Agenda Item Summary
Meeting: City Council - 11/13/2025
Department: Administration
Agenda Item Title: Ordinance Amending WMC 1.04.010 - Definition of "City Administrator" to Mean "City Manager"
October 9, 2025 the Council moved forward with introduction and first reading of Ordinance No. 488-2025. Below is the memo from the October meeting:

Staff Recommendation:

Introduce and conduct the first reading, by title only, of Ordinance No. 488-2025, amending Section 1.04.010 of the Weed Municipal Code to define "City Administrator" as "City Manager." Summary:

The Weed Municipal Code currently contains multiple references to "City Administrator," although the City operates under a "City Manager" form of government, established by Section

2.12.010 of the Code. This ordinance amends Section 1.04.010 (Definitions) to clarify that the terms "City Administrator" and "City Manager" are synonymous, thereby eliminating ambiguity in interpretation and administration of the Code.

The amendment is administrative in nature and ensures consistency throughout the Code by aligning references with the current office and organizational structure.

Fiscal impact:

None.

Alternative Actions:
• Do not introduce the ordinance, leaving inconsistent references in the Code. • Provide direction to staff for further revisions.

Environmental Review:

CEQA does not apply.

Agenda Item Summary
Meeting: City Council - 11/6/2025
Department: Administration
Agenda Item Title: Vacation Leave Accrual Compliance —Payout and Balance Reset
Staff Recommendation:

Authorize staff to perform a one-time payout of vacation leave hours that exceed the limits established in Personnel Policy Chapter 800 (adopted 2018), reset vacation balances for all impacted employees, and configure payroll software to enforce maximum accrual limits in the Summary:

The City's Personnel Policy (Chapter 800, Leave of Absence, adopted 2018) establishes vacation accrual rates by employee tenure. It sets a maximum vacation accrual equal to two times the annual accrual rate (Policy § 802.02). This accrual cap has not been enforced in the City's payroll system, resulting in multiple employees exceeding the maximum allowable vacation balance.

This represents both a policy compliance issue and an increasing unfunded financial liability for the City, particularly among long-tenured employees.

Employees with over 180 months (15+ years) of service currently exceeding or near the accrual • Mayberry - 653.09 hours
• Klomparens - 234 hours
Anzo - 291.05 hours
Machado - 283.45 hours
Employees with 37-180 months of service currently exceeding or near the accrual limit:
• Duchi - 376.61 hours
Coates - 261.34 hours
• VanDeWalker - 230.63 hours
Carter - 264.95 hours
Owens - 208.52 hours
Benkowsky - 233.74 hours
Davis - 296.49 hours
• Merrill - 232.84 hours
These balances reflect several years of accrual without enforcement of the Handbook's maximums. Employees earned these hours in good faith under the system administered by the City; therefore, it would be inequitable to remove the hours or require their immediate use.

A payout of excess vacation hours would bring all balances back into compliance with policy and reduce long-term payout liability as employees near retirement eligibility.

In the future, staff will configure payroll settings to automatically stop accrual or trigger a notification when the maximum threshold is reached, preventing this issue from recurring.

Fiscal impact:

There will be an immediate cost associated with paying out excess vacation balances. The total cost will vary based on each employee's hourly rate and total accrued hours above the allowable limit.

Note: Addressing this issue now reduces future financial liability, particularly retirement cash-out exposure.

Alternative Actions:

1. Do nothing - Continue to allow leave to accrue beyond policy limits • Not recommended due to increasing liability and policy non-compliance.

2. Require employees to use excess leave through forced scheduling Operationally disruptive and morale-damaging.

3. Eliminate excess accrual without payout
• Likely to result in labor disputes and fairness concerns.

Environmental Review:

This item is not a "project" under CEQA and is therefore exempt from environmental review.

Agenda Item Summary
Meeting: City Council - 10/9/2025
Department: City Manager/Public Works
Agenda Item Title: City Hall Facilities Discussion and Direction to Staff
Staff Recommendation:

Staff recommend the Council provide directions regarding the future of City Hall. Staff recommend continuing investment in renovating and rehabilitating the existing City Hall facility, given the significant capital already invested and the facility's central operational role.

Summary:

Staff is requesting Council discussion and direction regarding the current condition of City Hall and the scope of improvements needed to ensure the building is safe, functional, and capable of supporting effective operations. The City has already invested approximately $1 million into a new roof, and additional improvements are necessary to address health and safety issues, deferred maintenance, and modernization needs.

The following needs have been identified:

Project/Need Description Estimated Cost
Mold Remediation Mold was detected in December 2024. $ 110,000 Remediation requires a formal RFP.

Scope unknown until assessment
Electrical System $ 200,000
Modernization
Exterior Repair & $ 320,000
Replacement
Interior Repairs | $ 150,000
Phone $ 25,000
System/Tech and require modernization, improved
Upgrades functionality, and ongoing support.

Total Estimated Cost $ 805,000
Fiscal impact:

Estimated $805,000+ in project costs, subject to adjustment once formal assessments are completed and bids are received. Funding strategy may include ARPA, General Fund reserves, grants, or phased capital budgeting.

Alternative Actions:
• Direct staff to proceed with preparing bid documents and return with a funding/implementation plan.

Defer the improvements, delaying remediation and modernization needs.

Explore relocation or replacement of City Hall (would require feasibility/land cost study and financing plan).

Environmental Review:

To be determined. Individual components may require a CEQA review, depending on the project scope and construction activities.
