Meeting: City Council - 3/12/2026
Department: Administration
Agenda Item Title: By Motion - Reject All Proposals for Demolition, Asbestos Abatement, and Environmental
Remediation Services (Main Street Properties)
and Authorize Staff to Reissue Solicitation
Staff Recommendation:
Staff recommends that the City Council reject all proposals submitted for the Demolition, Asbestos Abatement, and Environmental Remediation Services project associated with the Main Street properties and authorize staff to revise the solicitation documents and reissue the request for proposals.
Summary:
On January 7, 2026, the City issued a Request for Proposals (RFP) seeking qualified contractors to pertorm demolition, asbestos abatement, and environmental remediation services associated with fire-damaged properties located along Main Street. The project is intended to remove damaged structures, address hazardous materials, and stabilize the affected sites.
The City issued Addenda Nos. 1 through 4 during the solicitation period to clarify certain elements of the project scope and proposal requirements. Proposals were received and opened on February 23, 2026.
Following receipt of proposals, City staff conducted a responsive review of the submitted proposals in consultation with the City Attorney and the City's consulting engineer.
During this review, staff and legal counsel identified several items within the solicitation documents that should be clarified or incorporated to ensure full compliance with applicable public works contracting requirements under California law.
To protect the integrity of the procurement process and reduce the risk of challenges, staff recommend that the City Council reject all proposals and direct staff to revise and reissue the solicitation with updated bid documents.
Fiscal impact:
There is no fiscal impact associated with rejecting all proposals. The project remains budgeted within the City's capital improvement funding. Reissuing the solicitation may delay the project schedule, but it is not expected to materially affect the overall project budget.
Alternative Actions:
all proposals and direct staff to revise and reissue the solicitation (Recommended).

CITY OF
City of Weed
WEED
Agenda Item Summary
Meeting: City Council - 3/12/2026
Department: Administration/Fire Department
Agenda Item Title: Introduction and First Reading, by title only, of Ordinance No. 490-2026 Amending Section
2.12.070 and Chapter 2.16 of the Weed Municipal
Code Relating to the Organization and
Administration of the Weed Fire Department
Staff Recommendation:
Staff recommends that the City Council introduce and conduct the first reading, by title only, of an ordinance amending Section 2.12.070 and Chapter 2.16 of the Weed Municipal Code to update provisions governing the organization, administration, and operational authority of the Weed Fire Department.
Summary:
The City's existing Fire Department ordinance contains provisions originally adopted in 1991 that reference the former "Weed Volunteer Fire Department" and no longer fully reflect the current structure and operations of the City's fire service.
The Weed Fire Department currently operates as a combination department, with both paid and volunteer firefighters. In addition, the City operates under a City Council-City Manager form of government, in which the City Manager is responsible for directing and supervising City personnel and administrative operations.
The proposed ordinance was developed collaboratively by City Manager Dustin Stambaugh and Fire Chief Brian Carter to modernize the Municipal Code and ensure it accurately reflects the City's current fire service structure and operational practices.
Key updates include:
• Establishing the Weed Fire Department within the Municipal Code • Clarifying the appointment authority of the City Manager for the Fire Chief • Clarifying the authority of the Fire Chief to appoint officers and members with City Manager approval
• Designating the Fire Chief as the Fire Code Official responsible for enforcement of the California Fire Code
• Incorporating references to the Incident Command System for emergency response operations
• Updating provisions related to inspections, fire prevention, emergency authority, and operational procedures
• Removing outdated references to the former volunteer department structure These changes are primarily administrative and clarifying, intended to ensure that the City's Municipal Code accurately reflects the current organization and operation of the Fire Department.
Fiscal impact:
There is no direct fiscal impact associated with the adoption of this ordinance. The proposed amendments are administrative in nature and do not create new programs or staffing requirements.
Alternative Actions:
Introduce and approve the ordinance as presented.
2. Provide direction to staff to revise the ordinance and return at a future meeting.
3. Decline to introduce the ordinance.
Environmental Review:
Because there is no substantial evidence that the adoption of this ordinance would have a significant effect on the environment, the action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption).
