.
