Agenda Item Summary
Meeting: City Council - 12 June 2025
Department: Justin Mayberry, Acting City Manager
Agenda Item Title: Approval Resolution No. 16-2025 approving an ABC Off-Sale Beer and Wine Type 20 License for 292 E. Vista Drive (7-Eleven Fueling Station)
Staff Recommendation: The Council should determine if allowing the sale of beer and wine at this location provides a public necessity and convenience. If the Council feels that it does, then adopt the attached resolution and forward recommendation to the ABC and applicants. If the Council believes that there are sufficient opportunities to purchase off-sale beer and wine in this area of the City, then deny the application and we will inform ABC of the Council's decision.

Summary: According to the Dept of Alcoholic Beverage Control (ABC), the application for the off-sale license is in an area where an undue concentration of licenses exists. Because of the number of existing licenses in the Weed Census Tract, the Business and Profession Code requires that the City make a finding of "public convenience and necessity" before the Department can issue a license.

General Plan and Zoning
Zoning: CM, Limited Industrial. General Plan Land Use Designation: General Commercial The project site is in the southeast area of the City of Weed, Siskiyou County, California. The project site is on the south side of E. Vista Dr., 0. 15 miles east of the intersection of E. Vista Dr. with Black Butte Dr.

The project would develop an approximately 4,761-square-foot 7-Eleven convenience store, six conventional gas station islands, six commercial gas station islands, two electric vehicle charging stations serving four parking stalls, and standard vehicle and truck parking.

Fiscal impact: Sales tax
Alternative Actions: Do not approve additional Type 20 License.

Environmental Review: IS/MND for project is complete and the project was approved by the Planning Commission on May 21, 20025.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEED

APPROVING ADDITIONAL LICENSE OF OFF-SALE ALCOHOLIC BEVERAGES AT 292 E. VISTA DRIVE.

Whereas, the City of Weed allows the retail sale of alcoholic beverages in markets and stores within the CM Zone; and
Whereas, The City of Weed General Plan encourages neighborhood commercial services in areas where are not readily available or located in neighborhoods and areas with less services; Whereas, the location of the proposed retail sales of beer, wine and other products typically found at a convenience market is located in a neighborhood that is near the 1-5 corridor and along the highly visible Vista Drive and would serve this location greatly; and Whereas, the proposed land use is consistent with the City of Weed Zoning Code, and consistent with the City of Weed General Plan for the South Weed Growth.

Now therefore be it resolved; that the City Council of the City of Weed finds that the off-sale Beer and Wine with other convenience items products at 292 E. Vista Drive in Weed provides a public convenience and necessity in that location and would serve potential tourists and the local neighborhood.

Agenda Item Summary
Meeting: City Council - 12 June 2025
Department: Chris Davis, Public Works Director
Agenda Item Title: By Motion, approve staff to release a Request for Proposal (RFP) for complete tear off and replace of the City Hall flat roof.

Staff Recommendation: Council approve staff to release an RFP for the complete tear-off and replacement of the roof and internal gutter system at City Hall.

Summary: With the age of City Hall and the condition of the roof it was advised that just replacing the membrane of the flat roof system would stop the ongoing leakage and seepage of water into City Hall. The internal drainage system (gutter system) is undersized for the square footage of the building and has only led to more water seepage and issues.

Due to the continual years of the roof system leaking, mold study was completed. City Hall has tested positive for mold in all rooms tested.

Fiscal impact: General Fund impact estimated to be $550,000.00 (not including any asbestos material that may be located during construction)
Alternative Actions: Do not approve and continue with leaks and further water damage and Environmental Review: N/A

Hi Chris,
After looking at your City Hall building we have the following recommendations:
1) This seems like an emergency to us. Determine if this can be deemed an emergency by the City Council through your attorney's advice. If so, have the council pass an emergency resolution to correct the problem. This will free you up to have roofers and contractors give you proposals based on experience without the public bid process and all the pre-work that goes along with placing a contract out to bid. You should still get multiple prices if possible to make sure they are being fair.
2) Remove the existing roofing and determine the extent of the rot, mold and water damage.
3) Contact and higher the proper contractor for this type of carpentry work and mold remediation.
4) After the mold and carpentry work are completed, redo the roof drains to exit outside the building with piping inside a lined wooden architectural chase. Then pipe them to the storm drain under the building.
5) Re-roof the building with comp and hdpe gutter liners.

I estimate that this to be an approximately $500,000 problem, but it is hard to tell until the roofing has been removed.

Hopefully this will work and you are able to find contractors willing and able to help you with the work.

Let us know if you need anything further from us.

Thank you,

The roof has great slope. There is very little ponding water on the structure.

The drains and suppers on the roof are very small.

I took a core sample of the roof. There is 1" of foam over an old bui roofing system.

The roof has a wooden deck.

I found multiple blisters in the field of the roof.

This area was not foamed with the rest of the roof section. There is exterior leak in this location. The wooden parapet walls are in poor condition.

Repairs have been made on the roof. The repairs have been made ' an asphaltic mastic. This is the incorrect material to use on a foam roofing system.

Agenda Item Summary
Meeting: City Council - 12 June 2025
Department: Chris Davis, Public Works Director
Agenda Item Title: By Motion, Approve Resolution No. 18-2025 Authorizing staff to apply for USDA lending in the amount of $6,875,000.00 for the Shastina Wastewater Treatment Plant Improvement Project (South Weed Line)
Staff Recommendation: Council review proposed improvement map, preliminary cost estimate and funding scenarios and by motion, move to approve Resolution No. 18-2025 authorizing staff to apply for a USDA loan in the amount of $6,875.00 for the Shastina Wastewater Treatment Plant Improvement Project (South Weed Line).

Summary: On February 3, 2025, during a special council meeting staff discussed concerns regarding the capacity of the Shastina Treatment Plant with the inflow from the South Weed Line. It was discussed that the Shastina Treatment Plant is meeting its discharge requirements but is over capacity regarding its inflow causing a concern for future development at South Weed.

City Engineer Curtis Paget was present to discuss the concerns and discussed possible options. Those cost estimates are before you tonight. Staff and City Engineer are recommending the city move forward with Option C.

Fiscal impact: This loan option will prompt a rate study, which would need to be done in 2026 regardless. The proposed rate increases are presented on Table 3. Without a rate study and increasing rates the debt service to the city's sewer fund would have a negative annual impact of $309,567.00 for 40 years.

Alternative Actions: Do not approve and wait for grant opportunities by 2031, ceasing all development in the South Weed area.

Environmental Review: ENPLAN has completed the Draft Environmental Documents and determined a Categorical Exemption applies under CEQA and a Categorical Exclusion applies under NEPA, but due to the Grant Funds through USDA RD being exhausted those documents have not been finalized until staff receives the direction from Council.

Agenda Item Summary
Meeting: City Council - 12 June 2025
Department: Jill Porterfield, Finance Director
Agenda Item Title: Adopt Resolution No. 19-2025 Adopting a Municipal Budget for Fiscal Year 2025-2026
Staff Recommendation: Staff recommends the City Council move to approve Resolution No. 19-2025 adopting the Municipal Budget for Fiscal Year 2025-2026.

Summary: The City of Weed continues to be challenged by an ongoing budget deficit which is exacerbated this year by decreasing sales and TOT taxes, rising attorney costs, rising insurance costs, and infrastructure deficits.

One of the largest impacts to the budget for FY25-26 is the repair of the roof on City Hall. The roof has been an ongoing issue for many years with multiple leaks occurring during the winter months. Upon consultation with an engineer this spring, staff at City Hall were informed that if the roof is not repaired very soon, there could be catastrophic damage to City Hall. Staff explored many grant options but were unsuccessful in securing funding to replace the roof. Therefore, the repair expense will impact the general fund, but it is necessary to continue City services, including police and dispatch, without interruption.

Included in this year's budget are estimates for full staffing of the City, which includes a police officer position, a public works position, a city manager position, and a fire chief position, all of which are currently vacant but will hopefully be filled soon.

Another notable item in the budget is the paving of streets that were destroyed by the Mill Fire. The current estimate for FY25-26 for this project is $837,300, of which will be paid from deferred revenues set aside for projects related to the Mill Fire.

In FY25-26 we will begin planning for an upgrade to the South-side sewer which has also been an ongoing problem, but in recent months has become a mandatory upgrade in order to allow any expansion in South Weed. Project description: (attach additional paper if necessary) The FCRCW respectfully requests S2,400 in Transient Occupancy Tax (TOT) funds from the Cily of Weed to support meal services for local youth enrolled in the 2025 Summer Fun Camp.

This six-week program provides full-day enrichment and recreational activities for children from working families, ensuring safe, engaging, and supervised care during the summer months.

Hosled across muliple localions including the College of the Siskiyous Bet Air Park, and the Weed Community Pool-the Summer Fun Camp plays a vilat role in serving local fomiles who depend on relable summer childcare.

While camp fees are structured lo cover staffing, facillies, insurance, and activity supplies, they do not include the full cost of providing daily meals and snacks for campers.

Nutritious meals are essential to keeping children energized and focused throughout the day.

Currently, Grocery Outlet generously donates $100 per week in food support.

However, this contribution falls short of meeting the full demand of the program.

We estimate an additional $2,400 is needed to adequately cover food costs for the six-week duration.

Ensuring all children have access to consistent, healthy nutrition during camp hours.

CITY OF WEED JUN 0 2 2025
Dear Honorable Council members,
Thank you for considering our request for TOT funding in support of the 13* annual Run for Food event at College of the Siskiyous. As the new Executive Director at SFA
following Denise Spayd's retirement, I am excited to
continue this community tradition that helps us feed our neighbors in need during the holidays.

One interesting note I would like to share is that l am a sole Siskiyou County recipient of a one-year grant from the
Community Foundation of the North State that connects me with a fundraising coach that has already made a huge
impact in ways that will help the sustainability of SFA's work in our community.
