CITY OF WEED CITY COUNCIL
REGULAR MEETING MINUTES
July 14, 2022
The City Council of the City of Weed held a regular meeting on Thursday, July 14, 2022 at 5:30 pm in the Council Chambers at City Hall. Mayor Kim Greene called the meeting to order and Mayor Pro-Tem Stacey Green led recitation of the Pledge of Allegiance. Present, in addition to Mayor Greene, were Council Members Stacey Green, Bob Hall, Ken Palfini, and Susan Tavalero. Also present were City Attorney David Ruderman, City Manager Tim Rundel, Police Chief Justin Mayberry, Public Works Director Craig Sharp, Fire Chief Steve Duncan, and City Clerk Sandra Duchi.
III. NON-AGENDA PUBLIC COMMENT
There was none.
IV. COUNCIL MEMBER REPORTS AND COMMENTS
Council Member Tavalero reported attending a Transportation Committee Meeting and requested suggestions on STAGE routes, as well as attending the LOLA Meeting in Tulelake. Council Member Palfini reported attending a Collier Information Interpretive Meeting. Council Member Green reported attending the LOLA meeting and acknowledged the conceived ethics appearance of having cell phones on the dais. Council Member Greene reported on vandalism at the various parks within our area and that she will not be running for City Council in November.
V. CONSENT AGENDA
Council Member Greene asked if there are items to be removed from the consent agenda. Item A was removed.

B. Financial Report(s) – By Motion approved payment warrants dated from 06/15/2022 through 06/28/2022 including any voided warrants totaling $994,568.00.
C. Finance/Month End – by Motion approved and file month end finance reports for the month(s) through June 2022.
Council Member Tavalero moved to approve the Consent Agenda as amended. Council Member Hall seconded the motion and the vote was:

VI. ITMES REMOVED FROM CONSENT
A. Minutes – By Motion approved City Council Minutes for Work Session, and Regular Meeting Minutes from 6/09/2022. Council Member Palfini requested his speech be reported in the minutes verbatim.
Council Member Palfini moved to approve minutes as amended. Council Member Hall seconded the motion and the vote was:
AYES: Council Members Green, Greene, Hall, Palfini, and Tavalero NOES: None

VII. REGULAR BUSINESS
A. Finance -by Motion, Council considered second reading and adoption by title only for Ordinance No. 469-2022.
City Attorney Ruderman presented the item. Council Member Palfini request the Council reconsider adding the sales tax measure onto the voters. Council Member Hall stated he agreed and yes disagreed with Council Member Palfini. Council Members questions were asked and answered. Council Members discussed the measure. Council Member Tavalero moved second reading and adoption of Ordinance No. 469-2022. Council Member Hall seconded the motion and the roll call vote was:
AYES: Council Members Greene, Hall, and Tavalero
NOES: Council Member Green, and Palfini
ABSENT: None
Ordinance Failed due lack of two-thirds vote.
B. Finance - By Motion, considered approval of Resolution No. 19-2022 calling for, providing for, and giving notice of the general municipal election to be held in the City of Weed, County of Siskiyou, State of California, on the 8th day of November, 2022, for the purpose of submitting to the voters the City of Weed transactions and use tax of 2022 to levy a transactions and use (sales) tax of a quarter percent.
Item rendered moot due to Ordinance failure to pass.
VIII. STAFF REPORT
Police Department reported successful swim day. Public Works reported the Lincoln Avenue project is complete.
Fire thanked Mayor Green for allowing the Fire Chiefs Association to meet at the Community Center.

Council Member Hall moved to adjourn. Council Member Palfini seconded, and the vote was:
AYES: Council Member Green, Greene, Hall, Palfini, and Tavalero NOES: None

X. CLOSED SESSION
A. Conference with Legal Counsel; Existing Litigation (Gov. Code§ 54956.9(d)(1)) The City Council finds, based on advice from legal counsel, that discussion in open session will prejudice the position of the local agency in the litigation.
